Why does Russia, population 146 million, have fewer coronavirus cases than Luxembourg?

Coronavirus deals blow to Putin's plans to stay in power until 2036
So now the population size of a country is a predictor for its Covid-19 case load? Ok, CNN-tards explain this:
Brazil: pop. 210 million, cases: 2,433, deaths: 57
Canada: pop. 38 million, cases: 3,290, deaths: 30
India: pop. 1.3 billion, cases: 653, deaths: 12
Luxembourg: pop. 0.614 million, cases: 1,333, deaths: 8
Singapore: pop. 5.7 million, cases: 631, deaths: 2
So, using the spin phrasing of CNN, "Why does a India, population 1.3 billion, have fewer cases than Luxemburg?"
Or, "Why does Singapore, population of 5.7 million, have fewer cases than Luxemburg?"
I suggest a theme for a meme: Take the above question and insert any thing into reference for the first country.
