Turkey is getting hit pretty hard. A huge portion of their economy was exports to Russia.
In this case, they are negotiating. Russia will probably release 8 Turk ships and Turkey will release these ships.
Turkey is trying to weasle its way out of their conundrum while also trying to look tough still. So expect a lot of horse crap from them.

Plus there are enough UXO FAB's OFAB's in Syria that they really don't need to buy anything from Ukraine. The issue with a rump state like Ucrying is that even IF they sell them to Qatar, they might end up selling Dummies or Duds.
Plus there's this thing called accountability, production markings will give away Ukrainians stocks.

You just explained the value in such a platform like the Orlan. The Orlan provides surveillance in real time as the information from a platform like the Su-24MR would take at best hours before it got into the hands of those on the ground. Sure you could get those recon planes to transmit the information in real time nowadays but you still run the risk of having a vulnerable human life in the air. When the enemy has been assisted by a NATO air force before, the pilot is vulnerable. Anyway, as you said it is better to have battlefield surveillance which will result in lower casualties on the ground altogether. Except their roles are similar to either a recon fighter or an ELINT-plane depending the situation. Neither of which would actually be threatened by that type of enemy.

Because even if those are "inexpensive" they don't grow on trees, every loses has to be replaced which can take anywhere from days to months.
Drone are great for low key insurgency allowing to establish long endurance patrols and networks mappings, in a real war their tactical value drop compared to a real surveillance or recon asset.

One way is to negotiate selling S-400's to Cyprus.

What’s Behind Washington Pulling 12 Fighter Jets From Turkish Base?
In the latest sign of Turkey’s increasing isolation, the United States has announced plans to remove 12 fighter jets from Incirlik air base.

According to Reuters, a spokesman with the US military’s European Command has confirmed that the US will withdraw 12 F-15 Eagles and Strike Eagle fighters from Turkey. The spokesman said that the aircraft had completed temporary deployment, despite having only been moved to Incirlik air base one month ago.
According to a news release, the aircraft will be returning to RAF Lakenheath in the United Kingdom, beginning December 16.
Earlier this year, both the US and Germany also withdrew surface-to-air missile batteries stationed along the Turkey-Syria border.
The sudden withdrawal is surprising given that the Pentagon had previously encouraged European allies to use Incirlik as a staging platform for the anti-terror campaign.
"We are in an active conversation with many of our European partners about the potential for them to relocate and to join us on the ground in Incirlik," Gen. John Allen told the Senate Foreign Relations Committee in October.
The announcement comes as Turkey faces international condemnation over the downing of Russian bomber in Syrian airspace last month. The incident left two Russian soldiers dead.
"I was immediately concerned that NATO might buy into the insanity being demonstrated by Turkey," former CIA and US State Department official Larry Johnson told Sputnik. "Fortunately, the reports coming out of the NATO meeting indicate that several of the NATO ministers were asking Turkey: 'What in God’s name were you thinking?'"
Turkey is also under fire for its decision to deploy hundreds of troops and tanks into northern Iraq, a move the Iraqi government views as a breach of its own sovereignty.
"The government is committed to maintain good neighborly relations, but at the same time reiterates its right to take measures to protect national sovereignty," the Iraqi government said in a statement.
Iraqi Prime Minister Haider al-Abadi gave Ankara 48 hours to remove its troops, but Turkey has failed to comply. The United Nations Security Council is currently reviewing a formal complaint lodged by Baghdad.

Firstly must come an invitation from Iraqi goverment then most likely Russia would bomb those culoms.

This is what I meant, could Russia not ask Iraq if it can bomb terrorists in Iraq?(NATO is not going to do it), or is it the other way around, Iraq has to ask Russia?

I dont believe there is any real sort of formalities to it but that Iraq has to give permission to be able to both enter and strike in their territory.
