They were lobbing rockets as they were maintaining low altitude in flight to avoid Ukrainian AD.
For this same reason you can't effectively use most of the precision guided missiles. Their ranges also depend on the altitude of launch.
You can sneak up to the enemy with dumb bombs and put them on target relatively accurately, and so they were doing that too

Now that Ukrainian AD has been reduced, they can afford to take more risks and fly higher, enabling the use of glide bombs and more types of air to ground missiles, but maintaining their distance from the targets

The next step would be to attain such air suprecmacy, where they will be confident to conduct bombing runs with GLONASS guided munitions from high altitudes, and dumb bombs corrected by targetting computers from medium alttidues. Using Tu-22M3s and Su-24s, Su-34s at max loadouts. Where they will really be able to put a lot of explosives on target and for cheaply. But that will require the remainder of the Ukraine's S-300s and Buks to be taken out first, and anything NATO sends too.

Wagner says on 10th May will withdraw from Bakhmut.
