Yatseniuk points to four conditions for Donbas elections

Ukrainian Prime Minister Arseniy Yatseniuk has announced main conditions for elections to be held in Donbas during a televised "Ten Minutes" on Sunday, October 18, a Cabinet spokesperson said. "With regard to elections in Donbas that is temporarily controlled by Russian gangsters and terrorists: of course, elections should be held there. And to that end, a separate law is needed. But there are very clear conditions for elections to be held in Donbas," he stressed.

The first one is that "no one will hold elections at the point of Russian automatic rifles. They must leave Ukraine and comply with the Minsk agreements," Yatseniuk said.

"The one and a half million of temporarily displaced persons registered in Ukraine must be allowed to vote in these elections and elect those who will represent local authorities in Donetsk and Luhansk," said the head of government.

The third condition: elections must be held strictly in accordance with the Ukrainian laws and the high standards of an honest and transparent election, Yatseniuk said

"Fourth: we must ensure political competition in Donetsk and Luhansk both through mass media access to these territories and by allowing all Ukrainian parties to take part in these elections and send their candidates there," he said.

"And the Russian idea to legalize this enclave through elections and grant terrorists the status of local councilors will not work," Yatseniuk said.

I don't know if Yats can distinguish Ukrainian made AK from Russian made AK.

Yes, Ukraine's Fort doesn't produce 225's only AKM's and Zbroyar is an AR platform company.

They only produce "hunting" variants which they designate as FORT-xxx.

But they did buy some amounts of AKs from Russia in last 2 decades, not all are from old USSR stocks. They also made their bulpup variant of AK which they call Vepr.

The gas is now flowing, I doubt that this rate of supply will be maintained, a lot of it is going into storage.

Naftogaz Ukrainy has transferred PJSC Gazprom another $136 million for supplies of Russian gas in October, Ukrainian Energy and Coal Industry Minister Volodymyr Demchyshyn said.

"They [Naftogaz] have already paid another $136 million," the minister told journalists in Kyiv on Tuesday.

Ukraine's Armed Forces began withdrawing tanks, artillery weapons and mortars from the contact line in the Donetsk region on Tuesday morning, Armed Forces General Staff spokesman Leonid Matiukhin said via a video link from Kramatorsk.

"Today will see the start of the implementation of the second stage of the pullback of tanks, artillery cannons with caliber less than 100mm and mortars under 120mm. As was planned, the weapons will be removed to a distance of at least 15 kilometers from the actual line of contact. The pullback has already begun. At the moment, it is taking place in the Debaltseve area," he told a press briefing on Tuesday morning.

Vladyslav Selezniov, another spokesman of the Ukrainian Armed Forces General Staff, told Interfax earlier on Tuesday that Ukraine's Armed Forces were ready to begin withdrawing tanks and artillery weapons under 100mm in the Donetsk region and were only awaiting information from the Special Monitoring Mission of the Organization for Security and Cooperation in Europe that it was prepared to monitor the process.

According to her, Ukraine has repeatedly tried to settle the dispute in WTO committees, but without success. As a result, Ukraine had to resort to the WTO dispute settlement procedure. Nikolska said that Ukraine expected to resolve this dispute with Russia through consultations within 30 days.

According to Nikolska, as a result of the restrictions exports of goods group 86 from Ukraine decreased from $1.7 billion in 2013 to $51 million in the first seven months of 2015.
