    NOTE: It is my understanding that the term "military camps" refer to any Ministry of Defense owned properties and sometimes appears as "military town". This year 6,240 are reported, down 28 from last year and 217 from 2018. Assume that non used military properties continue to be turned over to civilian authorities for sale or other development. Another Russian military term is the "Territorial Garrison" which refers to all the military bases, camps and personnel within a geographical region and not limited to administrative regions ie: a facility in one region/republic/kray may belong to a unit from a neighboring region and be included in that territorial garrison. Apparently there are 65-70 of these territorial garrisons overall spread over the country. Interesting item is that the Ministry of Defense apparently has no facilities in 2 of the 85 federal regions.

    Shoigu: in the RF Ground Forces, one division and four brigades have been formed since 2019


    MOSCOW, October 7. / TASS /. A new motorized rifle division and four brigades have appeared in the Russian Ground Forces since 2019, Russian Defense Minister Sergei Shoigu said on Thursday.

    "Since 2019, in accordance with the plan of activities of the Ground Forces, more than 350 events have been carried out. That is, it turns out, one event every three days. One motorized rifle division, four brigades, as well as 27 military units of the army and divisional kits of troops have been formed," he said he is at a meeting of the board of the military department.

    Since that time, the Ground Forces have received more than 4.5 thousand units of new and modernized weapons and military equipment. "This made it possible to bring the level of modernity at the beginning of this year to 55.5%. By the end of the year this figure should exceed 58%," the minister said.

    According to him, in the interests of the military, equipment samples have been created that surpass the best foreign analogues. “These are modernized T-80BVM and T-90M Proryv-3 tanks, a modernized BMP-2 infantry fighting vehicle with a Berezhok fighting compartment, and a Typhoon-K protected vehicle,” Shoigu said.

    In addition, the minister said, the number of contract servicemen in the Ground Forces increased from 144 thousand to 147.5 thousand, which makes it possible to staff all positions of junior commanders and specialists with professional personnel.

    The formation of a new motorized rifle and anti-aircraft missile regiment of a mobile reserve in the Eastern Military District (VVO) is a reaction to threats to Russia's security, Shoigu said.

    "In order to adequately respond to existing and potential challenges, 35 organizational measures are envisaged this year. The main ones are the formation of a motorized rifle regiment of the 127th division and an anti-aircraft missile regiment of a mobile reserve," he said.

    According to him, by the end of the year, the district will receive 1,606 units of weapons and military equipment. "Thus, the share of modern designs will increase to 56%," the minister said.

    Shoigu also noted that the effectiveness of operational and combat training activities was increased by 9% compared to last year.

    "For the first time in the modern history of the Russian Armed Forces, an operational exercise was conducted with a grouping of forces of the Pacific Fleet in the far sea zone," he added.

    In the aviation formations and military units of the district, Shoigu said, the main efforts are focused on the development of modern multifunctional aviation complexes. "The average flight time of young pilots of operational-tactical aviation has doubled, and that of transport and army aviation - more than 1.5 times," the Minister of Defense said.

    Shoigu said that the plans for the military training of the armed forces for 2021 have been fully implemented. "The plans for combat training have been completed. Since December last year, more than 4.5 thousand tactical exercises have been conducted, including interspecific and bilateral," Shoigu said, analyzing the implementation of the plan for training the armed forces in 2021 in terms of combat training.

    Speaking about the results of the Russian-Belarusian strategic exercises Zapad-2021, held in September, the minister noted that "in accordance with the instructions of the Supreme Commander-in-Chief, the accumulated experience and new, more effective methods of using troops are being successfully used in combat training."

    Shoigu also said that in April, as part of a control check at 101 training grounds and 520 facilities of the training and material base, more than 5,000 basic training activities were carried out, including more than 800 bilateral exercises. He noted that the Russian team "deservedly took first place" at the International Army Games.

    The improvement of the educational and material base continues. "The equipping of 89 educational facilities at 56 training grounds is nearing completion, over 1.2 thousand units of training ground equipment have been delivered to the troops," Shoigu said.

    According to him, from October 1, final and control checks have begun in the formations, formations and military units.

    The deputy commander of the troops of the Southern Military District, Lieutenant General Rustam Muradov, arrived in the Krasnodar Territory at the Molkino combined arms training ground to check the readiness of the new district training center.
