    MOSCOW, March 20 – RIA Novosti. As part of increasing the combat capabilities of the Russian Armed Forces, the Russian Ministry of Defense plans to form two armies, 14 divisions and 16 brigades by the end of the year, said Russian Defense Minister Sergei Shoigu.
    By the end of the year, it is planned to form two combined-arms armies and thirty formations, including fourteen divisions and sixteen brigades,” Shoigu said at a meeting of the board of the Russian Ministry of Defense.
    He explained that in accordance with the decision of Russian President Vladimir Putin, the progressive development of the Russian Armed Forces and the increase in their combat capabilities continue.
    An army corps, a motorized rifle division, the Dnieper river flotilla and a brigade of river boats of the flotilla have already been formed, Shoigu noted.

    In March 2023, a new textbook on basic military training will be published. Even though the basics of basic military training have begun to be studied in many educational institutions (schools, colleges and universities), relevant ministries and departments have not yet developed a modern textbook.

    The newly formed Leningrad Military District is being strengthened with new formations. A separate missile brigade has been created in Karelia, armed with Iskander-M missile systems , Izvestia sources in the Russian Ministry of Defense reported. In addition, the 11th Army Corps in the Kaliningrad Region, as well as the 14th Army Corps in the Murmansk Region, were transferred to the district. Experts call strengthening the northwestern borders a timely and adequate response to Finland’s accession to NATO.

    The Iskanders performed very well during a special military operation, so the Finns should know that if something happens, such “joy” can come to them , military expert Dmitry Boltenkov told Izvestia.

    “80 years ago the war ended with them, they lived calmly and amicably,” he noted. “We didn’t occupy them, we didn’t torment them too much.” They built us so many useful and valuable things. And then the Finns suddenly broke off all good, normal neighborly relations. Not fraternal, not related, but the country was like a good neighbor to us. Why Finland did this is not clear, but it decided to join NATO. Accordingly, we have a healthy piece of border with the alliance - more than a thousand kilometers. If before we didn’t have troops there as such, only a brigade in the south and in the north, now we need to keep an eye on the Finns.

    According to Dmitry Boltenkov, Finland itself has good armed forces, in addition, American and British soldiers may appear in the country. Because of this, it is necessary to strengthen the grouping of troops and reorient, in particular, the 14th Army Corps towards the ground enemy. Previously, it essentially united the coastal forces of the Northern Fleet; now it will look after the northern part of Russia, the expert explained.

    Defense Minister Sergei Shoigu announced the formation of the 11th Army Corps in 2016. The new association became part of the Baltic Fleet. Since 2020, the corps has been commanded by Lieutenant General Andrei Ruzinsky. It consists of motorized rifle, artillery, missile formations, logistics units and other formations.

    The army corps became the successor to the 11th Combined Arms Army, which was stationed in the Kaliningrad region during Soviet times.

    In April 2017, the 14th Army Corps was formed as part of the Northern Fleet. It is located on the territory of the Murmansk region. It has been commanded by Major General Boris Fomichev since 2022.

    To operate in the Arctic, the personnel of the Arctic motorized rifle brigades undergo special practice. The fighters receive ski training and are prepared to use reindeer and dog sleds.

    Directional Gain

    The strengthening of the northwestern borders began in 2022, when Finland and Sweden announced their aspirations to join NATO. At the same time, the head of the Russian Ministry of Defense announced that the Western Military District would be divided into two - Moscow and Leningrad. In July last year, the head of the military department announced that, in accordance with the presidential decree to increase the staffing level of the armed forces, governing bodies of the Moscow and Leningrad military districts, a combined arms army and an army corps were being formed. The Leningrad Military District must counter threats in the northwestern direction, and the Moscow Military District in the central direction.

    On February 26, Vladimir Putin signed a decree on the re-establishment of two districts. The Leningrad Military District is defined within the administrative boundaries of the Republic of Karelia, the Komi Republic, Arkhangelsk, Vologda, Kaliningrad, Leningrad, Murmansk, Novgorod and Pskov regions, St. Petersburg, as well as the Nenets Autonomous Okrug.

    The MVO included the territories of Belgorod, Bryansk, Vladimir, Voronezh, Ivanovo, Kaluga, Kostroma, Kursk, Lipetsk, Moscow, Nizhny Novgorod, Oryol, Ryazan, Smolensk, Tambov, Tver, Tula, Yaroslavl regions and Moscow .

    At the beginning of the year, Izvestia reported that new motorized rifle divisions would appear within the Leningrad Military District. According to Izvestia’s sources, the possibility of creating a tank division within the Leningrad Military District is also being considered, but no decision has been made about it yet. New formations will cover the northwestern regions of Russia.

    A new air force and air defense army will also be deployed in the western direction. It will consist of regiments of fighters, bombers, as well as air defense and radio engineering units.

    Also, the western strategic direction is being strengthened by attack aircraft units, equipped with the famous “Rooks” - attack aircraft of the Su-25 family. Their task will be to directly support ground forces on the battlefield. The attack aircraft will also interact with army aviation helicopters.

    Russian military districts are being transformed from strategic formations into departments. This follows from the instructions of Russian President Vladimir Putin , published on June 24 on the legal information portal .

    “The draft decree provides for the deprivation of the military district of the status of an interspecific strategic territorial association, the reorganization of the joint strategic command of the military district into a department (of the military district),” the explanatory note says.

    In addition, the decree provides for clarification of a number of tasks and functions of the military district as a strategic territorial association. It is noted that the draft decree was prepared due to changes in the organizational structure of the army.

    Earlier, on February 26, Putin signed a decree on the re-establishment of the Leningrad and Moscow military districts (LVO and MVO). By the same decree, the head of state included the Donetsk People's Republic (DPR), Lugansk People's Republic (LPR), as well as the Kherson and Zaporozhye regions into the Southern Military District .

    For the first time, former Russian Defense Minister Sergei Shoigu announced the Ministry of Defense’s plans to create two new military districts at a meeting of the department’s board in December 2022. In turn, Putin explained in December 2023 that the Russian Federation is forced to recreate the LVO due to Finland’s accession to NATO.

    NOTE: not sure of specifics however seems to be a major operational policy shift

    Quite cryptic but I think they needed to differentiate the role of Commander of Military District and the one of the Field Commander of the Front level unit(s) generated by the same.

    This Ukrainian military blogger is reporting another new division being formed based on the 14th Army Corps. His reporting on new units in the past has generally been accurate.


    "So, on the basis of the 14th Army Corps (AK) - it consists of two "northern" brigades - the 80th "Arctic" separate motorized rifle brigade (omsbr) and the 200th separate omsbr, the formation of the 71st Motorized Rifle Division (msd) continues.

    And although, so far, the Russian command has not decided exactly where to use its units and subunits (either as part of the GV "Center" or as part of the GV "North", at the place of formation of a number of its units and subunits), and also has certain difficulties with staffing the compound with personnel and regular military equipment, but it is obvious that in the near future it will still be able to have at least one motorized rifle regiment from this division (probably the 127th msp)."

    The approximate organizational and staff structure of the 71st MSD:
    - management (headquarters + KP\PU);
    - 126th Motorized Rifle Regiment (MSP);
    – 127th msp;
    - 27th Separate Tank Battalion (OTB);
    - 87th Self-propelled Artillery Regiment (SAP);
    - 37th separate anti-tank Artillery Division (optadn);
    - 53rd separate anti-aircraft Missile Division (osrdn);
    - 57th Separate Reconnaissance Battalion (ORB);
    - 9th separate Engineer Battalion (persons);
    - 43rd separate Communications Battalion (OBZ);
    - 129th Separate Material Support Battalion (OBMO);
    - 4th Separate Medical Evacuation Battalion (OMEB).

    The 200th Motor Rifle brigade has yet to be incorporated into this unit as it's battalions are active fighting in Kursk (1 bn) and Bakhmut (2 bn) areas.
