Speculation but yes I do think it's a command post - esp since the rear cabin has no windows and there seems to be a couple of extra antennas as well.

It is the sort of light vehicle any service could want to use, which means it could be almost anything from EW and communications to command or even drone management.
With the other platforms... ie Armata and Kurganets and Boomerang, and the two chassis arctic tractor DT-30 or whatever it is, different versions obviously have different equipment and different arrangements but generally most of the important stuff is on the turret, so for instance instead of having to design a MBT vehicle platform from scratch for each of the five vehicle types, they can make one and then just use that turret on the other platforms with minor changes to the chassis.
The Armata BMP is the T-16 and when first shown had an epoch turret with a 30mm cannon and retractable launchers for Kornet and Bulat. The next version however had a 57mm grenade launcher with Kornet and Bulat launchers and I suspect that will be the standard BMP turret because it combines the enormous HE fire power of the grenade launcher, with the armour penetration performance of an APFSDS round that is much wider and longer than the 30 x 152mm cartridge case able to carry a bigger heavier longer penetrator along with several times more volume for propellent to raise its performance enormously in terms of Kinetic penetration. For all we know they might have another round in development that has a series of HEAT charges lined up... a 57mm HEAT round on its own, but 4 in a line that detonate in sequence and penetrate through the same hole could be quite interesting... especially if the last charge to fire is thermobaric and blows explosive mixture into the target and detonates it...
So the Epoch turret with the 57mm grenade launcher and Kornet and Bulat missiles can be the standard BMP turret for the Armata (T-16), the Kurganets (B-11), and the Boomerang (K-17), and the DT-30 (??) and of course it could also be fitted to BMP-3 vehicles too and vehicles of other countries.
As such if you are designing a turret for any vehicle... do it right and it could be used across the range of vehicle types... the BTR turret with the single Kord machine gun is another example, used by the vehicles with minimum hull interference with an external mount so you can have a full compliment of troops in the vehicle.

"В ближайшее время ВДВ планируется передать первую серийную партию этих машин", — добавил он.
Вторую партию, по словам собеседника агентства, передадут заказчику в 2022 году. До сих пор машин такого класса в ВДВ не было.
MOSCOW, August 4 - RIA Novosti. The newest armored vehicle "Typhoon-VDV" was accepted to supply the Airborne Forces, a source in the military-industrial complex told RIA Novosti.
"In the near future, the Airborne Forces are planning to transfer the first batch of these machines," he added.
The second batch, according to the agency's interlocutor, will be handed over to the customer in 2022. Until now, there were no cars of this class in the Airborne Forces.
Typhoon-VDV is accepted in armament.
