I wouldn't say it is a daily basis of opening different factories, but either some of them are modernization of old factories (in other words, new plant, old plant is closed) and or new production lines in a factory already set up and working. But yes, there are quite a few new businesses opening up and big projects happening. Hope to hear more good news!

Skolkovo secures $4bn state funding until 2020

The Skolkovo Foundation, which manages Russia’s largest state-sponsored innovation hub under construction outside Moscow, will receive another $4.1bn shot in the arm from government coffers between now and 2020, East-West Digital News, the international resource on Russian digital industries, reported earlier this week.

The decision, which might signal the technopark’s return to political favor, was made last week at a Russian government meeting presided by Prime Minister Dmitry Medvedev.

In a separate statement, Skolkovo Foundation president Viktor Vekselberg said last Thursday that by 2020, Skolkovo “expects to raise more than $11bn in private investment.” The Skolkovo program will not tap government finance “after 2025,” he added.

Vekselberg also forecast that as a private-public partnership “capable of paying for itself” by 2020 Skolkovo will contribute to Russia’s economy “about $6.5bn worth of products and services.” Seventeen years from now, when the Skolkovo program is expected to be running at full throttle, the Foundation president hopes the ‘innovation city’ will add “up to $45bn to the national GDP.”

The news came just in time to dispel widespread rumors of an “imminent demise” of what some pejoratively call “Medvedev’s pet project.”

President Vladimir Putin of Russia, the indisputably number one policy maker in this country, seems to be more reserved about Skolkovo, which he is said to consider “artificial.”

Even though his chief of staff Sergey Ivanov stated in June that “Skolkovo is here to stay,” Putin countermanded mandatory allocations by government-owned corporations for Skolkovo’s university project, a decision Medvedev had made as president.

Skolkovo, now home to 941 resident companies including a few dozen foreign ones, has also been the subject of broad-based scrutiny over the past year, notably by the Russia’s Attorney General Office. A 2012 investigation by the Accounts Chamber also revealed several cases of questionable financial practices at the Foundation. As a result, some key figures came under fire and lost their jobs this past spring.

Dvorkovich: Production of domestic limousines "Cortege" could begin in 2017-2018 years
    http://www.itar-tass.com/c16/916689.html

MOSCOW, October 17. / ITAR-TASS /. Production of the first cars of the project "Cortege" (Russian-made car to the leaders of the country, as well as the line of cars for the mass sale), according to the project could begin in late 2017 - early 2018. This was announced in an interview with "Russia-24" Deputy Prime Minister Arkady Dvorkovich.

According to him, the project envisages the creation of off-road vehicles as well as business-class cars, with off-road vehicles will be assembled before, and executive sedans until 2020.

He noted that it is a co-production of the research institute of automobile and motor / FSUE "NAMI" / and the company "Marussia Motors" Nikolai Fomenko using international technology Volkswagen, Mersedes and Japanese companies - especially Toyota. "The project is implemented in close cooperation with international partners, such as Magna, Continental, Porsche and others," - said Deputy Prime Minister.

The production site is located in Russia, a significant portion of the components will be foreign-made (about 30%) and thus will be a high level of localization of production.

Now, according to Dvorkovich, the most likely production site is a factory ZIL, given the location of production and research issledovatelnoy base for this project.

To carry out development and training of the production base of the federal budget provides about 11-12 billion rubles for the "three-year plan," other investments, said Dvorkovich, about the same amount, will be private.

"Development should be completed before the end of 2014 - the maximum, beginning in 2015," - said Deputy Prime Minister. Presumably, SUVs will cost from two million rubles, business class cars from one and a half million. "For the calculations, that is, with the modest volume of demand, recoupment and repayment can be achieved before the year 2023 -2025," - said Dvorkovich.

Production capacity will amount to a maximum of 30,000 cars a year. A final decision on the choice of the production site will be made after completion of the design - in 2015.

This is exciting news. It was interesting to read about the design contest, and the top 10 designs.

RT and other places (eg the Russian car magazine websites) do some features on it.
    RT article.
Putin's new limo: Top 10 Russian-made designs in online contest

I always think that Russia should achieve in the "key areas" - all planes, design, computers, cars, military etc

I wonder what the final design will actually look like.

One thing is, I wonder if the name of the project will change. "Cortege" in England is associated with a "funeral cortege". And the word "cavalcade" tends to be used more for a civil procession of cars.
In America, ofcourse the word "motorcade" is used instead.

It would be great to have a number of top level car marques develop in Russia eg Marussia, Zil etc

I dont think it would be a problem if foreign expertise is utilised. After all, Rolls Royce had much BMW tech. And Lambo/Bentley use Volkswagen Audi. Yet all are still their own marques in terms of identity.

Russia’s senior officials to ride domestically-made limousines in the future

Under the so-called Motorcade project a variety of vehicles will be domestically manufactured - from escort cars, including minivans, sedans and off-road vehicles to deluxe limos for top officials.

In several years’ time Russia’s top officials will abandon their office limousines from Mercedes and other foreign manufactures to start riding about in domestically engineered and made VIP cars. While the State Duma is still in the process of discussing a cap on the price of limousines for officials, the government keeps working on a project called Motorcade, which envisages the production of different cars for government needs on a unified platform. The minimum price of such a vehicle however, is unlikely to be below two million roubles.

Under the Motorcade project a variety of vehicles will be manufactured - from escort cars, including minivans, sedans and off-road vehicles to deluxe limos for top officials. The Moscow-based central research automobile institute NAMI has been commissioned to work on the Motorcade project. On September 13 it was appointed the sole state contractor. On the basis of this institute a pool of designers has been created. Their task is to deliver a whole family of models.

The daily Izvestia quotes Industry and Trade Minister Denis Manturov as saying “when the project peaks, we shall achieve an aggregate output figure of 15,000-20,000 cars of all configurations a year - sedans, off-road vehicles and minibuses.” A unified platform is number one task. A variety of car bodies will be based on it, which will make batch production easier and reduce costs.

Manturov believes that the lowest price of the yet-to-be designed cars (the sedan in particular) will be no less than two million roubles. “But we have not set the task of making a car for the middle level official. It is going to be a car for the top officials, starting from deputy governor, if the regional hierarchy of power is to be used as an example.”

A source has told the daily Kommersant the estimated price of full configuration vehicles has turned out rather high - the sedan will be available for about two million roubles (around $62,700), and off-road vehicles, for about three million roubles.

The Motorcade project is being developed jointly with the producer of sports cars OOO Marussia Motors under Nikolai Fomenko.

The limousine for the top officials will most probably bear the ZIL logo. As far the choice of a brand for future cars to be produced serially is concerned, there is far less clarity. One of the ideas under discussion is reviving the Russo-Balt make (some cars were manufactured under this brand in Riga in the early the 20th century). Marussia is for making cars under its own brand.

The first prototypes are to be unveiled in 2014-2015. The government has already allocated about 700 million roubles for this work. “The production of cars is scheduled to begin in 2017,” as source said.

The project’s budget already incorporates six billion roubles of government funds for launching the production of cars. The amount of extra-budgetary financing has not been determined yet.

According to the source, the Moscow-based truck and car manufacturer ZIL is considered as a likely production site for the Motorcade project. Oleg Deripaska’s GAZ group in Nizhni Novgorod contests participation but the government of Moscow is adamant the project should be placed in Moscow.

In the former Soviet Union all officials were using domestically manufactured cars. Senior Communist Party and government functionaries had at their disposal the Chaika (Seagull) limousines, which were assembled in the city of Gorny (currently Nizhni Novgorod) in 1959 through 1988. The highest officials - members of the Communist Party’s ruling Politburo and secretaries of the Communist Party’s Central Committee - wee entitled to larger ZIL limousines. After the breakup of the USSR, Russian officials began to use foreign cars, mostly German.

The idea of making Russian officials ride only domestically manufactured cars was on the agenda once, during Boris Yeltsin’s rule. However, the project began to take shape just recently. The authorities pursue two aims - encouraging patriotism and extending a helping hand to the domestic automotive industry, which after Russia’s accession to the WTO is confronted with many new challenges.
