I don't think anyone is suggesting Pakistan shouldn't build factories, but factories cost money so if you make one to make a few hundred planes and then that is it it is a bit of a waste of time and money.
If Pakistan wanted to mechanise its farming industry and found a Chinese tractor design that is simple to fix and easy to use and Pakistani farmers loved it then it would make sense to set up a licence production agreement and start producing it in Pakistan in factories built in Pakistan... if it ends up making tractors for the next 20 years and offers local support and parts and repair for those tractors then it just makes financial sense... the locally made tractors will of course cost more than the Chinese built ones but the extra price is spent in the Pakistan economy... Pakistani workers paying tax, and it is also a pride thing as well... you could work together with your farmers to design add on parts and attachments to allow them to do different jobs like a saw mill you can attach to the engine to cut lots of wood, or different things you can tow behind the tractor like gang mowers for cutting large areas of grass etc etc.
Or find a motorcycle design that is popular... etc etc.
Not a TV or cell phone because they require constant innovation and upgrades, though a simple basic cell phone for old people and people who just want to talk to people or to text them might be a good idea...
