Russia and India sign JV to co-design Medium Transport Aircraft
AGREEMENT FOR SETTING UP OF JVC FOR DESIGN AND DEVELOPMENT OF MULTIROLE TRANSPORT AIRCRAFT SIGNED
The effort to design and develop a Multirole Transport Aircraft (MTA) by India and Russia received a significant boost with the signing of shareholders agreement for setting up of a joint venture company, here last night.
A Joint Venture will now be formed between Hindustan Aeronautics Limited and the Russian Partners namely United Aircraft Corporation & Rosoboronexport to Co-develop and Co-produce Multirole Transport Aircraft (MTA).
MTA is a 15-20 tonne payload capacity Aircraft which would meet the requirement of the Indian Air Force and the Russian Air Force. The project has been approved by both the Government of India and the Government of Russian Federation.
The main features of MTA are: Maximum take-off weight 65 tonnes, Payload Capacity 15-20 tonnes, Cruise Speed 800 kmph, Range 2500-2700 km, Service ceiling 12 km. The Aircraft will have two engines, state of the art features such as fly-by-wire, full authority digital engine control, modern avionics and glass cockpit.
The total development cost is around US $ 600.70 million (approx Rs.2900 crores) to be equally shared by both the sides. It is planned to manufacture 205 aircraft with 50:50 work share between HAL and the Russian partners.
A Joint Venture Company (JVC) is being established with its headquarters at Bangalore, India for executing the MTA project in which HAL and Russian participants will have equal shareholding.

Thats Antonov private initiative and they are just trying to entice Russia to go for it but An-178 wont make much headway as the Indo-Russian MTA deal will be signed in December

AFAIK one of the most important things about the MTA was that it was to have the same internal cargo dimensions as the Il-76 except of course in length.
The Antonovs don't meet that requirement and therefore are not in the running anyway.

The Il-76 is 3.16m, the An-148 is 3.15m. They plan on redesigning the body anyway. If it has the 25t payload promised, or even fails to reach it but still gets 18.5, it is an easy choice for MoD to pick it.

Considering Ilyushin is just another subsidiary of UAC, they can transfer the design to any bureau they want. India hasn't signed yet which is why Ukraine is pushing it now. They know UAC has nothing better yet.

This is very good news. Also I hope now that Russia’s Ulyanovsk-based AVIASTAR has flown the first IL-476 prototype, I would hope that the IAF will seriously consider the prospects of upgrading the existing IL-76MDs to IL-476 configuration.

India and Russia gave the green light on Friday to a long-delayed joint project to develop a Military Transport Aircraft, Russia's United Aircraft Corporation (OAK) said after the signing ceremony in New Delhi.

The aircraft is designed to replace the BAe 748 and Antonov An-32 in Indian service and An-12, An-26 and An-30 in Russian service.
The program has had a protracted development so far. Indian daily The Hindu reported previously that Defense Minister A.K. Antony had expressed concerns over delays in the project. The paper cited sources saying further delays would be likely to be advantageous for rival aircraft such as Embraer's KC 390 which is expected to be ready in 2014.
“It has taken the two nations a decade in effect to launch the project, and as the OAK statement alludes to this has been a 'long and complex preparatory phase,'" said Douglas Barrie, an air warfare analyst with the London-based International Institute for Strategic Studies. "The hope must be this is not now replicated in the development phase. Both countries have had a long-standing requirement for an aircraft in this class, but there has been a lack of urgency in moving to meet this.”

As mentioned on this site Antonov was also suggesting the An-148 or potential An-158 as a replacement...

Weird reporting... so it's still in preliminary design, but might have first flight in 2016... or as late as 2018. And MS-21 will be flying by then but they are not aiming to use PD-14? Ok, I could see India going for that because they can share engines with Il-76, but I expect Russia to want PD-14 for theirs (which the article doesn't really get into despite being Russian source).

To be expected I suppose, the lighter An-12 equivalent 20 ton payload aircraft having two of the same engines as the big brother Il-76 60 ton payload transport that has four engines... wonder if that suggests an 80 ton payload family member with 6 engines, or two much bigger engines as the smaller end of the 2,4,6 engine family of 80 ton, 150 ton and 250 ton transport aircraft....
