Russia to Begin Assembly of An-140 Cargo Planes in 2017

SAMARA, December 21 (RIA Novosti) – Russia’s Aviakor aircraft plant on Saturday announced plans to begin assembly of An-140 light cargo planes for the Russian military in 2017.

“We are working design changes at present. The first plane for the customer - the Russian Defense Ministry – should be delivered in 2017,” said Alexei Gusev, general director of Aviakor.

Samara-based Aviakor signed in March an agreement with Ukraine’s Antonov design bureau on the transfer of intellectual property rights for the future An-140S and An-140T cargo aircraft.

The An-140S is a version of the An-140-100 passenger plane with a large loading/unloading hatch, while the An-140T is a version equipped with a ramp.

The transfer of intellectual rights enables the Russian Defense Ministry to buy the An-140 from a Russian company, rather than from the Ukrainians.

Meanwhile, the Ilyushin aircraft maker earlier announced plans to build over 60 Il-112V light transport planes for the Russian military, with first deliveries also scheduled for 2017.

The announcements indicate that the Russian military has apparently chosen both the An-140 and the Il-112 as the replacement for its aging fleet of about 300 An-26 and An-24 cargo planes.

I guess if the Ukrainians show themselves as reliable partners and their government is not replaced with a butthurt one in 2015; then some of those planes can be ordered from their plants too. If not, then Russia can rely on just the Aviakor plant.
Smart move actually; good for Russia, good for the Ukraine.

I think recently they stated the new CAS will be based upon Yak-130 airframe so that would be cheaper instead of designing a new type by sukhoi.

Also I think LMFS is a done deal in 2015-2025 time frame ..... i hope they go with single engine design instead of twin engine as Pitor is stating

All long-range aircraft will be upgrading in two stages

All long-range aircraft Tu-160, Tu-22 and Tu-95MS will be upgrading in two phases, said the commander of the Russian Air Force long-range aviation Anatoly Zhiharev.

"Two upgraded aircraft (Tu-160) now comes in part long-range aircraft - a whole modernization program for the first phase of the Tu-160, Tu-22 and Tu-95MS. Tu-160 installed new equipment, the aircraft will have other characteristics. And all subsequent planes will pass through military repair, with modernization, "- said Zhiharev live TV channel" Russia 24 ".

He noted that the Russian Air Force opened only the first stage of modernization. "Ahead - a deep modernization of the replacement of avionics, communications and electronic warfare systems," - said Zhiharev.

Zhiharev noted that, for example, turboprop Tu-95MS bombers after extensive modernization will fly till 2040.

In addition, aircraft tankers IL-78 also will be upgraded soon. "In 2018 we expect the release of the new tanker aircraft. These aircraft will have new features, new opportunities to impact consumption, and I think they will be quite enough," - added Zhiharev.

Denis Manturov answered journalists' questions after visiting the plant "Aviastar-SP"
    http://www.aviaport.ru/digest/2013/12/23/270985.html

Denis V., priorities of industrial policy the President said in his budget message, now how important the adoption of the Federal Law "On industrial policy in the Russian Federation"?

D.Manturov: "As you yourself just said, a large section of the budget message of the President of the Russian Federation was dedicated to industrial policy, so the relevance of speaks for itself. We are now at the stage of development of a new Federal Law" On industrial policy in the Russian Federation. "We passed stage of consultation with civil society organizations and associations industrialnymui. Now Bill submitted to the federal bodies of executive power. Moreover, previously we have received support from the State Duma and the Federation Council. I hope that next year, after the completion of all necessary approvals, the law will be accepted.

The draft law based on the principles of industrial management from the perspective of a control system for the entire vertical of power, from the federal component, the body which carries out the production of industrial policy and to implement it on the ground. Therefore, we want to reflect the new law the main incentives for industrial development. Including those tax breaks, which recently said in his message to President of the Russian Federation. Tax benefits include new businesses, it is also a positive impact on residents and industrial parks and industrial parks themselves.

Today we visited the industrial zone Zavolzhja where residents have placed in this zone. I can give an example in numbers from the budget of the Ulyanovsk region has been allocated over the past few years about 800 million rubles, and attract private investment of nearly 18 rubles for each ruble invested from the budget. It turns out that about 50 billion invested by private investors who place their production here. And later, after the third stage of development of the industrial zone will come tax payments to the budget multiple investments by the Ulyanovsk region. And we should use these examples to other regions also developed this policy.

It is these questions, we must now discuss at our meeting of the Coordinating Council of the Ministry of Industry and Trade of the Russian Federation with the assistance of regional representatives who must take this into account in their work. "

Denis V., had just signed an agreement with Ukraine over the resumption of production of AN-124. At the same time, immediately went not quite credible information that the renewal will take place soon. In reality, when this might happen? who will pay for R & D? who will provide the starting order? and what milestones do you see?

D.Manturov: Speaking about the agreement that was signed with the Ukrainian side - that agreement on measures to ensure public support for the resumption of production of aircraft of this type. We have during the year with the Ukrainian side to decide the terms of this project, in order to understand what perspective we can begin this production. To resume production, we will rely on the experience and developments that are already available, but it will not be the one plane, which was produced in the Soviet era. This - the same as in IL -476, which you see now is as standard, which at one time was made in the Tashkent Aviation Plant. We redesigned from the ground plane, digitized and made it there as structural changes and changes in the power plant and other units, including avionics. This work must be carried out and the AN-124. Plane must be digitized. We must take into account all possible modern technology to implement them in the design of aircraft and avionics, including the modernization of the D-18 - T, which today is produced by the "Motor Sich". We need to see the implementation of this complex project, from the fuselage, ending all units, including the power plant.

When all this is supposed to be?

D.Manturov: During the year, we need to work out all the logistics of the project and start production in 2018, based on the fact that prior to this we will need to carry out all the research and development work.

    The money is there?

D.Manturov: Some funds provided by the state program for the development of the aviation industry in 2025. But besides the budget, it will require extra-budgetary component, which should be involved in the two sides, as the KLA and "Antonov" to the project had commercial value

Denis V. wanted to clarify the fate of more than one offspring Ulyanovsk plant, TU 204SM. Is there a chance with him? And what is the government's position on the issue of support for the aviation industry?

D.Manturov: I'll start with the second part of your question on the support of the aviation industry in general. We have a state program of development of the aviation industry until 2025, which provides federal support and osuschetsvlyansya. The effect of this, we feel poddrezhdki in quantitative terms in the industry. This year production growth in civil aircraft was 150% 2025 will be to develop and grow production in the civil aviation industry.

As for the Ulyanovsk plant, the main emphasis is on the new IL 476 and the main power plant will be loaded this particular model. For this we need the aircraft until the end of 2015 to attract an additional 4,000 new professionals. By the end of 2015 we should go 12,500 employees at the plant. As for new projects, it is primarily a heavy AN 124. We hope to start production in late 2017. Returning to civilian segment TU is 204 cm. We are now building a pool of aircraft orders. We also look forward to the State consolidated order is the order of 20 machines. Before the advent of new aircraft MS 21, which will be released in 2017, we expect to close this segment plane TU 204.

Could you tell us about the prospects for 2014, particularly in terms of contracts in the field of aviation?

D.Manturov: Sufficiently large volume of contracts signed, formed backlog until 2020. Therefore, our task to execute them in those volumes. Especially with the Ministry of Defence. This plant at Ulyanovsk. As for the plant to Komsomolsk-on-Amur, in addition to the military component, we have more than 300 firm orders for Superjet machines, this year we will have to ship the new Superjet 25 cars next year - 40 cars in 2015 - more than 60 cars , from 2016 - 70-80 machines. Order fulfillment problems are not.

So there you have it on the An-124 from the horses mouth so to speak....sounds promising and hopefully it will be carried out. This is a more important project for the VVS than the An-70 project IMO.

And thanks to Austin for posting it. A (+) from me...

Ukranian PM mentioned that An-70 will be put into production once joint test are completed.

Looking at the way Putin went ahead and supported the Ukranians , I am dead sure they will support the An-70 and An-124 program.

Also a good way to keep Antonov in Russian fold and keep good will among the Ukranians by keeping the jobs there.

Irkut supplies more Yak-130 planes to Russian Air Force in 2013 than planned

KOMSOMOLSK ON AMUR, December 25, 22:02 /ITAR-TASS/. Russia’s aircraft corporation Irkut supplied more Yakovlev-130 planes to the Air Force in 2013 than was initially planned.

“The Irkutsk Aviation Plant met this year’s target figures for Yak-130 planes and even supplied two planes for 2014 ahead of schedule,” Air Force Commander, Lieutenant-General Viktor Bondarev said on Wednesday, December 25.

In 2013, Irkut supplied 18 Yak-130 planes to the Air Force, bringing its deliveries to 42.

Irkut also fulfilled its contractual obligations to supply Su-30SM multirole jet fighters.

The Su-30SM has been developed by the Sukhoi Design Bureau for the Russian Air Force and is an advanced version of the Su-30MK combat aircraft family. The Su-30MK series fighters are in service with the Algerian Air Force, Indian Air Force, Indonesian Air Force, People's Liberation Army Air Force, Royal Malaysian Air Force, Ugandan Air Force, Venezuelan Air Force and Vietnam People's Air Force.

The Su-30SM fighter is manufactured by Irkut. The first Su-30SM fighter made its maiden flight in September 2012.

The multirole Su-30SM can be used in counter-air strikes, counter-land and counter-sea missions. It can conduct electronic counter-countermeasures and early warning tasks. The aircraft also acts as a command-and-control platform within a fleet of combat aircraft performing joint missions.

The Russian Defense Ministry and Irkut, a subsidiary of the United Aircraft Corporation, have signed a supply contract for 30 Su-30SM fighter aircraft. “Under the contract, Irkut Corporation will build 30 planes of this type for Russia’s Ministry of Defense by 2015,” a Defense Ministry spokesman said.

Irkut delivered the first two Su-30SM fighters to the Russian Air Force in November 2012. The first batch of aircraft is expected to be delivered by 2015.

The Su-30SM is capable of carrying an advanced weapons payload weighing up to eight tonnes. The aircraft can be armed with a machine gun, bombs, air-to-air missiles, and supersonic anti-ship and land attack missiles.

Irkut has incorporated a number of prominent design and manufacturing companies such as Irkutsk Aviation Plant, Beriev Aircraft Company, Yakovlev Design Bureau, BETA AIR Company, and some others.

In March 2004, for the first time in the history of Russian aircraft and military equipment production, the corporation successfully placed 23.3 percent of its shares (IPO) at an open stock exchange for domestic, and foreign, private and institutional investors. In November 2006, Irkut became a part of the United Aircraft Corporation (UAC).

The corporation employs over 14,000 professionals, involved in design, manufacturing, sales, and after-sales support of a wide range of high-tech products. The current order book of Irkut is the largest in the aircraft industry and amounts to 6 billion U.S. dollars. Over 5 years company’s income had doubled and came to more than 1.6 billion U.S. dollars in 2010 and 2011. Irkut’s share in Russia’s arms export comes to 15 percent.

Irkut’s main products are combat aircraft of the Su-30 family. The corporation is a prime contractor in manufacturing the Su-30MKI multi-role fighters for the Indian Air Force. Under a product diversification programme, the corporation develops and manufactures the Yak-130 combat training aircraft, unmanned aerial vehicles and components for Airbus passenger airliners. In recent years Irkut has launched a programme to develop the new passenger airliner MC-21.

The MS-21 programme is a project launched by the United Aircraft Corporation. Irkut is the principal contractor.

Russia’s new MS-21 passenger plane will go on its maiden flight in the middle of 2015.

Eighty-five planes will be supplied to Russian Technologies. Of those 50 will go to Aeroflot (with Pratt & Whitney engines) and the remaining 35 (with PD-14 engines) to other Russian airlines where the federal government has a large participatory interest.

Negotiations are underway to supply MS-21 planes to foreign airlines. About 50 percent of the plane will be made of composite materials.

MS-21 planes will have a wider body for the comfort of passengers. They will have a better wing sweep to increase safety during landings and takeoffs. The wings will be a bit thicker in order to take on more fuel, which will allow the planes to travel greater distances.

The Yakovlev Design Bureau is the principal designer of the MS-21 plane. The state contractor is the Ministry of Industry and Trade.

The MS-21 aircraft has been developed on the basis of Yak-242 type by the Yakovlev Design Bureau in association with the llyushin Aviation Complex. The MS-21 airplane has been readily embraced by the aircraft market since it meets all the requirements and can compete against similar Boeing and Airbus aircraft, outdoing them in price, fuel efficiency and passenger comfort.

The MS-21 aircraft is to replace all models of Tu-154B and Tu-154M aircraft as well as Yak-42 in Russia. It is planned to build around 600 aircraft of the MS-21 family within 20 years, with an annual production rate of 30 to 36 machines.

The An-70 will be rather more useful to the Russians than it will likely be to the Ukrainians.

In fact I think the An-70 will be rather more use to the Russians than the An140s.

Russian Air Force to get additional An-140 transport aircraft in 2017

Deliveries of a first batch of 10 An-140 aircraft for the VVS are under way. Russia is to begin domestic production, with the first of the newly assembled aircraft handed over in 2017. Source: Robert Hewson

Russia is to begin domestic production of the Antonov An-140 turboprop regional airliner for use as a tactical transport aircraft for the military, state media disclosed on 21 December.

The Ministry of Defence (MoD) is expected to take delivery of the first aircraft from Russian company Aviakor in 2017, Russia's state news agency RIA Novosti announced. In March Aviakor came to an agreement with the Ukrainian Antonov design bureau for the intellectual property rights to the An-140S (with side-mounted cargo door) and An-140T (with rear cargo ramp) aircraft.

While the announcement does not disclose the total number of An-140s to be delivered or the timelines for doing so, the deal is part of the Russian Air Force's (VVS's) plans to retire its more than 300 Soviet-era Antonov An-24 'Coke' and An-26 'Curl' transport aircraft and revamp its wider fixed-wing transport fleets.

The VVS already operates a relatively small number of An-140s, which were procured as a stop-gap when development of the Ilyushin Il-112 twin-turboprop was cancelled in 2010. This programme was recently restarted, with the first aircraft set also to be delivered to the VVS in 2017.

The decisions to begin domestic production of the An-140 and restart the Il-112 programme are just two of a number of improvements being made to Russia's tactical and strategic airlift capability.

Russia is currently co-developing with India a twin-turbofan tactical transport aircraft to replace the ageing Antonov An-32 'Cline'. Dubbed the Multirole Transport Aircraft (MTA), this platform should have a 15- to 20-tonne payload capacity and a range of some 2,500 to 2,700 km. Current plans will see 100 of these aircraft being built for Russia.

To bridge the gap between the tactical An-140, Il-112, MTA, and the strategic Il-76 'Candid' and An-124 'Condor', the VVS is to field the four-turboprop Antonov An-70, which is being developed with Ukraine. In the same class as the European Airbus Military A400M Atlas aircraft, the An-70 will have a range of between 3,000 and 6,000 km, depending on its cargo load, and a payload of about 45 tonnes, and be able to undertake short take-off and landing operations out of unprepared airfields. Russia is expected to acquire 60 of the aircraft by 2020.

Finally, the VVS is to bolster its strategic airlift capabilities with an upgraded Il-76. This modernised aircraft, dubbed the Il-476, has an unrefuelled range of 5,000 km (25% greater than the baseline Il-76) and a payload of 52 tonnes (an improvement of about 20%). The VVS is due to receive 100 of these aircraft.

It will be interesting in 2014. Pogosyan promised 98 military aircrafts delivered. As we know that they will make

    - 12 Su-35
    - 10 MIG-29K
    - 16 Su-34
    - about 20 YAK-130
    - 15 or so Su-30SM
    - 2 Il-476

what could be other about 25 planes missing?

How about numbers of modernized planes. We know that about 10 MIG-31 per year is being modernized and nice number of Su-25. What about the rest and their role in this grand plan?

    Some Su-30M2s, no?

Potentially we could see new "MiG-29SMTs" next year, from the batch of 16 ordered.

    Russian Aviaton » Thursday December 26, 2013 22:00 MSK

Aviacor aviation plant (part of Russian Machines Corporation) handed over another An-140-100 aircraft manufactured under a contract with the Ministry of Defense to the acceptance commission, Aviacor’s press-service reports.

The handover ceremony was held at the airfield of Samara-based Aviacor plant on Saturday, December 21st 2013. The new aircraft will be operated by the naval aviation. It is a passenger/cargo version of An-140 aircraft. The flexibility of this configuration allows transporting both military personnel and cargo. Prior to the acceptance the aircraft has passed all the necessary ground and flight tests, Aviacor noted.

«The airliner is delivered in strict accordance with the delivery date specified in the state contract», - CEO of Aviacor, Alexey Gusev, said during the handover ceremony.

Aviacor will deliver the next An-140-100 manufactured under the contract with Russian Ministry of Defense to the customer in the second quarter of 2014.

Yes I totaly forgot about MIG-29SMT and those could be delivered "en masse" and I dont know, do they plan more Su-30M2?

We could see more An-148, Be-200, An-140 and special purpose planes.

@george - As far as I know MIG-29SMT will be new produced and in light of that they should in fact be called MIG-29M.
