There is a long post about Ocean class ships for Coast Guard (project 22100)

    http://bmpd.livejournal.com/1280032.html

Don't know what is about exactly (GoogleTranslate sucks  angry ) but it has something to do with ships living quarters and import substitution and some problems related to that. If someone could summarize in sentence or two it would be nice.

Concepts of interiors look cool, hope they stick with those. More pics at link:

Two ships for the FSB for 17.2 billion from the plant. Gorky: the maximum substitution and unprecedented "habitat"

In early may from Zelenodolsk go to the test head patrol ship of project 22100 "Ocean". But last Friday the plant. Gorky and the FSB signed a contract for the construction of a pair of its serial brethren who will sail the Arctic sea, where increasing the activity of foreign fleets. Our newspaper has found out the details of the project and got the image space of the ship: the border guards will find comfort, almost like on cruise ships.

    NORTHERN PATROL

"A huge thank you to FSB for such an order!" — thanked the secret service at the signing ceremony of contracts the Director General of JSC "Zelenodolsk plant named after. Gorky" Renat Mistakhov. Still! At 8.6 billion rubles for the ship and in the future at least similar pair. "This event is more significant for us than for you," retorted the chief of service of management of logistics of the FSB of Russia Evgeny Nazarov and explained, "Our Agency for the first time ordered such ships".

Border patrol ships of the 1st grade project 22100 "Ocean" are designed for the Coast guard of the Border service of FSB of the Russian Federation, which earlier this class, settled for "alterations" patrol of the Navy. The main objectives of the "Oceans" in peacetime — the border security, participation in search and rescue operations, provision of spetsnaz. The task for "special time" — protection of sites of warships. Navigation area unlimited, but it is assumed that the patrol will operate in the North-Western Pacific ocean, Arctic and non-Arctic freezing seas of Russia "armor" allows you to destroy an 80-cm ice bridges between the ice. Endurance — up to 60 days

The armament was typically easy for a patrol ship: 76-mm gun mount AK-M and two finishes: marine machine gun "Sting". There is a Ka-27 helicopter and boat that can be lowered into the water and raise during the movement of the ship. It was reported that if necessary "Ocean" can be upgraded shock complexes with the means of targeting. "Probably "Urani" (complex with anti-ship cruise missiles — approx. ed.) can be put, — has shared with "BUSINESS Online" considerations scientific editor of the journal "arms Exports" Mikhail Barabanov. Are Americans after all armed in 80-ies of their large ships of the coast guard "Harpoons" (anti-ship missile complex — approx. ed.)". "In principle, "Ocean", you can find a place under the launcher and targeting equipment, but to install it quickly fail — still, it's a special construction of the border guards, but fighting ship for the Navy, said in conversation with the correspondent of "BUSINESS Online" independent naval expert Dmitry Glukhov (St. Petersburg). And even if there was such a modular missile system (for example, "Uranium"), the first counter such storesave work just will not perform — you need to cut the add-in, pull cables, and so on. That is, the rearmament will result in almost a complete modernization, and it is expensive and labor-intensive, and has a deep meaning?"

"WE HAD A MEETING, INCLUDING TO MYSELF."

Initially the project involved the massive use of imported components: motors and boat German, external firefighting system — Norwegian and so on. Three years ago, the chief designer designed the ship the St. Petersburg JSC "Almaz Boris Lakes noted that, unlike previous times, when there were strict limits on the use of foreign components, it is now possible to install equipment of any Western firms — if only it was reliable. It is built on this principle "polar star" — the lead ship, laid in Zelenodolsk 30 may 2012 and launched on may 21, 2014.

Now the international situation prompted the FSB to return to previous views. As told Mistakhov, from now on "Oceans" will be installed only Russian equipment. According to Barabanov, change all the short term is impossible, "so, most likely, will really not change that much." About the same opinion Glukhov: "Diamond" has found analogues to Western equipment, which fell under the sanctions that will be replaced by domestic and, according to rumors, the Chinese. Time great big question, it is hardly possible to keep within the desired time period".

Special attention to the engines. According to Mustakova, German MTU will replace the products of JSC "Kolomna plant". How equivalent? "As I understand it, the main problem of the Kolomna diesel engines for several types of ships — not so much their quality, but simply the lack of power compared to MTU," said Reel. "Purely on some characteristics of the Kolomna machine not bad, but MTU, of course, will be better — easier, more economical and most importantly — they have a good management system, believes the deaf. — Here as not competition — "Kolomna" take due to the lack of alternatives".

"BUSINESS Online" offered Leykis to clarify this question. He assured that the "Ocean" almost no equipment will be imported: "the Russian Engine, with the performance comparable to the German and stores all originally laid out in the draft profile — nothing to lose. Replaced the entire propulsion system, and other basic equipment — power generation, water treatment systems, mooring, lowering and raising boats and so forth." Lakes noted that the industry in connection with all this I was obliged to strain that proved to be difficult: "But we spent meeting, including the Lubyanka, and all vendors and developers of equipment required and confirmed the readiness of deadlines to put it. I am convinced that the serial ships in quality will not differ from head".

Lakes confirmed the assumption that all these changes have affected the cost of the order — the earlier in the procurement documents listed 7,8 billion rubles for the ship, that is, 800 million less than the current price. Chief designer, referring to inflation, stated: the main factor in the increase was the need to increase domestic output to the proper level. By the way, according to Glukhov, Kolomna plant were flooded with orders: substitution of engines is not only a problem of project 22100... has Shifted and the term of delivery of the order from 2018 to 2019.

    SERVE WITH COMFORT

But imported household appliances, according to the constructor, replace: "the Plates in the galley is left is a line of equipment that comes in restaurants cruise ships. The origin of such equipment does not in any way affect the technical characteristics of the ship, and only at the convenience of the crew. And sanctions on such things no one enters. Who is going to impose sanctions on the fridge in the cabin of the commander?"

Lakes deliberately mentioned cruise ships. The crew of "Oceans" (41 people on Board) promised exceptional living conditions, very high by Russian standards, standards of accommodation. Furniture first is not standard, as usual in the Navy, and under each type of cabins — one, two, four (complex premises equipment performs St. Petersburg LLC "ARIS"). Cold and hot water round the clock. According to Leykis, "Ocean" in General is well thought out design, created by zonal principle, is divided into five functional areas, "people should not overlap and do not interfere each other": "for Example, the control area of the ship. This pilothouse, and under server, below is the cabin of the commander at the same level of funds pouches. At fore bulkhead of the engine room cabins, saloon, dining, galley, brewhouse and 108 square feet of refrigeration and provision storerooms. Hereinafter, the area of SWAT, which is placed in the living quarters. From there — out on the boats and a helicopter hangar.

In short, comfort is unusual for sailors. "For example, the same Zelenodolsk plant built in the 60 small anti-submarine ships project 204, they long to live in the sea was impossible — volumes, for example, the officers' cabins commercials were less than half of the train compartment and crew cabin no longer say, " recollected the deaf. Next, small anti-submarine ships project 1124 from Zelenodolsk design Bureau (built since the late 60's). There better not slam your head into the ceiling, but still not turning around. A warship of the Navy is primarily a weapons carrier, and it requires space. Hence limited ability to create comfortable conditions, although, of course, shipbuilders try — weary sailor can't press the correct button in time, and it is fraught with failure to combat the problem and just undoing". "However, "Ocean" still not a warship — there is no such saturation-based battle systems, probably less requirements for survivability, so the custom officers can monoracial what they want," explained the Reels. But in the border service was not always the case: "in the Soviet border Guards were ships that were options or projects for the Navy, or were designed by the uniform with the Navy requirements for habitability, the terms, anyway, the remaining Spartan, said Glukhov. — But already in 90-e years the custom officers spit on this one with the Navy's requirements and began to demand from industry projects with high comfort conditions. Coast guard crews in only contractors, and this category of personnel with high requirements to the conditions of service. That's why the FSB, not counting the money and ignoring obsolete standards, urges the designers downright of sverchkovoe. "Ocean" — a vivid example, as on the following projects from the "Diamond", for example 23500, comfort will be even cooler really like on cruise ships".

Experts believe that the desire of guards for comfort can become contagious. "Hope for decent living conditions for sailors of our Navy, of course, there is the naval commanders pay attention to it, said Glukhov. — However, it turns out they don't really, but still..." "In the Navy with the conditions of habitability was sour before, but now things can change, especially after the "Mistral" met" — hopes of Drums. Although, as said Glukhov, foreign fleets, oddly enough, living conditions are also quite Spartan, "but nobody murmurs service is well paid, and in the port on Board no one holds."

    "POLAR" special OPERATION

As reported by Lakis, "polar star" will go on trial in early may. Earlier he said that the transition itself in Kronstadt will be a real operation: "Such large ships here have not yet built (displacement — 3200 t — approx. ed.). We have developed a system of pontoons, which will "kick" to the ship. Posting on inland waterways would be a difficult operation."

"The ship really need to border patrol, they have long been waiting for it, — said Nazarov. — He will perform the tasks in the Arctic region, I think you understand what the situation there is". Referring to the prospects of mining, the active opposition of the foreign intelligence agencies, not a very friendly state policy in the Arctic region, head of the FSB indicated high predictive power plant and expressed the hope that the order will be completed on time.

New guard ships to reinforce Russian northern border — Deputy PM

The lead ship of this project, named the Polyarnaya Zvezda (Polar Star), also built at the Zelenodolsk shipyard, is currently undergoing builder’s sea trials in the Baltic Sea

ZELENODOLSK (Tatarstan), June 15. /TASS/. The Project 22100 Ocean border guard ships will reinforce Russia’s borders in the north, Deputy Prime Minister Dmitry Rogozin said on Monday at a ceremony of laying down a new serial ship of the project at the Zelenodolsk shipyard in the Republic of Tatarstan.

"We are strengthening our northern borders. The struggle for the Arctic, where the main mineral resources are concentrated, is underway. The border guards have also the task to protect our Arctic development resources," said the deputy prime minister.

The new border guard ship for the Federal Security Service (FSB) of Russia will be built under the JSC Almaz Central Marine Design Bureau (St. Petersburg) project. The lead ship of this project, named the Polyarnaya Zvezda (Polar Star), also built at the Zelenodolsk shipyard, is currently undergoing builder’s sea trials in the Baltic Sea.

The laid down ship will be built within a state contract worth more than 17 billion roubles ($306.59 million). The contracts provides for the construction of two ships of this class. The vessels will be delivered to the customer by 2019. The border guard ships will be in service in the polar regions.

The patrol ships of the Ocean project will have the task to protect Russia’s exclusive economic zone, as well as to support actions of special FSB forces in the fight against terrorism and piracy, combating smuggling and drug trafficking. The ship is armed with an automatic gun mount and heavy machine guns, as well as equipped with a helipad and hangar for the Kamov Ka-27 type helicopter. The vessel has newest electronic surveillance and reconnaissance systems.

The Zelenodolsk shipyard was founded in 1895. Since its establishment the shipyard has built more than 1,500 sea and river ships, including about 600 naval vessels. The company produces small antisubmarine ships, communication ships, amphibious assault hovercraft. The vessels built by the shipyard are exported to Algeria, Germany, Libya, Cuba.

That is an interesting development and for the Border Service in Crimea. The Border Service was only operating a few Mi-24's and even that was in question if any were still operational. It certainly appeared as if Combat Helicopters were only going to be in the Air Force.

Mi-35 is pretty heavy-duty; it flies like a truck too.

I'm surprised by this to be honest. Why would they need a helicopter gunship?

If it's both firepower and transport capability that they need - they could have requested an armed version of the Ansat or AgustaWestland 139/189 helicopters; I'm sure something could have been worked out with KVZ or HeliVert.
Or just one of the Mi-8 variants.
Or just waited a couple years for the Ka-60 to be certified.

Very interesting indeed. Ansat-U I imagine would have been perfect for the intended roll:

Maybe a new gun mount instead of the fixed one, and they would have a helicopter that isn't so bulky, probably massive fuel consumer and can still carry rockets.

Of course the Mi-35M is in production and is proven and has troop transport capacity as a bonus.

Might be overkill, but has night and all weather capability and it is standard and protected from small arms fire... the front windshields will stop a 23mm cannon round, and the chin mounted light 23mm gun would be a very potent weapon.

There is no such thing as too much when it comes to firepower.  russia

Brazil uses Mi-35 to go after poachers so I guess FSB should be fine. And Ka-60 is still long way off, it it even gets there ever...
