    The Earths magnetic field flips every so often (over geological time... not on a human time scale) and moves around already.


    To think the US has any control over the weather prompts the question is their control greater than the effect of carbon emissions on the weather?

    Weather is a system... a system so complex that any changes will likely result in other changes that cannot be predicted.

    Such a weapon would be highly self defeating...

    From space the Earth is a tiny blue dot and humans can only exist less than 100m under the oceans and perhaps 5km up in its atmosphere. This thin band is all we have in this entire universe right now so only a complete fool would risk permanently damaging that for the chance of using the weather to attack your rivals.
    It is not like we can go somewhere else if we ruin this place...

    But then I think the US probably would if they could.

    50 people return home after ammunition depot fire in Urals



    Fifty people have returned to their undamaged houses in a Urals village after fire brigades put out conflagration at a local ammunition depot, a spokesman for the emergencies services said on Saturday.

    At least 200 residents of the Urman village, including 40 children, remain in evacuation centers where they were taken after artillery shells exploded in a loading area of the depot on Thursday, which caused the fire.

    The local police said seven people were injured, while the emergencies services cited the figure of 12, including three in hospital.

    The fire destroyed about 50 buildings. Construction companies are assessing the damage.

    Criminal investigation has been launched. The Defense Ministry said it would eliminate the depot by September.

    A fire-fighting train, two Emergencies Ministry planes and three robots were summoned to put out the fire.

    Trains planes and robots used... cool.

    Very glad no one was killed... best wishes for the injured.

    Wonder if they have or will develop robots for munitions handling?

    The fact that they want to close it suggests it holds old ammo for disposal.

    NIZHNY NOVGOROD/MOSCOW, June 3 (RIA Novosti) - The number of people injured in explosions and a fire at an artillery arsenal in Russia's Volga region Republic of Udmurtia has climbed to 57 with 25 hospitalized, the Emergency Situations Ministry said on Friday.

    "As of now, 57 people have sought medical assistance, 25 were hospitalized with two of them already discharged," a ministry spokesman said.

    The fire has been brought under control, he added.

    The Defense Ministry has reported one person as missing in the incident, but did not say whether the individual was a civilian or a military serviceman.

    At around 11:10 p.m. local time [19:10 GMT] on Thursday shells began to explode in an artillery depot near the village of Pugachevo in Udmurtia. The facility belongs to the Defense Ministry's artillery directorate and is tasked mainly with munitions disposal.

    Evacuation

    Seven aircraft arrived from Moscow to deal with the blaze and explosions, including two planes carrying special firefighting equipment, two firefighting planes and three helicopters.

    Thirty firefighting units and three firefighting trains with a total of over 900 personnel were involved in the effort.

    More than 28,000 people were initially evacuated from nearby residential areas, but 9,000 had returned to their homes by mid-afternoon.

    Eyewitness remarks

    Eyewitnesses said fragments of the detonated shells were spotted up to two kilometers (1.6 miles) from the blast site.

    Irina, a resident of the nearby town of Agryza, said the evacuation was well organized and began at around midnight with buses taking people away.

    "These sounds [of explosions] woke us up and we did not understand anything... it was very scary. No one had time to grab their documents, money or valuables," Irina said adding that she, her son, a daughter-in-law and two grandchildren fled the town by car.

    The blast-hit facility stores from 5,000 to 10,000 railway carriages with various ammunition.

    The accident forced the Emergencies Ministry to temporarily close the Yelabuga-Izhevsk zone of the M7 federal highway, connecting Moscow and Ufa, the capital of the Urals republic of Bashkortostan. The nearby railway was also closed.

    The incident is the second major accident involving munitions explosions at a Russian army base in a week. Last Thursday, a military arsenal in the republic of Bashkortostan, which borders Udmurtia, was rocked by a series of explosions as artillery ammunition exploded, causing the evacuation of nearby residents. No-one died in that incident but a number of houses were destroyed leaving 160 people homeless.

    Unless some fool left a detonator in a munition, or the munitions they were dealing with are fixed rounds (ie the detonators are installed when they are made and are normally not removed) then the next most likely problem would be old unstable explosive... which would be a real B!tch to deal with.

    The thing about mishandling explosives is that the person who makes the mistake usually is the first to pay for it...

    There is an old saying that a Sapper only ever makes two mistakes in their life... the first it to become a Sapper...

    BTW I remember reading a book about the VDV written by a British woman called Carrey Schofield and she mentions a joke about a VDV parachutist whose second chute has failed and he is falling to his death but near the ground he meets a guy coming up past him and he asks who are you? The guy replies he is a Sapper.

    They failed to separate munitions far enough apart? Spread your boom sticks out. Have a contractor store and transport munitions, hire the older smarter guys to do it cheaper than 18 year olds. It's just common sense.

    The Russian Defense Ministry is planning to dispose of three million tons of ammunition by the end of 2013 because its service life expired, Deputy Defense Minister, General Dmitry Bulgakov, said on Wednesday.

    He said about 6 mln tons of ammunition are kept at 140 munitions depots around the country, although the Russian Armed Forces need only half of this amount.

    About 1.5 mln tons will be scrapped in 2012, Bulgakov said.

    According to the general, Russia will spend 90 billion rubles ($3 bln) until 2015 to upgrade existing ammunition and build new storage facilities for munitions, missiles, and explosives.

    There will be no ammunition kept in open-air arsenals and a number of existing facilities will be moved farther away from the residential areas, the general said.

    All these measures have been prompted by a series of accidents at various Russian ammunition storage facilities last year that killed and injured dozens of soldiers.

    There were also wide-spread complaints from the local population near the ammunition disposal sites about noise and damage to private property caused by shockwaves as a result of explosions.


    Sounds like they are taking sensible steps to deal with the problems and issues.

    Note a movement to more guided weapons and guidance kits for unguided weapons should at the same time greatly improve combat performance but also reduce ammo expenditure while increasing lethality.

    A good demonstration of the change would be this photo showing the results of a bombing run by 4 Tu-22M3 bombers in 2008 against a Georgian Airstrip:

    Notice that the bombers intentionally dropped their payload across the target runway, rather than try to fly down the runway... this is standard bombing practise and has been used in most wars from WWII through to the Falklands and Desert Storm.

    If you drop parallel with the runway and there is a crosswind all your bombs could miss, whereas flying across a runway means a good chance of a hit... and with four planes side by side that means likely 4 effective hits even with cheap dumb bombs.

    Of course the Georgia air force consisted largely of Su-25s which can take off from grass, so this was a token attack to prevent any reinforcement by heavy strategic transport.

    Using guided bomb kits they could have used one plane and far fewer bombs, but the surprise nature of the conflict likely meant they had to use what they had.

    If they had an upgraded Tu-22M3M then they could have used dumb bombs to much better effect as the standard Backfire is an area bomber.

    The Russian military is introducing new technology for destroying obsolete ammunition, with the straightforwardly-named “Destroyer” set to replace the current dangerous practice of just blowing up old bombs and rockets, Rossiiskaya Gazeta said.

    The Destroyer is a metal rod containing an incendiary mixture that is attached to an old military round and burns out the explosives inside it, the governmental daily said on Wednesday. The device is triggered by an electric discharge.

    “There’s no detonation or blast wave in the process. Not even much noise, just a pop on ignition,” Yevgeny Meshkov, a spokesman for the Central Military District, was cited as saying.

    The Destroyer, developed by an unspecified enterprise in the Urals, passed testing and is being introduced throughout the military district, which houses dozens of arms depots, Meshkov said.

    Curiously, the army would be paying for the Destroyers not with money, but with empty shells from ammunition rounds, which amount to tons of metal that can be sold or used for industrial purposes.

    Two arms depots in the district blew up in separate incidents in 2011, pelting neighboring villages with tons of old ammunition rounds, which resulted in mass evacuations, massive damages and several deaths. The incidents – not the first, but the most spectacular of their kind in recent years – brought into spotlight the army’s obsolete technologies for destroying old ammo.

    The Defense Ministry currently has 6 million tons of obsolete ammunition rounds in store and plans to destroy half of them by 2014. Some 160,000 tons of these would be undone using the Destroyer, Rossiiskaya Gazeta said.

    In other words instead of destroying the old explosive by making it explode, they are getting rid of it by setting it on fire in a much more controlled way of destroying it.

    It also means there is plenty of scrap metal left over that can be sold to recover the costs of the materials that burn the explosives, and there is almost no noise or potential for damage from explosions.

    Russian Military to Abandon Munitions Disposal by Explosion

    The Russian Defence Ministry is planning to use "safe" industrial technologies rather than explosions in the scrapping of old munitions starting in 2013, Deputy Defence Minister Gen. Dmitry Bulgakov said on Monday.

    “Our long-term cooperation with industry has finally paid off, and we are planning to abandon the disposal of munitions by explosion, especially at training grounds, starting in 2013,” Bulgakov said at a meeting of the Public Council at the Defence Ministry.

    The general did not specify the new methods of disposal but said the ministry had received several proposals from Russian defense industry firms.

    Russia currently stockpiles about 3.6 million metric tons of munitions. The military is planning to dispose of 2.16 million tons and keep 1.4 million tons in reserve.

    This year, the Defense Ministry allocated 10 billion rubles (about $321 million) on munitions disposal.

    The Russian Military has experienced a series of incidents involving the poor handling of munitions at disposal sites and firing ranges across Russia in the last few years.

    The most recent incident took place in October at a munitions disposal site in Russia's Urals region when more than 4,000 tons of ammunition exploded, injuring an officer and forcing the temporary evacuation of residents from nearby villages.

    The poor handling of munitions and frequent violation of safety rules during the munitions disposal by explosion have prompted serious criticism from Russian lawmakers who demanded that the military take urgent measures to prevent such incidents in the future.

    Wonder why they are so coy now about mentioning the "Destroyer" by name?

    Burning explosives... even those too dangerous to move (ie UXO like WWI and WWII munitions found today in fields etc) is a huge step forward as it is much safer.

    At the barracks of the 242nd AirborneTraining Centre at Omsk a new accomodation building has collapsed. Reports vary from one to two dead, with 19 men rescued and about another 19 still trapped. They were all asleep at the time of the collapse. Cause is not yet determined but gas explosion is ruled out as there was no gas supply.

    How terrible. RIP to the single or more dead. And speedy rescue of the trapped.

    Probably some sort of construction violations. This isn't unheard of and isn't even the first time this has happened and construction companies are well known for corruption. I am only drawing conclusions, but if it is the case, then I hope whomever built this building and is found guilty, should reimburse the military and also pay out the family of the lost one.

    Omsk training center barracks collapse probably caused by violations during repair
    Military training center partially collapses in Siberia, 2 dead

    So according to this, the most probable cause is violations occured during repair. So it isn't a new barracks, but a repair of an old one (some say 50 years old). The ministry of defense is stating that a major inspection is or will be underway in the Omsk region at all military barracks/facilities to find any similar faults. Sad two good soldiers died due to someone's incompetence during repair or possible shortcuts.

    Are military facilities like barracks usually done by a private construction company?

    How in hell 18 soldiers can be killed in such a way.. and building just collapse in the middle?

    Such things never happen.. floors can collapse.. for sure at times ..but not taking
    so many people lives... in so small building.. If one floor collapse the one below hold a bit
    the impact.. and even if this one collapse too.. the one next will resist.. I have seen
    in Donetsk Buildings being shelled by 152mm artillery and all floors collapse but casualties are never that hight. I will not be surprised this was a terrorist attack.. a bomb and they covering it.

    Who knows. 18 dead is a high figure and one of the worst military accidents in Russia in years. If it was a terrorist attack I can understand why they want to hide it because it would reveal that terrorists can attack Russian military targets far away in Siberia.

    Hopefully they catch the people who were responsible for the maintenance and repairs of these barracks before they flee the country.

    Are there mandatory safety inspections of old buildings in Russia?

    This looks like a 100% terrorist attack.. maybe the same builders who did repairs..
    did it.. something hit that building and went down.. Is not even a high altitude..
    i have seen news of people that survive after falling from a 5th floor. So this news with so many
    casualties does not make sense. Now we have 23.. and as many wounded.. wtf.. how many
    soldier can that building in such tiny space that collapsed. Remember that you cannot have too
    many people in a floor if there is only one bathroom .

    Russia is the nation in the world were more Russian soldiers die in peace time..
    in accidents.. thats incredible ridiculous and the incompetence even more.. Every month
    a pilot is killed.. the quality control in Russia is abysmally bad.. How many Russian soldiers from
    the army or airforce have been killed since 2014?

    100 ? Usually every month you hear something about a crash of a russian plane.. the last crash was just last week.

    But it is more likely that he will be granted asylum in UK to protect him from percecution since he will be hailed as political dissident and fighter for democracy.

    This isnt a terrorist attack. This was an unfortunate accident due to piss poor quality control over construction. They state it was violations in the construction, but we dont really know for sure. 100's of soldiers dont die per year in peacetime Vann. But every once in a while, there is a sad incident were there are quite a few who do die due to negligence on part of the authorities or company(s) dealing with construction/maintenance.

    There is a possibility too that because the building was so old, that the repairs/maintenance may not have been enough, or just couldnt handle any more repairs and needs to be torn down.

    If it is indeed violations in repairs, expect some to get fired, and others face prison sentences/getting sued. 23 good young men died, and this could further hurt manpower for Russias military as maybe others will see it as dangerous to serve even during peacetime.

    Recently a Russian military jet or two crushed killing two crew members at the ironically enough named Ukrainka Air Base.


    I know in Poland most of them stand on their head to screw ethnic Poles in every possible way. They unleash dogs on ethnic Polish children, run over people with cars (half of all road accident deaths in Europe occur in Poland), make people die at hospitals, steal from and defraud Poles however they can, and then actually make fun of Poles on Polish forums. Because they control the government, including its judicial branch, they essentially get away with everything, even murder.

    I know not all ethnic Ukrainians are like that, but the problem with the ethnic Ukrainian community in Poland is that they have especially many nationalists among them, and these tend to be especially rabid nationalists.

    I heard many Poles who visited Ukraine said that "never saw that many double-faced, treacherous, back-stabbing people anywhere."

    It is they who are behind Poland helping the Ukrainian coup regime, only that it is not Poland helping, but rather them because they control Poland's government.
