Interviews with Australian military analyst Carlo Koppe
Co-founder of a think tank Air Power Australia Dr Carlo Kopp (Carlo Kopp) is known through his research on combat aircraft and air defense weapons, and western Russia. In addition, he actively critic prospective American fighter F-35 and at least an active supporter of the project F-22. In an interview Lente.ru scientist and qualified pilot to share their opinions about the outcomes of the technical confrontation of East and West, and also talked about the prospects that await the world military industries.
Lenta.ru: Dr. Kopp, in one of his recent research, you have stated that U.S. combat aircraft F-15, F-16 and F/A-18, as well as prospective Joint Strike Fighter, have no chance of survival in combat Russian air defense systems, as well as the Russians have successfully improved their experience of using NATO's military conflict in Iraq in 1991 and in Serbia in 1999. Explain please, what achievements of Russian producers do you think most important, and what measures should be NATO countries to achieve superiority over Russia's air defenses?
Dr. Kopp: Following the end of the Cold War technology, used in Russian industry for the creation of anti-aircraft radar systems, anti-aircraft missiles, mobile launchers of stations, has improved significantly.
In Soviet times it was created many wonderful and innovative designs of defense equipment, such as radar illumination and guidance for 5N63-MANPADS P 300P, a "cold start" for anti-aircraft guided missiles 5V55/48N6/9M82, early warning radars 5N64/64N6. But then the West had the advantage thanks to a number of new technologies. With their help, have been developed at that time, advanced computers, active phased array, high-frequency processors, protivoradiolokatsionnye missiles, and, of course, stealth technology.
We are very concerned that the Soviet anti-aircraft missiles (Zur) destroyed many of our aircraft in Vietnam and, later, they bear the loss of the aircraft sold to Israel with the West. Therefore, the establishment of invisibility technology and modern means of electronic warfare, capable of withstanding the Russian air defense at the time, had invested billions of dollars. The effectiveness of these expenditures confirmed defeat the Soviet Union created a system of air defense of Iraq in 1991.
Since 1991, many talented Russian engineers, designers were able to get acquainted with the many technologies that were unavailable to them during the cold war. " Pre-existing restrictions imposed by Western countries, were withdrawn. Now the Russian weapons systems are not so very different from their Western counterparts, and often operate on the same computer processors.
For example, many Western analysts were shocked when a Russian company Agat reported that the processor uses the U.S. company Texas Instruments, in its latest active radar homing head of anti-aircraft guided missiles and air-to-air missiles. Similar processors used, and Western producers of missile weapons. An important factor was the fact that the Russian engineers were able to use many advanced technologies and components, which do not have access for their predecessors in Soviet times.
The defeat of the Iraqi air defense forces in 1991 has caused great confusion in the ranks of supporters of the use of guided missiles for the defense of combat aircraft. Russian specialists have carefully studied the success of American troops and were able to see the strengths and weaknesses of the technical strategy for the United States. Nevertheless, it is difficult to say exactly which elements of the Russian air defense systems give them the key advantage, as most of them work in the complex.
Very dangerous anti-aircraft missile long-range 48N6E2/E3 and 40N6, because they can attack our air system, radar, electronic reconnaissance and target designation as well as radio-electronic interference to aircraft production. And so, consequently, makes our troops "blind" in battle, does not allow us to deal with enemy radar systems.
New radar phased-array antennas and high power radio frequency hopping is also able to resist most of our aircraft.
New self-MANPADS high patency, such as "Favorite", "Triumph", "Antey-2500" system to protect against radar protivoradiolokatsionnyh controlled bombs and missiles, such as missile and missile-gun complexes "Tor-M2E and Pantsir-C1, also pose a serious interference with the enemy to suppress air defenses.
By the way, the success of the United States and its allies in 1991 and 1999 largely was due to the vulnerability of the Soviet stationary air defense systems. For example, the system S-75 and C-125, which was easy to locate and destroy through protivoradiolokatsionnyh controlled bombs and missiles.
Modern Russian low-frequency radars and passive systems radiodetection can also play a role. Although they are not very effective against the F-22 and B-2 bombers, but it is less able to detect "invisible" F-35 aircraft and older models and put them ZURy.
The latest U.S. stealth technology, realized in the construction of F-22 and B-2, can successfully resist the Russian radars and missiles, but the older models of American and European aircraft were obsolete in comparison with the Russian systems, such as "Triumph" and "Favorit" as well as the new radars, and the remedies that are completed, these ZRS.
And it significantly changes the status of the global strategic scale.
Lenta.ru: The latest system of air defense S-400 Triumph, according to the developer, significantly above the older MANPADS P-300. However, the rearmament of the Russian army at the C-400 has been slow, and today the "triumph" deployed in a few regions of Russia, while the most common are still C-300. In your opinion, should Russia to speed up the delivery of S-400 of his army, or rather, it would be logical to focus on more sophisticated weapons that meets the requirements of future wars? Is export-art air defense, or deliver them to their allies such as Belarus?
Dr. Kopp: From the perspective of the Western military analysts say that Russia will make less of "Triumph", the better, as their exports become for us the problem of strategic nature. Countries such as Iran and Venezuela received by the system, such as C-400, could bring us serious trouble.
Sell S-400 of Belarus may be attractive from a commercial point of view. But it did not improve Moscow's relations with the EU, since the P-400, located near the western borders, would cover half the territory of Poland, and will not allow the Polish aviation airspace safely use their own country. Strategically, such actions can be described as provocative and destabilizing.
Profitable export of S-400 or not - depends on the specific effects. For example, the sale of S-300 to Cyprus to create a political dust in the Aegean region. Similar effects can be expected in any other place, which will be exported C-400. This is a powerful and strategically important weapons that can neutralize any military aircraft in the arsenal which has no F-22 fighter jets.
Lenta.ru: You are one of the most prominent supporters of the idea that American multi-fighter F-22 far exceeds the forward-looking F-35 Joint Strike Fighter, despite the fact that both aircraft belong to the fifth generation, and project F-35 is younger. You also think that the U.S. should continue the production of F-22, and to allow the export of their closest allies, including Australia. In your opinion, could a run, the export of these aircraft and how it may affect the balance of power in the world?
Dr. Kopp: First, F-35 Joint Strike Fighter - not exactly the fifth-generation fighter, because he lacks nadzvukovoy march speed, stealth technology and maneuverability. He recalls a third-generation fighter, which was established with the use of certain technologies fifth. It is designed to hunt for the tanks on the battlefield, and will not be able to replace the much more sophisticated F-22. To argue that the F-35 can effectively resist the Russian ZRS-300PMU2 C and C-400 can only people who have not studied their ability to care.
The balance of power in today's world is changing, and changing is not in favor of the West, as many Western countries have not upgraded its fleet of military aircraft of the specimen 1980.
China plans to adopt more than 500 fighter Flanker (Su-27 and Su-30 - Lenta.ru). This number is comparable to the fleet of American F-15 fighter of the cold war. But the F-15, built in 1985, can not compete with a fighter Flanker, built in 2008. The total number of Russian planes set to Asia, comparable to the fleet of the USSR and the Warsaw Pact in 1990. At the same time, Australia and Japan are in a difficult strategic position, since Japan armed fighters F-15CJ, 1983 release, and Australia - the old F/A-18 and plans to buy F-35.
Fundamental problems with the resolution of the export F-22 Australia, Israel, Japan, or indeed none. Risk assessment carried out by the Americans for about ten years ago, showed that Australia, in this sense can be trusted: Canberra will not copy or export of sensitive technologies. Where more than Australia, Israel and Japan are concerned that the Pentagon wants to move on the world market for F-35 rather than F-22 and U.S. Secretary of Defense Robert Gates insists on stopping the production of F-22.
However, many U.S. congressmen today calling to allow the export of F-22, and the prospect that Australia, Israel and Japan in the coming years will receive the aircraft is very high. It is likely that Gates will insist on closing the program, but the level of support for the export F-22 in the U.S. Congress is very high.
Lenta.ru: Today, in fact, only Russia and China create their own fifth generation fighters, which theoretically could compete with American F-22 and F-35. Both projects are still highly classified, however, in your opinion, what could be the result of this work? If successful, which of these two countries can compare with the potential of the United States and NATO?
Dr. Kopp: I think that predicting the results of the work that has not yet been presented, is always dangerous.
Russia has the majority of technologies necessary to create a level of fighter aircraft F-22, but she had no experience in the development of large aircraft invisible. When the PAK FA (working title promising fifth-generation fighter aircraft company Sukhoi - Lenta.ru) will be presented, we can assess how engineers "Sukhoy managed to cope with these difficulties. Even if the aerodynamically PAK FA will be at the level of F-22 or surpass his success in battle will still depend on the technology invisible.
Chinese J-XX? The Chinese are so far not disclosed anything about it before, so that any conclusions about the capabilities this aircraft will be complete speculation.
Lenta.ru: While Russia and the United States in fact the market share of combat aircraft, a number of other countries to develop and promote their multipurpose fighter. This, for example, the French Rafale, the Pan-European Typhoon, Swedish Gripen. Will the Russian manufacturers such as MiG and Sukhoi, remain competitive in the market and which of the Russian fighter you would call the best to date and why?
Dr. Kopp: Success in air combat depends on many key factors. The advantage of receiving the aircraft equipped with airborne radars greater power have more missiles, have a high speed and maneuverability, zapravleny large numbers of fuel and is also protected by more sophisticated stealth technology. None of the European fighter aircraft on these indicators did not have a significant advantage over the new Su-35-1 or MIG-35. The basic design of European cars are rooted in the 1980's, when the Soviet Union completed the work on Su-27C.
