During last 5 years average rate is about 70-75 rubles for a dollar. So it is over 2.5 billion USD for quoted number.

It is a shitload of money yes, but considering that the Nikhamov is for all practical purposes a brand new ship. Not only that - it is the most powerful combat ship in naval history by far. Now consider the British QE carriers at about 4 billion GBP each - the Nakhimov now seems like a bargain!

If this 200 billion figure is true then its almost certain that PtG will not be upgraded.

Much of that alleged 200B is R&D and rebuild of supply chains to replace Soviet era equipment which is no longer manufactured. Those funds are a one-off sunk cost, and won't be repeated for PtG. Hardware costs will be based on repeat orders. Additionally the Nahkimov was in worse condition that the PtG as it had been berthed for 15 years at Sevmash waiting for repairs with minimal maintenance, while PtG is in active service.
