    Not a very large ICBM. So I would wager that either the range is short or the payload is small.

    Tehran Test-Fires New Long-Range Ballistic Missile

    Iran has test-fired a new long-range surface-to-surface Emad (Pillar) missile, the country's Defense Minister Hossein Dehghan said Sunday.

    MOSCOW (Sputnik) — According to Dehghan, cited by Iran’s IRNA agency, the rocket, indigenously designed and manufactured, represents “the first Iran's long-range missile that can be directed and controlled till it strikes the target.”

    “To follow our defense programs, we don't ask permission from anyone,” Dehghan said.

    In August, Iran unveiled a solid fuel ballistic missile that can strike targets within a range of 310 miles.

    Last month, Head of the Russian Foreign Ministry’s Department on Arms Control Mikhail Ulyanov said that Iran’s missile program had an explicit regional character and was not a threat to Europe.

    Iran tests new precision-guided ballistic missile


    Iran tested a new precision-guided ballistic missile on Sunday in defiance of a United Nations ban, signaling an apparent advance in Iranian attempts to improve the accuracy of its missile arsenal.

    The Islamic Republic has one of the largest missile programs in the Middle East, but its potential effectiveness has been limited by poor accuracy.

    State television showed what appeared to be a successful launch of the new missile, named Emad, which will be Iran's first precision-guided weapon with the range to strike its regional arch-enemy Israel.

    "The Emad missile is able to strike targets with a high level of precision and completely destroy them ... This greatly increases Iran's strategic deterrence capability," Defence Minister Hossein Dehghan said at a televised news conference.

    The U.N. Security Council prohibits foreign powers from assisting Iran in developing its ballistic missile program in any way, a ban that will remain in place under the terms of the July 14 nuclear deal that will see other sanctions lifted.

    The United Nations also prohibits Iran from undertaking any activity related to ballistic missiles that could deliver a nuclear warhead, which applies to the Emad, but Iranian officials have pledged to ignore the ban.

    "We don't ask permission from anyone to strengthen our defense and missile capabilities," Dehghan said.

    "Our leadership and armed forces are determined to increase our power and this is to promote peace and stability in the region. There is no intention of aggression or threats in this action," he added.

    The Islamic Republic is wary of a potential pre-emptive strike on its nuclear sites by Israel. In turn, Israel fears that a nuclear agreement Iran sealed with world powers in July may be insufficient to stop Tehran developing an atomic bomb.

    The accord curbs proliferation-prone aspects of Iran's nuclear energy program in exchange for crippling sanctions being lifted. Iran says its nuclear activity is wholly peaceful. Israel is widely presumed to have the Middle East's only nuclear weapons.

    ACCURACY

    Anthony Cordesman, a researcher at the Center for Strategic and International Studies in Washington, wrote in January that the Emad would have a range of 1,700 km (1,060 miles), 500 meters (1,650 feet) accuracy and a 750 kg (1,650 pound) payload.

    It is a variant of the liquid-fuelled Shahab-3 missile, which has been in service since 2003 and has a similar range but is accurate only to within 2,000 meters.

    "The Emad represents a major leap in terms of accuracy. It has an advanced guidance and control system in its nose cone," Israeli missile expert Uzi Rubin said.

    But Michael Elleman, senior fellow at the International Institute for Strategic Studies (IISS), said it would probably take Iran "many years... and dozens of flight tests" to master the new guidance technology.

    In August, Iran unveiled a new short-range missile named Fateh-313, which it said also offered improved precision over its predecessor, as part of an apparent drive to upgrade the accuracy of its missile arsenal.

    "What has become increasingly clear is Iran's desire to enhance missile accuracy and lethality, a priority that very likely supersedes the need for seeking longer-range missiles," Elleman said.

    The Fateh-313 has solid fuel, allowing it to be set up and launched faster than liquid-fuelled missiles, and a range of 500 km -- enough to hit targets in Gulf Arab powers locked in a regional cold war with the Islamic Republic, but not Israel.

    Improvements in accuracy could let Iran use its missiles in a wider variety of roles, for example by targeting military bases or economic assets rather than population centers.

    The IISS noted in 2010 that poor accuracy meant Iran could use its missiles only as a "political weapon" to target enemy cities since their military utility was "severely limited".

    The base is located 1,640 feet (500 meters) underground,  The first media images of a subterranean Iranian Revolutionary Guard Corps rocket base come only three days after Iran tested a new precision-guided ballistic missile.

    Emad: Iran’s New Ballistic Missile Amid The Nuclear Deal

    Iran recently test-fired the ‘Emad’, a precision-guided medium-range surface-to-surface ballistic missile. The missile has a range of 1700 kms and a payload capacity of 750kgs. Any missile above a 500 kg payload is considered nuclear capable. Emad is liquid-fuelled but withimproved accuracy and maneuverable re-entry vehicles for evading enemy defence systems. This improved accuracy is extremely important if Iran is to deliver a conventional payload. The missile is also reported to carry thrusters for course correction. Reports suggest that this missile is an improved version of the liquid-fuelled Shahab missiles.

    The maneuverability is achieved by steering warheads that can perform last minute maneuvering even at the terminal phase. According to Iranian Defence Minister Hossein Dehghan, Emad is Iran’s first ever missile that can be guided and controlled until the missile hits the target. The missile’s survivability is enhanced by road mobility with the help of the Transporter Erector Launcher (TELs).

    There have been reports that the Iranian Parliament has approved the nuclear deal with the US and that the deal has also been approved of by the Guardian Council of the Constitution. Ever since the deal was finalised in July 2015, Iranian hardliners have been apprehensive of the conventional arms embargo imposed on Iran – which also includes an embargo on the development of ballistic missiles.

    One of the probable reasons why the missile was test-fired just prior to the approval of the nuclear deal was probably to prove a point that under no circumstance can the nuclear deal hinder Iran’s progress with its ballistic missile program. This is also clearly evident from Dehghan’s statement where he said, “We don’t ask anyone’s permission to enhance our defence power or missile capability and will firmly pursue our defence plans, particularly in the field of missile…Emad is one of the outstanding examples of this.”

    Despite UNSC sanctions on the country since 2003, Iran has already progressed with its ballistic missile development program and its cruise missile development program. Earlier this year, Iran test-fired the Soumar, a sophisticated long-range cruise missile, while the nuclear negotiation process was ongoing. Both missiles are expected to enter service by 2016.

    Furthermore, this year, Iran unveiled the extended range Fateh missiles that now have a range of 500kms. However, while Iran’s missile capabilities could put several of its adversaries at threat, Iran claims that its missile development is meant for its defence and is not aimed at any specific country. According to Dehghan, the missile would only add to peace and strategic stability in the region and also enables the country to display its technological prowess. Iran is also concentrating on solid-propelled ballistic missiles with a 2500km range, called the Sejjil missiles. Last year, Iran had also test-fired the Barani ballistic missiles which are capable of being fitted with Multiple Re-entry Vehicles.


    Therefore, Iran is not only making progress with its missile systems but these missiles could be capable of evading enemy missile defence system. The ability of the missile to evade the ballistic missile defence systems of its adversaries could put the US’ European Phased Adaptive Approach (EPAA) system at threat. The US under the EPAA has decided to field its missile defence system and related components in NATO countries to be able to counter the Iranian ballistic missile threat.

    While the new Iranian ballistic missile is a liquid fuel propelled missile – which is technically hazardous to prepare – many other states such as Russia and China have also concentrated on liquid-fuelled intercontinental ballistic missiles (ICBM).

    This could be because in comparison to the solid-fuelled missiles, the liquid-fuelled missiles have a higher launch-weight to throw-weight ratio, which provides the missile with a longer range. This could precisely be a reason why Iran could, in future, concentrate on liquid-fuelled missiles for its ICBMs, should it develop the same.

    However, this week’s missile test by Iran will certainly draw international criticism from Israel and also from the US. While many analysts could suggest including the issue of ballistic missiles into the nuclear deal, it is only advantageous to not to include the same in the deal. The nuclear deal does not contain any restrictions for Iran on the development of ballistic missiles per se. It is only the UNSC that imposes an embargo on Iran’s conventional weaponry development. Therefore, such missile tests should not hinder the progress of the nuclear deal that has been much lauded by the international community and truly upholds the essence of the Non-Proliferation Treaty. If Iran’s ballistic missile development program is to be checked, there should be separate regional framework to ban missile development in the West Asian region.

    Iran’s New Underground Missile Depot Set to Ruffle America’s Feathers

    On Tuesday, Iran unveiled a new subterranean storage facility, the latest piece of its expanding missile program. The move is likely to anger officials in the US, who have already threatened to apply new sanctions, despite the promises of the Iran nuclear deal.

    Airing on Tasnim news agency and state television, the footage shows a state-of-the-art missile depot beneath an Iranian mountain range. Administered by Revolutionary Guards, the facility was inaugurated by Ali Larijani, the speaker of the Iranian parliament.

    The depot is needed to ease overcrowding in similar sites, and houses a stockpile of Emad precision-guided missiles.

    The unveiling comes after Iranian President Hassan Rouhani announced plans to expand the country’s missile defense program. On Friday, Defense Minister Hossein Dehqan said that the program was necessary for national security.

    "Iran boosts its defense capabilities in accordance with its objectives and its national interests," he said, according to IRNA News. He also added that the current situation in the Middle East required peace and security that can only be provided by the existence of strong military forces.

    While Tehran has stressed that the program is in no way meant to provoke Washington, US officials have nonetheless expressed outrage. Military analysts say that the Emad missiles could, in theory, carry a nuclear warhead.

    Last Wednesday, US officials speaking on condition of anonymity indicated that the US Treasury Department was preparing a new round of sanctions against companies and individuals associated with Iran’s test-firing of two ballistic missiles. Washington called these launches a violation of international law, though Tehran maintains that the tests were conducted in accordance with UN regulations and to be used for defensive purposes.

    The threat of new penalties came as the international community is working to lift sanctions related to Tehran’s nuclear program. Following the nuclear deal agreed to by Iran and the P5+1 nations – China, Russia, the US, the UK, France, and Germany – the Iranian government has worked steadily to eliminate its uranium supplies.

    While US officials insisted that any fresh sanctions would be unrelated to the nuclear deal, Iran warned that new financial penalties would be viewed by Ayatollah Ali Khamenei as a breach of the agreement.

    On Friday, the White House announced that it planned to delay the implementation of new sanctions. It remains unclear whether Tuesday’s unveiling will reinvigorate calls for financial penalties.

    Tehran has also recently accused Washington of violating the nuclear deal. Following the San Bernardino shooting in December, the US Congress passed laws requiring any foreign national who has visited Iran or Syria to obtain a visa before entering the United States. Iran claims the legislation could harm Iranian businesses and cut off access to foreign investment.

    Experts: Israel Lacks Leverage Against Iranian Missile Tests

    Beyond protests and vacuous statements of concern, Israeli experts concede Prime Minister Benjamin Netanyahu and his backers in the Western world lack leverage to penalize Iran for its steadily advancing ballistic missile program.

    That’s because there’s nothing in the nuclear deal negotiated between world powers and Iran to prevent the types of launches that took place last week, less than two months after the so-called Joint Comprehensive Plan of Action (JCPOA) took effect, experts said.

    “There’s nothing in the JCPOA with regard to ballistic missiles because the P5+1 conceded on that point as soon as the negotiations began,” Emily Landau, senior research fellow at Tel Aviv’s Institute for National Security Studies, said of the five permanent members of the UN Security Council and Germany, which negotiated the landmark Iranian nuclear deal.

    There’s also nothing, experts here say, in UN Security Council Resolution 2231 from July 2015 that expressly proscribes development and testing of the nuclear-capable missiles Tehran launched to much fanfare over two days last week.

    “Resolution 2231 ‘calls’ on Iran not to test nuclear-capable ballistic missiles, but it doesn’t ‘demand’ they do so,” Tal Inbar, head of the Space Research Center of the Fighter Institute for Air & Space Strategic Studies, told Defense News.

    “There’s no punishment … and it’s silly for Netanyahu to think otherwise,” Inbar said.

    Inbar was referring to the third article of Annex B of UN Resolution 2231, which reads: “Iran is called upon not to undertake any activity related to ballistic missiles designed to be capable of delivering nuclear weapons, including launches using such ballistic missile technology.”

    UN calls to refrain from such activities are to remain in place until “eight years after the JCPOA Adoption Day” – meaning Oct. 18, 2023 – or “until the date on which the IAEA submits a report confirming the Broader Conclusion [of the JCPOA], whichever is earlier.”

    Following the series of March 8-9 launches, Netanyahu exhorted world powers party to the so-called P5+1 deal to “prevent Iran” from violating UN Security Council decisions.

    “It cannot be that Iran will not be punished for this,” Netanyahu told Cabinet ministers March 13.

    The launches included two Qadr missiles, Iranian versions of the 2,000-kilometer-range North Korean No Dong, inscribed with the Hebrew message: “Israel must be wiped off the face of the Earth.”

    According to Netanyahu, action by the US and other parties to the deal with Iran is imperative to deter future provocations and violations of existing agreements.

    “I think this is important in and of itself, but it is also important as a test of the major powers’ determination to enforce the nuclear agreement with Iran. … We expect answers,” Netanyahu said.

    Landau noted that officials in the US and some EU member states have expressed concern for what Samantha Power, Washington’s ambassador to the UN, described as Iran’s “provocative and destabilizing” missile tests.

    Power said she would take up the issue in the UN Security Council while EU foreign ministers met Monday in Brussels to discuss potential punitive options.

    French Foreign Minister Jean-Marc Ayrault told reporters in Paris that France “condemns” the Iranian missile tests. “If necessary, sanctions will be enacted,” Ayrault said.

    “The good news is that we’re seeing a lot of pressure from different directions, but the bad news is that it’s not likely to change things fundamentally,” Landau said.

    “I suspect this is going to be an ongoing dispute between the P5+1 and Iran. … There’s a dynamic in place whereby Iran views any attempt to level sanctions [relative to nuclear-capable ballistic missiles] as undermining JCPOA. And because P5+1 states want to preserve the JCPOA, this deters them from acting on the missile issue,” Landau said.

    Shmuel Sandler, a foreign policy specialist at the Begin-Sadat Center for Strategic Studies – a conservative Israeli think tank – said Netanyahu’s options are limited as long as US President Barack Obama remains in office.

    “I think Obama’s administration will continue to swallow these provocations from Iran, which only emboldens the mullahs to act more brazenly.”

    He added, “Israel can’t do much other than to pressure the US, call upon the P5+1 to do something, and tell the world ‘I told you so.’”

    Meanwhile, an Israeli government source said Netanyahu is expected to keep “a supportive, but relatively discreet distance” as Republican and Democratic members of Congress mull extension of US sanctions on the books.

    Senate Foreign Relations Committee Chairman Bob Corker, R-Tenn, told reporters there was “strong bipartisan movement in the Senate” to extend the Iran Sanctions Act, which expires in December.

    “Clearly the current ballistic missile sanctions regime is ineffective,” March 13 editions of The Hill newspaper quoted Corker as saying.

    In a statement last week, Sen. Ben Cardin, D-Md., ranking member on the Senate Foreign Relations Committee, urged the Obama administration to “act swiftly to raise these concerns at the UN and take action … including, if necessary, through unilateral action.”

    Netanyahu declined an invitation to appear at an upcoming annual policy meeting of the American Israel Public Affairs Committee, the pro-Israel lobby, ostensibly for fear of not wanting to be perceived as meddling in a US election cycle.

    North Korea procuring Iranian missile technology, Israeli analyst says

    A solid-fuel rocket engine North Korea tested in March was built with technology from Iran, an Israeli analyst said.

    Tal Inbar, of Israel's Fisher Institute for Air and Space Strategic Studies, said Pyongyang has also made significant progress in developing ballistic missile technology, Voice of America reported Tuesday.

    Inbar made the statements at a congressional briefing addressing the "ballistic axis," a reference to Iran's and North Korea's space program.

    The analyst also said a significant portion of North Korean missile technology was being shared with Iran.

    On March 24, Kim Jong Un stated a "successful" test of a solid-fuel rocket engine was completed, adding that he wanted to increase the power of North Korea's ballistic missiles that can "ruthlessly beat down hostile forces."

    Inbar said the propellant on the North Korean engine is identical to the technology developed in Iran.

    The solid-fuel propellant North Korean news agency KCNA featured was 1.25 meters in diameter, and included details that can be found on the Sejjil, the Iranian solid-fueled ballistic missile.

    The Sejjil is capable of traveling 1,200 miles. North Korea could have procured the technology either directly or indirectly.

    Inbar also said North Korea's Hwasong-13 missile – sometimes known as the KN-08 ICBM – could have a warhead component that measures more than 20 inches in diameter.

    North Korea could mount a warhead yielding 40-80 kilotons on the missile, the analyst said.

    Iran launched a new long-range missile late last month, a general announced on Monday, trumpeting the accuracy of the latest such weapon to be test-fired in defiance of the West.

    "A missile with a 2,000-kilometre range was tested two weeks ago," said General Ali Abdolahi, adding that it has a negligible margin of error of just eight metres (yards).

    "We can guide this ballistic missile. It leaves the Earth's atmosphere, re-enters it and hits the target without error," the armed forces deputy chief-of-staff said, quoted by the website of state broadcaster IRINN.

    However, several hours later, Defence Minister General Hossein Dehghan denied that such a test had taken place."We have not tested a missile with such a range as media reports said," he said, quoted by the official IRNA news agency.

    In early March, Iran carried out several short-, medium- and long-range (300 to 2,000 kilometres) precision missile tests across its territory, mostly from underground bases.The series of tests has come in for criticism from the United States, Britain, France and Germany.

    They say the tests violate United Nations resolutions, and have called on the Security Council to address them.


    Opponents of the programme say the weapons are capable of carrying nuclear warheads, an argument categorically denied by Tehran's political and military authorities.Tehran's ballistic missile tests in late 2015 brought new sanctions by the US against Iran on January 17.

    The punitive measures were announced a day after international sanctions were lifted following the entry into force of a July 2015 nuclear agreement. Iran's parliament, whose mandate expires at the end of May, passed new legislation this month that boosts the country's ballistic capability.

    President Hassan Rouhani and senior Iranian military officials have also said in recent months that ballistic missiles must be enhanced in order to boost Iran's deterrent power.

    Iranian commander warns there are 100,000 missiles ready to strike Israel


    The deputy commander of Iran's powerful Revolutionary Guard declared Friday that there are tens of thousands of missiles in Lebanon ready to strike Israel.

    "Hezbollah has 100,000 missiles that are ready to hit Israel to liberate the occupied Palestinian territories if the Zionist regime repeats its past mistakes," Gen. Hossein Salami was quoted as saying by Tasnim, according to Reuters.

    The Jerusalem Post reported that Salami warned that Israel’s occupied territories could come under attack if they make the “wrong move.”

    “Today, the grounds for the annihilation and collapse of the Zionist regime are (present) more than ever,” he said.

    Additionally, state TV reported Iran’s President Hassan Rouhani accused the West of trying to exploit differences between Shiite and Sunni Muslims to divert attention from the Palestinian-Israel conflict.

    "The global arrogance (the United States and its allies) wants to create discord among Muslims ... Unity is the only way to restore stability in the region," Rouhani said. "We stand with the dispossessed Palestinian nation."

    Rouhani spoke as tens of thousands of Iranians joined in an anti-Israel rally to express support for the Palestinians. The demonstrators shouted "Death to Israel" and "Death to America" and while they burned an Israeli flag.

    “The Zionist regime (Israel) is a regional base for America and the global arrogance ... Disunity and discord among Muslim and terrorist groups in the region ... have diverted us from the important issue of Palestine," Rouhani added.

    Israeli opposition has been a policy of Tehran’s since the 1979 Islamic Revolution. Shiite Muslim Iran has backed Palestinian and Lebanese militant groups who oppose peace with Israel.
