And a funny story is, that this location is actually better than military grade because your smartphone uses additional augmentation systems provided by the operator. So if we will take for granted that a projectile will hit in 5-15 m radius, it means a pinpoint accuracy determined by the GPS signal itself, when the higher figure applies to a moving target or its use in an urban area etc.

The laser guided shells have a CEP of 1-3 metres... the 10-15m CEP is for GLONASS guided shells which is mostly because wind direction can be a factor along the entire flight path of the round so as it approaches the target a side wind could shift its flight path and it might not have time to correct its flight trajectory fully to get back onto the target point on the ground.
BTW CEP of 10-15m means you draw a circle 15m around the target in worst cases and 10m most of the time around the point of aim and the vast majority of your shells are going to land somewhere inside that circle... when the target is a tank that is 3 metres wide and maybe 6 to 8 metres long that is almost certainly a hit most of the time with a 10m CEP.

The minister noted that Uraltransmash had acquired new tools and considerably increased the output
MOSCOW, January 31. /TASS/. The Russian Defense Ministry will sign a long-term contract for the latest Koalitsia-SV self-propelled artillery guns, Defense Minister Sergey Shoigu said during an inspection of Uraltransmash enterprise in Yekaterinburg.
He called to accelerate the trials and launch batch production. "We highly need the weapons. I believe we shall discuss it and decide on a long-term contract. It will make the prospects clear," he said.
The minister noted that Uraltransmash had acquired new tools and considerably increased the output.
The Defense Ministry said the production of the first batch of Koalitsia-SV guns was at the final stage.
"Uraltransmash CEO Oleg Yemelyanov reported that the output of self-propelled artillery guns increased six times against 2022. The first batch of Koalitsia-SV 2S35 self-propelled artillery complex is at the final production stage," it said adding the average wage at the enterprise comprises close to 130 thousand rubles.
Shoigu inspected the production and overhaul of Msta-S 2S19, Acacia 2S3, Tyulpan 2S4, Giatsint 2S5 and Koalitsia-SV 2S35 guns at the enterprise and specified the plans for the upcoming months. Yemelyanov said the enterprise had the required capacities to increase the production. "If you have the capacity, we should use it," Shoigu responded.
He criticized Uraltransmash for the delay in the production of Koalitsia-SV guns. "We began to deal with it in 2022. The vehicles had to operate in full in 2023, but it is quiet here," he said.
Shoigu admitted that the production and overhaul of Msta-S self-propelled guns had acquired a higher pace and the same should happen with other guns. "I would like to receive a report in a week on how we shall reach the indicators," he said.
Koalitsia-SV 2S35 is armed with 152 mm 2A88 gun with a rate of fire of ten shots per minute. It has automatic guidance, target selection and navigation. The gun is mounted on T-90 tank undercarriage and destroys command posts, communication hubs, artillery and mortar batteries, armor, air and missile defense and troops at a distance of 70 km. The workplaces of the commander and gunner have digital displays and are integrated into a single automatic tactical command system, which provides guidance by a digital channel, monitors the terrain round-the-clock, and adjusts fire in any weather.

Russia has a waste amount of older self-propelled artillery types. If these are automated with modern fire control systems it will enable them to acquire a solution much quicker. If they had more modern radios it will make communications harder to intercept and jam. So these upgrades also need to continue.

That is the same mistake the Germans made during WWII... they stopped making Panzer 4s so they could make Panthers, but the factories making Panzer 4s were in full production and stopping them and changing to Panther production meant they didn't make any tanks for a few months at a time they were desperately short of all tanks and even a Panzer 4 would do...
Stopping Msta production wont change coalition production, but it will stop MSTA production.
It will take time and it is clear the government wants to speed things up... talking about long term contracts and large production runs for the vehicle means they can set up more production base and order the needed materials in much larger volumes which should speed things up if their suppliers can cope.
The irony is that they are likely out producing all of HATO which is the EU and US and G7 wealthy countries of the west, but they want more.
Not every artillery piece they use will be firing at 70-80km range all the time, some targets are no where near that far away... and of course some targets are better hit with a 240mm 130kg HE shell falling nearly vertically from 15-20km away than something much lighter.

I think there was an additional artillery factory in Soviet times which was closed down. Maybe that decision should be thought over.
I also think they should open a tank factory in St. Petersburg again. I am not sure if having all the tank factories near the border with Kazakhstan is such a good idea anyways.
Russia should try to increase the parts commonality between vehicle types. To reduce the amount of different spares they would need. For example the 2S3M3 is supposed to have the 2A65 howitzer. This uses the same ammo as on the Msta-B instead of that on the D-20 howitzer.
As is Russia seems to be using like three different types of 152mm ammo depending on the howitzer.

The newer guns have backwards compatibility to every 152 mm projectile; the propellant charges are cheaper and can be replaced more readily.
There is no need to retool the older factories just to keep the newer guns fed. The older ammo will suffice for workhorse scale bombardments, while you switch it up to modern stuff for counterbattery operations.
