    Speaking about the main priorities of the Strategic Missile Forces until 2020, Shvaychenko called, inter alia, maintaining the performance of the missile group, extension of life of missile systems, re-missile systems to the new stationary and mobile home, improving the system of command and control weapons and troops.

    "With regard to the quantitative composition of the prospective strike group of the Strategic Missile Forces, it will certainly depend on the arrangements that will be registered in the new Russia-US treaty on strategic offensive arms", - stressed Shvaychenko.

    "Given a sufficiently long period of execution of the future agreement - for seven years, we maintain a prudent approach" to establishing "a forward-looking groups - said the general. - As today, no rocket launcher or a missile regiment will not be decommissioning before the end of maximum possible lifetime.

    "The emphasis in the construction of prospective strike group of the Strategic Missile Forces will be placed on its qualitative transformation, so that by the end of 2016 missiles to extend the service life amounted to no more than 20 percent.     MOSCOW, December 24 (RIA Novosti) - Russia successfully test-launched a Voyevoda (SS-18 Satan) missile capable of carrying 10 warheads on Thursday morning, a Defense Ministry spokesman said.

    "The Strategic Missile Forces launched an intercontinental ballistic missile RS-20V (Voyevoda) from a site in the Orenburg region [southern Urals]," Col. Vadim Koval said.

    Koval said the missile hit the targets in Russia's Far East Kamchatka Peninsula.

    He said the launch was designed to test the missile's performance with the aim of extending its service life to 25 years.

    Introduced almost 21 years ago, the missile will remain in service until 2019, the Strategic Missile Forces (SMF) commander said earlier this year.

    Col. Gen. Nikolai Solovtsov said Russia is developing a new ICBM comparable to the SS-18, and would gradually decommission older versions of the missile "in order to ensure nuclear safety."

    The missile is armed with a warhead fitting 10 multiple independently targetable re-entry vehicles (MIRVs) with a yield of 550 to 750 kilotons each. It has a maximum range of 11,000 km (6,800 miles) with a launch mass of over 210 tons and a payload of 8.8 tons.

    According to publicly available sources, Russia currently has 88 SS-18 missile silo launchers, most of them deployed at the Dombarovsky missile base in the Orenburg Region.

    Medvedev: Russia to Develop New Nuclear Missiles

    Russian President Dmitri Medvedev says his country will develop a new generation of nuclear weaponry, even as it works toward a new strategic arms treaty with the United States.

    Mr. Medvedev spoke Wednesday in Moscow, in a wide-ranging interview with the editors of three state-controlled television channels.

    He said new missile technology will be developed in full accordance with any new arms agreements reached with Washington.

    The current Strategic Arms Reduction Treaty expired earlier this month, and senior U.S. and Russian officials say they expect to reach a new accord in early January.

    Mr. Medvedev and U.S. President Barack Obama agreed to pursue a new nuclear arms pact in July at a summit in Moscow.

    At that time, officials said a new draft treaty would include reductions in each country's arsenal from current levels to between 1,500 and 1,675 "operationally deployed" warheads in the next seven years.

    The Russian leader also praised Mr. Obama's recent call for a nuclear weapons-free world, calling it a "beautiful and right goal." But he said movement toward that objective should be gradual and should require other nuclear-armed countries to cut their arsenals as well.

    Mr. Medvedev used the interview to touch on a host of other topics, chief among them the environment and the economy. State-owned media quote the president as saying he is dissatisfied with this month's global warming summit in Copenhagen, calling it "a lot of hot air." He said Russia will none-the-less continue to push for domestic energy efficiency and cuts in carbon emissions.

    The president also said Russia has survived the global economic crisis with no major losses. He said the country could see its gross domestic product grow by 2.5 to five percent in 2010, "in an optimistic scenario."

    Best thing for recycling old ICBMs is the scrap heap, unless it is safe enough to launch an LEO Sat.

    Why would you make a ballistic missile an interceptor? It is called ballistic because it has a very limited flight path that only goes two places... up-down. The only time you can use a ballistic missile to shoot down space targets is when you know exactly were they are going to be. China does that and I can tell you it has limited to no combat value. They have the ability to shoot down a satellite in a decayed orbit... and it took them several years to prepare for it. They knew exactly where it would be and where to point their ballistic missile trajectory. It isn't something they can do on the fly. Same goes for their so called "missile intercept." They have to get their kill vehicle within a couple kilometres of the target and without knowing the target path months in advance, they won't be able to do anything about it.

    Fair enough. Then what about turning it into a conventional weapon rather then Nuclear? For instance, the conventional weapon that US is wanting to produce?

    The Best use for old Russian ICBMs is to launch foreign and domestic satellites.
    I remember reading somewhere that the SS-18 is so successful as a satellite launcher that the heavy weight replacement for it will be specifically designed for satellite launches after it is time expired as a weapon.

    BTW if you wanted to use an old ICBM as a booster for an interceptor I don't see what the problem would be.
    It is the final stage of the system that is used for the interceptor, the earlier stages are just boosters to get it up and moving fast.

    As long as the payload stage could be controlled with accuracy there is no reason why it couldn't be used as an interceptor missile exactly like the GBI.

    They don't have the CEP to make it effective.

    Some form of terminal homing could easily correct that.

    The lack of a rail launched version is no real surprise, and at the end of the day although it would be neat to have them on the Russian Rail network I think silo and truck based versions would be enough to manage from a security point of view.

    I wonder if they will try to unify the design of the new heavy missile with a new satellite launcher platform... the SS-18 has been popular as a satellite launch platform as a method of disposal of the missiles... I just think it is nice to know they are used for something practical rather than just destroyed when their life span expires.

    Of course there may be issues with verification where the US could accuse them of making too many "missiles".

    Of course the current START treaty seems to be about deployed warheads and deployed launch platforms because the US is not destroying the warheads it is removing from its missiles and weapons, it is storing them for potential use.

    Oh I am a late entrant to this thread but this is my favourite topic , I have mentioned this on another board , they are developing a new charge (TN) and new RV.

    So what they will get is a lighter warhead with same or better yeald and a new RV , the new RV will be an autonomous one , which carries small fuel , control surface ( most likely jet control surfaces ), guidance and warhead.

    Most of the manouvering are done in space , any manouvering done in atmosphere will slow it down and it will impart tremendous G on the warhead , so any atmospheric manouvering is at best non existant , the only manouvering if it will every do will be to correct its terminal accuracy , for which it does not need much.

    These warhead are autonomous and have guidance of their own making it far accurate then the free fall provided by bus ejected passive RV.

    Most of the anti-ABM manouvering will take in space as most percentage of ABM are space based , one the small RV is gravitating towards the earth is it coming at a speed of Mach 18-22 and any terminal interceptor has a very tight job to intercept it , considering RV are small target and Russians have developed decoys that falls along with RV into atmosphere without slowing down , which means any ABM has to track the RV from Decoys which is almost impossible , so a terminal interceptor has to hit all the RV and Decoys thinking its the real warhead.

    All in all I was expecting this would come eventually and its very much doable.

    Plans are to refit the entire current range of Ballistic Missile SS-18,19,Topol with the new charge and RV and they are testing this currently on a modified Topol.

    Sounds like they figured out THAAD would hit the bus so they designed something to split up into many self guided objects to nullify THAAD missile defense? Well the US had to see that coming. Looks like THAAD's not going to get much done.

    Just based on what THAAD stands for I would suggest it was not designed to intercept ICBMs.

    Its purpose is to intercept theatre based BMs like Scud et al.

    Rules of the game are changing with Airborne Lasers [no out-manoeuvring needed]. The next generation will use a solid state or FEL laser. The current one is a chemical laser that uses large tanks of extremely toxic chemicals.

    Airborne laser can only hit targets in low atmosphere not space , and laser for ABM is as hyped today as it was during Regan Era Star Wars

    Russian military to buy 36 ICBMs, 2 missile subs in 2011

    14:16 18/03/2011 MOSCOW, March 18 (RIA Novosti) - The Russian Defense Ministry will buy 36 strategic ballistic missiles, two strategic missile submarines and 20 strategic cruise missiles this year, Minister Anatoly Serdyukov said on Friday.

    Over 19 trillion rubles ($665 billion) has been set aside for the state arms procurement program, Serdyukov told a military board meeting attended by Russian President Dmitry Medvedev.

    The budget will also cover spacecraft (5), warplanes (35), helicopters (109), missile defense systems (21), multirole nuclear powered submarines (3) and a surface warship, he said.

    I saw a surgical laser about 12 years ago that impressed the heck out of me.
    It was a hand held laser like a huge pen, but it had an arm attached to it like a dentists drill that led back to a large box the size of a small suitcase for the power.
    The laser was very powerful... as a demonstration the guy showing it pressed the laser to one side of a fairly thick telephone book and the time between when he pressed the button and when the laser burst through was a fraction of a second.

    Anyway... he described a new type of heart surgery to help with a condition where the muscle had enlarged and the thick walls were over working and the small internal volume meant lots of work for the muscle but little blood was actually being pushed around the body. The solution was to briefly stop the heart and place the laser on the outer muscle and fire short bursts. The laser burst through the heart tissue like it was tissue paper but the blood inside the heart actually stopped the laser going right through... the beam energy couldn't pass through the blood so it heated it up instead of continuing through as an intense beam. Due to the intense heat of the laser on the surface of the heart the hole cauterised itself but the inner muscle was burnt away and as the muscle contracted the inner muscle came together. This meant that for each hole burned into the heart a new area for more blood was created. After doing it a dozen times the internal volume for blood had more than doubled despite not actually cutting out tissue and when restarted it worked normally.

    Without the laser treatment that patient would have needed a heart donor or a pine box.

    Anyway what I am saying is that the performance of a laser is very strongly determined by the target it is hitting and lots of different materials can be used to either block a laser beam or dissipate its energy to defeat it.

    To be able to hit Russian ICBMs with ABLs you will need to find some way of getting large easy flying targets inside Russian airspace... by the time they are over the north pole they will be free flying missile warheads and decoys... that is the purpose of the TOPOL-M with its high energy fast burning boosters that only burn a few minutes to reduce the time to intercept them, and the purpose of new warheads.

    It should also be pointed out that anything you can put in a plane or in a satellite in space, you can put on the ground and supply with hundreds or thousands of times more power... to shoot down enemy platforms with lasers on them.
