    Russia plans to create renewed remote Earth sensing system — deputy PM

    According to Dmitry Rogozin Russia plans to qualitatively renew its Glonass satellite constellation by 2020

    MOSCOW, October 27. /TASS/. Russia plans to create a renewed system of Earth’s remote sensing, Russian Deputy Prime Minister Dmitry Rogozin said on Tuesday.

    "We plan to create a renewed system of Earth’s remote sensing. It will comprise high-resolution imaging, emergencies operational monitoring satellites, as well as meteorological and geophysical spacecraft," the deputy prime minister said at an international forum on Russian innovative technology and the world market.

    According to Rogozin Russia plans to qualitatively renew its Glonass satellite constellation by 2020.

    "The development of the agrarian sector of the economy, development of the independent electric power generation infrastructure, including introduction of the wind and solar power technology, as well as the data transfer systems requires higher quality of the Glonass system. This will be done by 2020. The qualitative renewal of the [Glonass satellite] constellation is beginning," Rogozin said at an international forum that discusses Russian innovation technology on the world market.

    The deputy prime minister said that Russia has created a considerable potential for launching the needed number of spacecraft and supplement the orbital constellation, replacing satellites with depleted resource. He also said that Glonass satellites with the formally expiring service life continue to function normally.

    GLONASS (GLObal NAvigation Satellite System), is a space-based satellite navigation system operated by the Russian Aerospace Defence Forces. Its development began during the Soviet period.

    Rostec gain control of "GLONASS"
    Rostec get a controlling stake in the newly established joint-stock company "GLONASS", reports "Kommersant". The company with the January 1, 2016 will serve as the operator of the state system "ERA-GLONASS". Now 100% of shares belong to the Federal Property Management Agency.

    State Corporation will be transferred to 50% plus one share, plus an additional 25% share of the Russian Space Agency will give the rest will continue to be owned by the state. The transaction will be cash-strapped, the securities will go into the authorized capital Rostec as a property contribution of the Russian Federation.

    The infrastructure of the "ERA-GLONASS" and its telecommunications component can be used for a whole range of state and local government functions and services of individuals and legal entities. These can be insurance and security and research services, tolls, monitoring compliance with road traffic regulations, to ensure the safety of navigation.
    IT systems will be used in the field of enterprise security and protection, which are now established in the State Corporation.
    In the near future, together with the Ministry of Industry Rostec develop and submit to the government a plan of localization of production required for this component base.

    China's BeiDou navigation satellite system, which reportedly boasts accuracy to the centimeter, and Russia's GLONASS, hailed as the only global rival to GPS, plan to join forces and build a production facility. The news was broken by Deputy Prime Minister Dmitry Rogozin, who spoke in Harbin, the capital of the northeast Chinese province of Heilongjiang.     The satellite received international designation 2016-008A and was registered by NORAD as object 41330. Internal Glonass number of the satellite is 751, it is deployed in point 17 of the third orbital plane of the constellation.

    Roscosmos establishes GLONASS development department — newspaper

    The department will coordinate the resolution of all tasks connected with the development and use of the GLONASS global navigation satellite system

    MOSCOW, April 11. /TASS/. The leadership of the Roscosmos State Corporation has established the department of navigation space systems to coordinate the resolution of all tasks connected with the development and use of the GLONASS global navigation satellite system, the Izvestia daily reported citing the Roscosmos press service.

    "In Russia, the functions to create, introduce and use GLONASS are fancifully distributed among various organizations and departments," the newspaper said.

    "The formation of the GLONASS department in Roscosmos is an attempt to coordinate the actions of various departments," it said.

    The new department is led by Andrey Volkov.

    The GLONASS orbital group currently has 23 satellites working in line with their designated use. By the end of 2016, the group may be replenished with two or three new Glonass-M satellites.

    Russia’s Glonass-M satellite delivered into interim orbit

    This is the second launch of a Glonass-M satellite and the third launch of a Soyuz-2 medium-class carrier rocket from the Plesetsk cosmodrome this year

    MOSCOW, May 29. /TASS/. A Fregat booster with a Glonass-M satellite separated from the third stage of a Soyuz-2.1b carrier rocket at the designated time in a normal regime, the press office of the Russian Defense Ministry reported on Sunday.

    The carrier rocket was launched at 11:45 a.m. Moscow time (08:45 GMT) from site No. 43 of the Plesetsk cosmodrome in the Arkhangelsk Region in north Russia by an operational crew of the Russian Aerospace Force’s space troops.

    "It will take several hours for the Fregat booster to bring the Glonass-M satellite into the designated orbit," the press office said.

    This is the second launch of a Glonass-M satellite and the third launch of a Soyuz-2 medium-class carrier rocket from the Plesetsk cosmodrome this year.

    The flight tests of the Soyuz-2 spacecraft began at the spaceport on November 8, 2004. Over the last 12 years, 27 launches of Soyuz-2 carrier rockets in their upgraded 1a, 1b and 1v modifications have been carried out at the Plesetsk space port.

    The launch was initially scheduled for May 21. Nikolai Testoyedov, head of the Reshetnev Information Satellite Systems Company that produces navigation satellites told journalists that the postponement of the launch of Glonass-M satellite No 53 was not related to its condition.

    As Roscosmos State Corporation said earlier, up to eight satellites may join the Glonass system constellation by the end of 2017. Both Soyuz launch vehicles and Proton-M heavy carrier rockets may be used for the launches. A source in the space rocket industry told TASS that the launch of a Proton carrier rocket with three Glonass satellites may take place already before the end of 2016.

    Glonass is Russia's satellite navigation system designed to provide Russia with its own navigation data for military and civilian use, as well as to compete with the US Global Positioning System (GPS) in the commercial market for navigation data.

    Commissioning of GLONASS system may be postponed until early 2017

    The director general of the Information Satellite Systems company however hopes the system will be commissioned in 2016

    KUBINKA (Moscow region), September 6. /TASS/. The commissioning of Russia’s GLONASS navigation system might be postponed until the beginning of 2017, Nikolai Testoyedov, the Director General of the Information Satellite Systems company, has told reporters.

    "We hope that the system will be commissioned by the end of this year. However, the situation is cumbersome, and our influence does not extend to all the procedures, so it could be postponed until the first quarter of 2017," he said.

    The company head noted that the ground control segment has undergone ground tests and is ready to be delivered to its customer. In addition, the orbit group is fully operational. However, the Soyuz rocket and the Fregat upper stage have not been put into operation yet.

    Testoyedov said at the end of July that the system would be fully ready to be commissioned by the end of the year. GLONASS was supposed to be delivered to the customer a few years ago, but the Russian Defense Ministry had a number of points of criticism at that time.

    MOSCOW, April 24. /TASS/. New GLONASS satellites will be transmitting a new encoded signal, the deputy CEO of Russia’s Roscosmos corporation, Mikhail Khailov, told a satellite navigation forum.

    "At the moment the manufacturer keeps seven space satellites GLONASS-M in stock. Six will be transmitting the encoded navigation signal in L3," he said.

    Currently one GLONASS-M satellite and two new generation GLONASS-K satellites transmit the CDMA signal.

    MOSCOW, June 5. /TASS/. The first new-generation navigation satellite Glonass-K2 will be launched from the Plesetsk spaceport in north Russia next year, Reshetnev Information Satellite Systems Company, the satellite producer, said on its website on Monday.

    The spacecraft’s new automated control system will be used at the launch and technical compounds of the Plesetsk cosmodrome. The first launch of the Glonass-K2 newest navigation satellite from the spaceport is expected in 2018," the company said in a statement.

    A new automated complex will be developed specifically to exercise control of the satellite’s systems. The equipment will help track the satellite’s condition both at the stage of its preparation for the launch and during the launch of the carrier rocket.

    Third-generation Glonass-K satellites of Russia’s GLONASS global navigation satellite system are distinguished by their high accuracy of determining coordinates. They are designed for ten years of operation as compared to the previous-generation Glonass-M spacecraft with a service life of seven years. The first Glonass-K satellite was launched into orbit in 2011 and the second in 2014. The Glonass-K2 is designed to develop further the Glonass-K series.

    The Glonass-K2 will be transmitting nine navigation signals. It will weigh about 1,800 kilograms or twice as much as the Glonass-K1.

    Russia to create highly elliptical orbit segment for Glonass satellite navigation system

    The work will begin in 2019

    MOSCOW, August 7. /TASS/. The work to create a highly elliptical orbit segment for Russia’s Glonass satellite navigation system will begin in 2019, CEO of Reshetnev Information Satellite Systems Company Nikolai Testoyedov said on Monday.

    "The same concept envisages adjusting the Glonass target program and introducing a highly elliptical navigation segment of six satellites. This work will most likely start from 2019, if the concept is accepted and we are almost sure of that," the chief executive was quoted as saying in the company’s corporate publication, Siberian Satellite.

    The concept of supporting the Glonass orbital grouping also stipulates manufacturing another six Glonass-K satellites in addition to the nine space vehicles that are in production, he said.

    "The contract is envisaged next year, if it [the concept] is approved in its proposed version," the Reshetnev chief executive said.

    New Glonass-M satellite, Cosmos-2521, is on orbit

    On September 22, 2017, the Air and Space Forces performed a successful launch of a Soyuz-2.1b rocket from the launch pad No. 4 of the launch complex No. 43 of the Plesetsk space launch site. The launch took place at 03:03 MSK (00:03 UTC). The satellite that the rocket and its Fregat boost stage delivered into orbit is a Glonass-M navigation satellite, designated Cosmos-2521. The satellite received international designation 2017-055A and was registered by NORAD as object 42939.

    Previous Glonass launch took place in May 2016.

    Given that the new satellite is designated Cosmos-2521, the satellite-inspector, released by Cosmos-2519 in August 2017, has not received a Cosmos designation.

    MOSCOW, June 17. /TASS/. The Fregat booster has taken Russia’s Glonass-M navigational satellite to the designated orbit, the Russian Defense Ministry said in a statement on Sunday.

    "The Soyuz 2.1-b carrier rocket, launched at 00:46 Moscow time from the Plesetsk space center (Arkhangelsk Region), put the Russian Glonass-M navigational satellite into the designated orbit at the scheduled time " the statement reads.

    Ground-based facilities of the Titov Main Test and Space Systems Control Centre of the Russian Space Forces have assumed control of the satellite.

    Telemetry communication with the spacecraft is stable and the onboard systems function normally.
