The fact that you say USSR tells me you don't know much about the open skies treaty... it was signed in 1992, and didn't come into effect till 2002.

Today, Russian President Vladimir Putin signed a law denouncing the Don (Open Skies Treaty). The head of state put his signature on the document, which had previously passed through discussion in the country's parliament. Russian parliamentarians supported the initiative to withdraw Russia from the treaty.
