They have money and will get better over time no matter what Russia does.
By cooperating and working together they can share in sales revenue and sell products in markets they wouldn't normally sell in... Russia really doesn't have a bargain basement Sub range, so it is not really a problem... but countries used to cheap might realise spending a bit more to get a better product is sometimes money well spent.

Russia also has a lot of money for R&D. Despite the fact that China has more, Russia is still ahead of China in key military technologies. It won't change quickly. China, on the other hand, can introduce many weapons systems on a larger scale.
