Why not? Its already bought and paid for, and with spares sitting in some warehouse.

UR-100N is used as Avangard carrier because it's intended carrier Sarmat ICBMs is still being tested

However development of Avangard is complete ahead of Sarmat and they need something to install it on

These last 30 UR-100Ns were delivered years ago by the Ukraine as part of debt payment because they had no cash

They have been sitting in their packaging containers ever since and are for all points and purposes brand spanking new and have 30 years of use ahead of them

Nobody knew it at the time and Ukrainians though that they screwed Russians over when in fact they gave them exactly what they needed to fast-track introduction of Avangard

Avangard was in the making for 30 years. So the Russians knew as Papa said.

Sarmat is new and not finished.

Avangard can fit on probably more platforms but require some rework of design.

The SS-19 is a rather good missile and the civilian model for launching satellites Rokot, was a good platform too.

They have been working on making their own spare parts and equipment to make them a fully Russian product and there was talk of a ROKOT 2 that was all Russian parts that would allow them to use the ones they have as they please and keep using them as long as they need... the money is already spent, so it just makes sense to use them, but as mentioned Sarmat is the replacement so I suspect when it is ready and in production and found to be reliable they will likely just use up their ROKOTs and ROKOT 2s on satellite launches and then replace them with Sarmat I suspect.

Sarmat is more of a Voevoda SS-18 replacement than UR-100/SS-19. A civilian Sarmat would a Dnepr-replacement rather than Rokot.

Which is possibly why they are talking about the all Russian component/manufacture ROKOT 2.

As mentioned in the article... a ground launched 4,500km range cruise missile and a hypersonic air breathing scramjet missile like Zircon would be the quickest and easiest to deploy rapidly and they could be sent to existing units with already existing launchers and equipment...

Not surprising that it looks like a mini-shuttle. There is really only one choice based on high speed aerodynamics in
a very low density medium. And please anyone don't claim it is a rip off of some American design. The USSR was
designing such shuttle shapes back in the 1960s. That Americans came up with similar is dictated by the physics
and not an issue for nationalist dick stroking.

As I suspected, it's basically a maket in a static display, so no real insight what the actual warhead would look like.

The Buran was quicker and cheaper because the US Space Shuttles design and shape could not be hidden...

There are not that many choices for the shape of the hypersonic glider. But not giving the enemy free information
is the right policy. One of the critical pieces of information is what sort of high temperature resistant skin it has.
Given the size of the container, it is unlikely that it uses any sort of ceramic tiles. But just ablative material
is not the trivial alternative. The ablation cannot be predicted if it is maneuvering hundreds of kilometers side to
side. So there is likely to be a real secret to hide.

I found the photo of the Soviet space shuttle design from the 1960s.   The photograph dates to before March 27 of 1968
    and includes Yuri Gagarin.

All the claims about the USSR stealing the US Space Shuttle design are pure BS.   The same sort of BS as the claim that
the Tu-95 is a copy of the B-29.

To preempt the usual "it's a photoshop fake" BS I have seen this photo published in a western magazine on paper during the early
1990s.  Given the reality imposed by physics, this is not a fake even if it is a "staged" shot.   Fanbois are simply not qualified to
spout most of the rubbish they do.   And urnalists are there to spread propaganda.

As for Russia "ripping off" the ceramic tile concept. Well, people who think this is so can go jump in a lake. There is not an
infinite number of totally different solutions for every problem, especially when dealing with the constraints of economics and
    technology.

If I understand correctly, in the video we only see the 3 staged SS-19 missile being loaded in the silo. The payload section having the Avangard HGV would be attached on top of it separately.

And this must be one of the SS-19 they received from Ukraine back in the 90s. Somebody forward this video to Ukrainian MOD please. lol!
