If Porko wanted peace he would have ended the ATO as soon as he took power and started unconditional negotiations with the rebels, rather than continuing Turchinov's decisions in every respect and on top of that launching a new offensive and attempt to subjugate the rebellion for good (which predictably ended in disaster)
