    Russia, Kyrgyzstan draft agreement on common regional air defense

    MOSCOW, November 11. /TASS/. The defense ministries of Russia and Kyrgyzstan are drafting an agreement on creating a common regional air defense system, the Russian Defense Ministry’s press-office said after talks between Russian Defense Minister Sergey Shoigu and his Kyrgyz counterpart Abibilla Kudaiberyiev.

    “For the purpose of jointly maintaining the security of Kyrgyzstan’s air space the defense ministers made a decision to prepare for signing an agreement on the creation of a common regional air defense system of Russia and Kyrgyzstan,” the Russian Defense Ministry said. “Guidelines have been identified for building up joint efforts to resist challenges and threats in the region of Central Asia,” the press-office said, adding that in view of the current events in Afghanistan Shoigu and Kudaiberdyiev considered ways of enhancing the combat capabilities of the Kyrgyz armed forces and the Russian air base at Kant.

    Unified Air Defense Systems Priority for CIS Collective Security

    Deputy director of the CIS coordinating committee said that tight integration of the Commonwealth of Independent States’ anti-aircraft defense forces in the region is an important direction in uniting the CIS’s air defense systems.

    DUSHANBE (Sputnik) – The tight integration of the Commonwealth of Independent States’ anti-aircraft defense forces in the region is an important direction in uniting the CIS’s missile defense systems, a deputy director of the CIS coordinating committee said Tuesday.

    “The priority in the development [of the unified air defense systems] is a further integration in the region, that is the creation of unified or united regional air defense systems in the eastern European, Central Asian, and Caucasus regions for collective security,” Gen.Lt. Pavel Kurachenko said during a CIS defense ministers’ meeting in Tajikistan’s capital of Dushanbe.

    Russia has long been leading efforts to build a joint air defense shield for the CIS, a loose organization of former Soviet republics.

    An integrated air defense network was set up by 10 CIS-member countries in 1995 and currently comprises air defense units and elements from Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia and Tajikistan.

    The main purpose of the network is to ensure the protection of member country airspace, as well as early warning of missile attacks and coordination of joint efforts to neutralize potential air threats.

    Over 40 aircraft redeploy to operational airfields for exercise Combat Commonwealth

    MOSCOW, September 4. /TASS/. More than 40 fighters, bombers and attack aircraft as well as planes with the Long-Range Air Command have redeployed to operational airfields in the run-up to Combat Commonwealth 2015, a combined exercise of the Common Air Defense System of the CIS countries, Igor Klimov, spokesman for the Air and Space Force, told TASS on Friday.

    The CIS Combined Air Defense System exercise of Armenian, Belarusian, Kazakh, Kyrgyz, Russian and Tajik troops is under way at the Ashuluk firing range in the Astrakhan Region to be complete on September 11.

    "Tupolev Tu-22M3 (NATO reporting name Backfire) bombers, Sukhoi Su-34 (Fullback) multirole fighter-bombers, Su-30SM (Flanker-C) multirole fighters as well as Mikoyan MiG-31BM (Foxhound), MiG-29SMT (Fulcrum), Su-25SM (Frogfoot), Su-24MR (Fencer-E), Su-27 (Flanker) aircraft will be used in the exercise," Klimov added.

    According to Klimov, aviators will use the drills to practice suppression of enemy air defense, close air combat, rocket launches against and strafing of ground targets, bombing attacks and repelling of massive air attacks.

    Earlier, personnel participating in the exercise and their S-300 Favorit and S-400 Triumf surface-to-air missile systems and air defense radars had arrived to the firing range. The active phase of the exercise will take place between September 7 and 10.

    CIS officials to discuss united air defense system development

    ASTRAKHAN, September 8. /TASS/. The improvement and development of the united air defense system of the Commonwealth of Independent States (CIS) countries will be discussed in Astrakhan (southern Russia) on Tuesday by members of the Coordinating Committee on Air Defense under the CIS Council of Defense Ministers, the Russian Defense Ministry press service told reporters.

    The Committee’s regular meeting will be attended by delegations from the Defense Ministries of the Russian Federation, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

    "The meeting participants will discuss the organization of joint operational and combat training activities of the CIS united air defense system in 2016, the focal areas of the study of problems of air defence and training of military personnel for the united air defence system," a Russian Defense Ministry official said.

    After the meeting, members of the Coordinating Committee will continue their work at the Ashuluk range in the Astrakhan region, where the active phase of the Combat Commonwealth-2015 joint exercise of the CIS united air defence system is underway from September 7 to 10.

    "The members of the delegations will get familiarised with the peculiarities of the joint tactical employment of the coalition aviation and air defence forces of the CIS member states in the regions of collective security during anti-terrorist actions and in armed conflicts," the Defence Ministry said.

    During the active phase of the Ashuluk drills the troops will have various tactical episodes, including repelling massive missile and air strikes using the fighter, attack, bomber and long-range aircraft, and will also conduct live firing exercise using the S-400 Triumph, S-300 Favorit, S-125 Pechora-2M, and Buk anti-aircraft missile systems.

    The united air defense system of CIS countries was created on the basis of an agreement between 10 Commonwealth countries, signed on February 10, 1995 in Alma-Ata, for an indefinite period.

    At present, the united air defense system of the CIS member countries brings together eight states: Russia, Armenia, Belarus, Ukraine, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

    The Combat Commonwealth joint manoeuvres are held since 1995.

    The exercises involve the Sukhoi Su-27 (NATO reporting name: Flanker), MiG-29 (Fulcrum) fighters, MiG-31 (Foxhound) interceptors, Su-24 (Fencer) and Su-34 (Fullback) frontline bombers, Su-25 (Frogfoot) ground attack aircraft, Tupolev Tu-22 (Backfire), Tu-160, Tu-95 long-range bombers, A-50 AWACS aircraft, Mi-8AMTSh Terminator (Hip), Kamov Ka-27 helicopters and other combat hardware.

    Since the establishment of the united air defence system, the CIS states have conducted 25 command and staff exercises and more than 10 joint manoeuvres with live firing.

    Russia Builds Unified Air Defense for CIS Collective Security

    Russia has long been leading efforts to build a joint air defense shield for the CIS, a loose organization of former Soviet republics.

    A pertinent agreement has already been drawn up with Armenia, similar accords are being worked on with Kirgizia and Tajikistan, and Russian and Belarusian air defense units will start joint combat duty late next year, the deputy head of the Russia’s Air Space Command said on Tuesday.

    “A draft agreement with Armenia on establishing a unified air defense system in the Caucasus collective security region and Russia has already been approved and is ready for signing,” Lt.-Gen. Pavel Kurachenko said.

    Russia signed a similar agreement with Kazakhstan in 2013.

    Prime ministers of former USSR states to discuss joint air defense development

    DUSHANBE, October 30. /TASS/. Russian Prime Minister Dmitry Medvedev will meet the heads of the CIS (Commonwealth of Independent States) countries in the Tajikistani capital Dushanbe on Friday to discuss a number of issues, including the development of the CIS joint antiaircraft defense system.

    The Russian government’s staff told TASS that "the agenda includes 40 documents." Several of them are devoted to "the financial aspects of the creation and development of the CIS joint air defense system and ensuring the activity of the Coordination Committee on air defense under the Council of the Defense Ministers."

    Documents relating to cooperation between the states’ law enforcement agencies are to be discussed. They include a "protocol to the Agreement on cooperation in the return of minors to their countries of residence and regulations of the competent authorities on the search for internationally wanted persons."

    However, the Russian Cabinet staff said, "the development of trade and economic cooperation and cultural ties will be given the priority." For example, "it is planned to adopt an action plan for the implementation of the third stage (2016-2020) of the CIS Economic Development Strategy." It is aimed at "the development of innovative socially-oriented economy, nuclear energy, alternative fuels, high-technology transport systems, as well as new infrastructure projects."

    It is planned to sign a draft agreement on the conditions of the inter-carrier settlements in international telecommunication services in CIS countries.

    It is planned to consider a report "on the competitive situation on the markets of pharmaceuticals, devoted to the problems of competition development at all stages of the circulation of pharmaceuticals, the formation of coordinated approaches to their settlement." The CIS government heads will also hear a report on improving the financial literacy level and the development of financial education, which, according to the authors, is "to promote financial education and the formation of an effective system for assurance of consumer rights."

    "A draft package of measures until 2020 is aimed at the development and promotion of the use of natural gas as motor vehicle fuel," the government said. An international training centre will be created to this end for specialists in this sphere at the Russian Gubkin State University of Oil and Gas.

    Several mores documents which are to be approved by the CIS heads of government are devoted to the young citizens. For example, the plans of activities for 2016-2017 to implement the Strategy of international youth cooperation are aimed at "ensuring the youth’s equal access to education and work, promoting a healthy way of living."

    The CIS government heads will also focus on the older generation of their countries. In particular, they have worked out the guidelines for the further development of the health and social care and improving living standards of war veterans - participants in local conflicts and their families until 2020.

    The prime ministers also plan to start preparations for the celebration of the 25th anniversary of the CIS in 2016. They will consider a plan of action, which includes analytical conferences, a series of exhibitions, fairs and business forums, sports tournaments. The Commonwealth member countries also plan to hold "CIS Weeks."

    Former Soviet republics defense ministers to discuss common air defense system

    Attending the 69th session will be the defense ministers of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan

    MOSCOW, December 23. /TASS/. The CIS Council of Defense Ministers will on Wednesday discuss the development of a common air defense system and communications system, the Russian Defense Ministry’s information department has reported.

    Attending the 69th session will be the defense ministers of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, it said.

    The session plans to look into more than 20 items on different directions of cooperation between the defense ministries as well as will sum up the results of implementation of the military cooperation concept of the CIS member countries up until 2015 and will plan joint work for the next year.

    "Decisions are expected on the development of common air defense system, communications system, expansion of cooperation on humanitarian demining, training of military personnel, joint events of command and combat training as well as military-sports events in the CIS format," the ministry said.

    Some bilateral meetings of the defense ministers from the CIS, a loose alliance of former Soviet republics, are expected. They will focus on topical issues of cooperation in the military and military-technical spheres, as well as will approve cooperation plans of their defense agencies for 2016.

    Armenian Parliament Ratifies Treaty on Joint Air Defense System With Russia

    Armenia's National Assembly ratified an agreement on Thursday on creating a unified air defense system in the Caucasus region together with Russia.

    YEREVAN (Sputnik) — A total of 102 out of the parliament's 131 lawmakers voted in favor of the deal, while eight voted against it.

    "In peacetime, the sides will be able to make their own decisions on how to use the troops under their control. The sides will need to notify each other of these decisions and actions," Armenia's Deputy Defense Minister Ara Nazaryan said presenting the deal.

    "Armenia will have a right to use its air defense to the extent and for the purposes it deems necessary," he underlined.

    Putin submits agreement on Unified Air Defense System with Armenia to State Duma

    MOSCOW, October 7. /TASS/. Russia’s President Vladimir Putin on Friday has submitted a Russian-Armenian agreement on creating the Caucasus Unified Air Defense System to the State Duma. This information is available from the State Duma electronic database.

    Russia and Armenia signed the agreement in Moscow on December 23, 2015. The document stipulates "the establishment of a regional Unified Air Defense System as part of the of CIS Unified Air Defense System." The main task of the system is to "set up and maintain air defense combat duty in the Caucasus region, keep the battle management system, the weaponry and the military hardware of the Unified Air Defense System on alert, cooperate with the forces of other regional air defense systems," an explanatory note says.

    The Russian Aerospace Force Commander-in-Chief will coordinate the joint activities of the Unified Air Defense System and other regional air defense systems. Russia’s Southern Military Region Commander will conduct the overall leadership. The air defense system will be used in accordance with the legislation of the country in whose air space a target is detected.

    In peacetime, the member states’ defense ministries are supposed to draw up plans for the combined use of the troops, their joint air defense combat duties, as well as operational and combat training.

    Armenia’s parliament ratified this agreement at the end of June. According to Parliament Deputy Speaker Eduard Sharmazanov, "this agreement derives from the national interests" of the country.

    MOSCOW, October 26. /TASS/. Around 100 aircraft, radar troops and air defense forces from seven ex-Soviet states took part in the Joint Air Defense System drills on Wednesday.

    The drills are taking place in the air space of Russia, Belarus, Kazakhstan and Armenia. The exercise involves strategic bombers Sukhoi Su-27, Mikoyan MiG-29, MiG-31, Sukhoi Su-24, Su-34, Su-25 war planes as well as Mi-8 and Kamov Ka-27 helicopters. Airborne early warning and control system aircraft A-50 were also involved, steering Russian, Kazakhstani and Belarusian fighter jets towards supersonic targets.

    As for the air defense component, missile forces of the participating countries carried out about 200 simulated launches of antiaircraft missiles, including from S-300 Favorit and S-400 Triumf air defense systems.

    CIS air defense system ready to protect Commonwealth borders — Russian Defense Ministry

    Joint drills of the CIS countries will involve more than 2,000 servicemen and over 200 pieces of combat and special hardware

    ASHULUK TRAINING RANGE (Astrakhan region), September 7. /TASS/. The international military exercise Combat Commonwealth-2017 of the joint air defense system of the post-Soviet CIS alliance has proved that it is ready to protect the air boundaries of the Commonwealth "against uninvited guests," the first deputy commander-in-chief of the Russian Aerospace Forces said at an award-presenting ceremony on Thursday.

    "Teamwork (of the crews) on ground and in the air in a complex situation has confirmed their readiness to interactively and aptly defend the common sky against intruders," said Lieutenant-General Pavel Kurachenko.

    He reiterated that the Joint CIS Air Defense system has existed for already more than 20 years. The Combat Commonwealth exercises take place for already the 12th time, being held every two years. The large-scale exercise is underway from September 4 to 15 on the territories of Russia, Kazakhstan and Tajikistan.

    "Overall, the joint drills of the armed forces from the countries participating in the CIS joint air defense system will involve more than 2,000 servicemen and over 200 pieces of combat and special hardware, including S-400 Triumf and S-300 Favorit antiaircraft missile systems, Pantsyr-S complexes and also Tu-22M3 strategic bombers," the Russian Defense Ministry said earlier.

    The maneuvers over Ashuluk also involve Mikoyan MiG-29, Sukhoi Su-27 and Su-30 fighter jets, Su-24 bombers, Su-25 ground-attack aircraft, Su-34 multirole planes, MiG-31 interceptors and Mil Mi-8AMTSh helicopters.

    A session of the Coordinating committee on air defense at the Council of CIS Defense Ministers was held in Astrakhan on Wednesday. Delegations from defense ministries of Russia, Armenia, Belarus, Kirgizia, Tajikistan, Uzbekistan and Turkmenistan participated.

    On Thursday, S-300 and S-400 air defense systems have been used in a live firing practice in the course of the international exercise.

    Orbital cluster of Russia’s Aerospace Force may become basis of CIS defense doctrine

    Creation of an integral air defense system and, in the long term, aerospace defense of the CIS member-states "may furnish a solid basis for a future architecture of common security"

    TASHKENT, April 17. /TASS/. The orbital cluster of Russia’s aerospace force may at some future date be considered as the basis for a common defense doctrine of the CIS member-states, the acting deputy chief of the CIS Executive Committee Agybai Smagulov said on Tuesday.

    "It is obvious today that reliable protection and defense of our borders and air space, including the Russian Aerospace Force’s orbital cluster, over-the-horizon radars and air defense missile complexes alongside resistance to international terrorism are becoming a major component of the defense doctrine," he said at a meeting of the coordinating committee for the CIS air defense affairs.

    Smagulov said the events of the past few decades were clear evidence that predictable military threats and the content and nature of military conflicts "involve the massive use of air forces and missile attacks."

    "Last week’s missile strike against Syria was fresh evidence how correct this point of view is. There are reasons to believe that smart weapons will become the main means of conducting military operations and the main foreign policy instrument of influence," the CIS Executive Committee’s official said.

    Creation of an integral air defense system and, in the long term, aerospace defense of the CIS member-states "may furnish a solid basis for a future architecture of common security," Smagulov said.

    "In the current situation where smart weapons and aerospace strikes become widely spread the anti-missile defense looks as a corner stone of ensuring national security," he concluded.

    Post-Soviet bloc's integrated air defense system to get cutting-edge upgrade

    The member-states have also mapped out military cooperation plan till 2025

    MOSCOW, March 14. /TASS/. The chiefs of staff of the armed forces from the member states of the Commonwealth of Independent States (CIS) have agreed on further developing the CIS integrated air defense system, proceeding from modern tasks, Chief of Russia’s General Staff, Army General Valery Gerasimov said on Thursday.

    "As part of the joint work, the conceptual fundamentals of developing military cooperation through 2025 have been approved and the ways of adapting the integrated air defense system to dealing with the tasks of aerospace defense have been agreed and also joint measures for next year have been mapped out," Gerasimov said as he opened a session of the Committee of the CIS Chiefs of Staff.

    The chief of Russia’s General Staff noted a businesslike and constructive atmosphere, in which the Committee’s session was held. The CIS chiefs of staff exchanged opinions on the military and political situation in the world and analyzed challenges and threats to security of the CIS states.

    "During the session, we also managed to generalize the experience of the post-conflict settlement in the Syrian Arab Republic," the chief of Russia’s General Staff said.

    The session of the Committee of the CIS Chiefs of Staff was attended by the delegations of the general staffs of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.
