    Firefighting 'Euro-Squadron' Idea

The idea of establishing a firefighting "euro-squadron" is in the development stage, Russian Emergencies Minister Vladimir Puchkov said Monday.

YALTA (Sputnik) — Since the early 2000s, Russia has been pushing the idea of a "euro-squadron" to be used by all participating countries in case of emergency, like devastating fires currently underway in Portugal, Spain and France. "We have signed all the agreements on the creation of the 'euro-squadron'. The issues are in the development stage. I hope that they will be implemented in the coming years," Puchkov told journalists. He added that the Russian pilots, who currently providing assistance in Portugal, receive positive feedback. Two Be-200 amphibious aircraft to assist Portugal in battling forest fires, following the receipt of a request from Lisbon, arrived in Portugal on August 13. The Beriev Be-200 is well suited to firefighting missions. It can take in up to 12.5 metric tons of water in the space of a few seconds while traveling over a body of water before dropping this load on the flames.

This couldn't happen in the West. Full article at link.

Tomorrow an unprecedented 40 million Russian citizens, as well as 200,000 specialists from "emergency rescue divisions" and 50,000 units of equipment are set to take part in a four day-long civil defense, emergency evacuation and disaster preparedness drill, the Russian Ministry for Civil Defense reported on its website.

    http://en.mchs.ru/mass_media/news/item/32915549/

According to the ministry, an all-Russian civil defense drill involving federal and regional executive authorities and local governments dubbed "Organization of civil defense during large natural and man-caused disasters in the Russian Federation" will start tomorrow morning in all constituent territories of Russia and last until October 7. While the ministry does not specify what kind of "man-caused disaster" it envisions, it would have to be a substantial one for 40 million Russians to take part in the emergency preparedness drill. Furthermore, be reading the guidelines of the drill, we can get a rather good idea of just what it is that Russia is "preparing" for.

The website adds that "the main goal of the drill is to practice organization of management during civil defense events and emergency and fire management, to check preparedness of management bodies and forces of civil defense on all levels to respond to natural and man-made disasters and to take civil defense measures." Oleg Manuilov, director of the Civil Defence Ministry explained that the exercise will be a test of how the population would respond to a "disaster" under an "emergency" situation.

Some further details, on the 3-stage, 4 day drill:

I stage: organization of civil defense actions

The stage is going to practice notification and gathering of senior officials of federal and regional executive authorities, local governments and civil defense forces, deployment of civil defense management system on all levels, readying civil defense communication and notification system. After the National Crisis Management Center have brought the management signals, all management bodies, state authorities, forces and facilities on duty and people will be notified through notification systems available.

II stage: Planning and organization of civil defense actions. Deploying a team of civil defense forces and facilities designed to respond to large disasters and fires.

The stage plans to practice deployment a mobile interagency multi-functional team of civil defense forces and facilities in each federal district in order to carry our rescue and other urgent operations, civil defense actions and to deploy special civil defense units in constituent territories; putting rescue military units, divisions of the federal fire service, rescue units on standby. The stage provides for the team to be reinforced, activation of backup control centers and practicing collecting and exchanging information in the field of civil defense.

III stage: Organization of actions of civil defense management bodies and forces for response to large disasters and fires.

The stage will deal with the use of the civil defense team to respond to large disasters and fires, setting up aerial and mobile control centers, revising of routes for save evacuation of people, organization of vital services; taking off fire and rescue units of the federal fire service to put out fires and conduct rescue operations at potentially dangerous facilities, including closed administrative territorial entities.

The drill will rehearse radiation, chemical and biological protection of the personnel and population during emergencies at crucial and potentially dangerous facilities. Fire safety, civil defense and human protection at social institutions and public buildings are also planned to be checked. Response units will deploy radiation, chemical and biological monitoring centers and sanitation posts at the emergency areas, while laboratory control networks are going to be put on standby.

The fact that among the measures tasked for the civil defense team will be a response to "disasters and fires" as well as the rehearsal of "radiation, chemical and biological protection", makes it clear that Russia is about to hold its biggest nuclear war drill since perhaps the end of the Cold War.

Why now? Perhaps, in addition to the sharp deterioration in relations between Russia and the west, where tensions are on par with the cold war, another answer may come from the Chairman of the Joint Chiefs of Staff Joseph Dunford, who last week warned Congress that the implementation of a No Fly Zone in Syria as proposed by John Kerry recently, and a centerpiece of Hillary’s foreign policy strategy, would result in World War III.

As a reminder, Hillary Clinton strongly argued in favor of a no fly zone ever since October 2015, just days after Russia began a bombing campaign aimed at maintaining the stability of the Syrian government. "I personally would be advocating now for a no fly zone and humanitarian corridors to try to stop the carnage on the ground and from the air, to try to provide some way to take stock of what’s happening, to try to stem the flow of refugees," said Clinton in an interview with NBC in October 2015.
    .....................................................
As for the Russian nuclear war drill, we can only hope that any such rising hints of nuclear warfare remain in the realm of the purely theoretical.

Special machine demining Hydrema 910 MCV in EMERCOM of Russia

The special car of mine of the Ministry of Emergency Measures - Hydrema 910 MCV. A mine-sweeper tank designed to neutralize installed and disguised anti-personnel or anti-tank mines with an explosive material weighing up to 10 kilograms. The machine is unique. The minesweeper is able to neutralize the strip up to 3.5 meters wide on dense ground such as roads and access roads or on other types of soil. Neutralization is carried out with the help of rotating chains, which strike against the ground, undermine mines disguised in the soil. Such a thresher.

EMERCOM - The Ministry of Emergency Situations: - Page 3 0_1ffb55_668aafec_orig

The bmpd comment. The family of special armored vehicles demining Hydrema 910 MCV has been developed and produced since 1996 by a small Danish company called Hydrema. These machines are used by the armies of Denmark (16 units of the MCV option were purchased, plus one is in the Danish Ministry of Emergency Situations), India (24 MCV-2 cars), Norway (seven MCV and two MCV-2), Singapore (six MCV-2) , As well as purchased by several international organizations, including actively being used for mine clearance in zones of former and ongoing local conflicts.

The largest force of the Hydrema 910 MCV series was the US armed forces. The US Air Force purchased three MCV models and four MCV-2s (the latter in a remote-controlled version offered by Hydrema from 2007) for use at US air bases in Afghanistan. The US Army first acquired in 2003 one MCV vehicle for testing in Afghanistan, and in 2010 contracted Hydrema for five years to lease four MCVs for use in Afghanistan. Based on the results of the use of the machine was highly appreciated, and in early 2014, the US Army contracted to supply it within five years with 41 MCV cars that received the US designation M1271 Ara Mine-Clearing System (AMCS).

Russian helicopters and the Ministry of emergency situations signed an agreement to supply the Mi-26T2

Within the framework of the international military-technical forum "Army-2020", Russian Helicopters holding company rostec And the Ministry of emergency situations of the Russian Federation signed an agreement on the delivery of the first Mi-26T2 heavy helicopter for the Ministry.
The mi-26T2 is an upgraded version of the Mi-26T heavy helicopter. It received modern avionics equipment, which allowed not only to use it at any time of the day, in difficult weather conditions and fly over undirected terrain, but also to reduce the crew to 3 people.

"Rostec supplies the Ministry of emergency situations with a range of helicopters that are used for rescue operations, medical evacuation, fire fighting and other tasks. The mi-26T2 is the latest modification of the world's most cargo-carrying helicopter, which significantly expands the possibilities for its use in accordance with the most modern requirements for avionics and flight safety, — said Andrey Boginsky, General Director of Russian Helicopters holding. - The mi-26T2 is mass-produced and has already been delivered to foreign customers, who appreciated this modification. I am sure that the expanded capabilities of the Mi-26T2 will also be in demand when performing the most difficult tasks that the EMERCOM of Russia faces every day."
The mi-26T2 is equipped with a modern flight and navigation system. The helicopter has a "glass" cabin (electronic indicator display system), an inertial navigation system, GLONASS and Navstar navigation systems, an early warning system for the proximity of the earth and energy-absorbing crew seats. The mi-26T2 is equipped with a digital autopilot that can not only guide the car along the route, but also make a landing.
The complex of avionics allows you to significantly reduce the load on the pilots, simplify their work, and significantly reduces the time to prepare for departure. Compared to the basic version, many processes are automated. At the same time, for greater security, almost all systems are duplicated.
The mi-26T2 can reach an altitude of 4,600 meters, and the helicopter's cruising speed is 255 km/h (the maximum is 295 km / h). The maximum take-off weight is 56 tons, while the weight of the transported cargo is 20 tons. Range-800 km with normal load (1920 km-driving range).
The helicopter is capable of performing various tasks: evacuating up to 82 people from the disaster site, or, in the sanitary version, transporting 60 wounded and 3 medical workers. The mi-26T2 can operate as a fuel tanker, carrying 14,000 liters of fuel and 1,000 liters of lubricants, and of course, extinguish fires using a spillway device.

EMERCOM of Russia orders two more Be-200ES amphibious aircraft

As reported on December 29, 2020 by the Interfax news agency, the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters has ordered two more Be-200ES amphibious aircraft for extinguishing fires with a total cost of 5.7 billion rubles, follows from the agreement on government purchases. The Be-200ES amphibious aircraft of the Russian Emergencies Ministry Aviation (registration number RF-31370, production number 76820002602, serial number 02-02, name "Evgeny Preobrazhensky", Irkutsk-built vehicle in 2006) during a practical training on the Commander Islands, 08/06/2020 (from ) Russian Emergency Situations Ministry

According to the published document, the Central Base of Measuring Technology (TsBIT) of the EMERCOM of Russia and the Taganrog Aviation Scientific and Technical Complex (TANTK) named after Beriev (part of the United Aircraft Corporation - UAC) signed a contract for the supply of two Be-200ES amphibious aircraft.

The contract specifies that the aircraft must be delivered in a basic (fire) version and be able to be converted into a rescue, cargo or passenger version.

The delivery time for two aircraft worth 2 billion 850 million rubles each is until December 1, 2022, the document says.

The Be-200 is a multipurpose amphibious aircraft designed for firefighting, emergency assistance in areas of extreme disasters, search and rescue on water, sanitary and cargo transportation, as well as environmental monitoring. The Be-200ES can take 12 tons of water on board. For one refueling, the aircraft is capable of dropping up to 270 tons of water on the fire.

To date, the Russian Emergencies Ministry has received 12 Be-200ES amphibious aircraft. In February 2019, the last aircraft of this type was handed over to the ministry under a state contract dated 2011 for 6 aircraft.

According to the head of Rostec Sergey Chemezov, of the 12 Be-200 aircraft on the balance of the Ministry of Emergency Situations, only 7 are "on the wing".

Comments bmpd... Thus, on December 25, 2020, the CBIT EMERCOM of Russia signed a contract with PJSC "Taganrog Aviation Scientific and Technical Complex named after G.M. Beriev "(TANTK; part of PJSC UAC) for the supply of two additional Be-200ES aircraft for the amount of 5.7 billion rubles. It is reported that in order to fulfill this contract by the end of 2020, the plant had to receive an advance payment from the federal budget. RUB 1.6 billion In 2021, it is planned to allocate 2.6 billion rubles. and in 2022 - 1.6 billion rubles.

Earlier, the Russian Emergencies Ministry received 12 Be-200ES aircraft, including the first six serial Be-200ES, built at the Irkutsk Aviation Plant (PJSC "Irkut Corporation"), which were transferred from 2003 to 2011; and six Be-200ES (serial numbers from 303 to 308), built at the Beriev Aircraft Company named after G.M. Beriev under the State Contract of 2011 andaired between January 2017 and February 2019. In 2017-2018, there were reports that the Russian Ministry of Emergencies was negotiating the possibility of ordering six more Be-200ES aircraft built by TANTK im. G.M. Beriev (apparently, it meant the implementation of the Ministry of Emergency Situations of six unfinished aircraft of the canceled order of the Ministry of Defense), but in the end so far the matter was limited to ordering only two additional machines.

Now TANTK them. G.M. Berieva is fulfilling a contract signed in 2018 by the Russian Ministry of Defense with the UAC for the supply of three Be-200 aircraft to the Russian Navy's Naval Aviation - one in the Be-200ES version and two in the Be-200PS version. The first of these aircraft, the Be-200ES (serial number 311) was delivered in July 2020, the second in the performance of the Be-200PS (serial number 355)made its first flight in Taganrog on November 10, 2020.

In Anapa, a drone saved a drowning man for the first time. The incident occurred yesterday on the central beach of the resort. The drowning man was recorded in time by a special monitoring system, a drone with a life jacket was sent to him, with the help of which he remained afloat until the arrival of rescuers.

Rescue drones took up service on the Anapa beaches this year. The project was developed together with the Institute of Problems of the Russian Academy of Sciences. Currently, three specially equipped Anaspas rescue towers are operating on the central beach of Anapa, and their number is planned to increase in the future.
