It's currently more complicated than that. It's a restricted 27 people council. The Russian member didn't took part. So there are two people who haven't voted at all. It's one of those situations where you don't vote with your heart.

Russian athletics federation hopes to resume its IAAF membership in three months

An anti-crisis plan of action has been adopted at a meeting of the Russian Athletics Federation

MOSCOW, November 15. /TASS/. The All-Russian Athletics Federation (ARAF) hopes to resume its membership in the International Association of Athletic Federations (IAAF) in three months, ARAF’s acting president Vadim Zelichenok told journalists on Sunday.

"We would like to resume as IAAF full-fledged member in three months," he said.

Zelichenok also said that the extraordinary ARAF presidium meeting on Sunday with participation of Russian Minister of Sports Vitaly Mutko had adopted an anti-crisis plan of action. "There were not very many issues on the agenda. The IAAF decision on ARAF’s suspension was read out. We discussed this decision and possible ways to overcome this situation. An anti-crisis plan was adopted," he said.

In his words, the key goal as of today is to ensure participation of Russian athletes in the Olympic Games in Rio de Janeiro in 2016. "It was confirmed once again that our key goal now is to ensure participation of Russian athletes in the Olympic Games and resume our status to give them a possibility to take part in all competitions," he said.

According to Zelichenok, the next president of the All-Russian Athletics Federation will be in office for less than one year as the next regular elections will take place after the Olympic Games in Rio de Janeiro in 2016. He also noted that Olympic champion Svetlana Masterkova has announced plans to run for ARAF president.

"Another election conference will be held within six months after the Olympic Games," he told journalists. "People [candidates for ARAF president] should be aware they will be in office for a short period of time. However they have a possibility to be reelected for a longer term - four years."

"Naturally, the winter season is most likely closed for us. That is why we want to expand the calendar of domestic competitions and, probably, invite foreigners," he added.

Here is where the test will be.  In three months time, and they do fix all the issues mentioned in the Agenda, and they still not allowed in, then it will be easily viewed as political and nothing more.  At that point, Russia should continue operating domestic competitions among regions and invite foreign countries such as China, India, Brazil, N.Korea, S.Korea, etc etc etc to all participate in such events, and eventually open similar events in the other countries.  Bypass the IAAF altogether.  Keep up with Universaide and work on something else.  After Russia being singled out from all the other major doping countries, I imagine there will be many countries opened to also participating in an another event.

Time to accuse her of using dope. The NATO hate propaganda chorus is on the case.

Russia’s Medvedeva wins gold medal at World Figure Skating Championships

Also she broke the world record in free skating scoring 150.10 points

BOSTON (Massachusetts), April 3. /TASS/. Russia’s Evgenia Medvedeva has become the winner of the World Figure Skating Championships in Boston (USA). She scored 223.86 points after a short program and free skating (73.76 +150.10).

Ashley Wagner of the U.S. came second with 215.39 points and Russia’s Anna Pogorilaya - the third (213.69 points).

Medvedeva broke the world record in free skating scoring 150.10 points.

The previous record was established by South Korea’s Kim Yuna who scored 150.06 points at the 2010 Olympic Games in Vancouver, Canada.
    "I have not yet realized"

Medvedeva has said she showed her best performance at the World Figure Skating Championships in the United States.

"I think it will take some time for me to realize that I won the world championships, because I have not yet realized that I won the European championships," she has told TASS. "I think it will take me quite a while to realize this, especially considering the fact that I won it with a world record. At the moment I only understand that I did my best and presented my free skate to the best advantage."

Young Russian hockey phenom Andrei Svechnikov, born in 2000, moves to play hockey in the USA next season. Svechnikov is considered to be by far the best young talent in Russian hockey today.

Fucking sad, and a bad decision for him. North American junior leagues generally do a bad job of training young Russian hockey players. These Russian kids are leaving their country younger and younger. Now they are leaving at 15-17.

In the 1990's and 2000's Russia managed to keep their best hockey players in the country better than they do now.

All competitive endurance, strenght sportsmen use drugs to boost their performance. Fact. Meldonium wasn't banned before and when it was - it was too late to leave atlethes bodies so it was detected. And that ban was targetted at Russia as someone spilled the beans. It's kind of stupid tho as people were using it for ages, also it has terribly long halflife and tracebility so it will dissapear from sports soon

Russian rowers banned from Rio Olympics after failed doping probe

    https://www.rt.com/sport/349070-fisa-doping-russian-quadruple-sculls/

Perhaps now Mr Putin ,... the anti space president ,will put an end of this bullshit
and non sense of wasting so much money of Russia GDP in sports and put the damn
money in where it really matters for the nation economy and business.
I fully welcome a total ban of Russian sports in the world at least for a decade.
if that is what it take for the Space Hater Putin ,to stop wasting money in useless
sport events and take that money instead better in creating an industrial revolution
and returning Russia to the space race to the level of soviets union best times..
The millions Putin waste financing salaries of sports atletes could be better used
to finance engineering and scientist projects.

If Putin  likes to compete in races, there is plenty of races to do space ,and it will be
even cheaper ,in comparison to the ridiculous spending that Russia use on hosting world events ,like Sochi and fifa 2018 .
