I doubt licence production would be available as an option but in the future Venezuela could opt for more S-300VMs and S-350 coupled with ECM. Few more batches of latest Russian
fighters and they are good to go. Several subs armed with Clubs would come in handy too

Because of little technical knowledge meaning toooo much time to educate lots of people and to build many factories. Licence production of S-300VM is not as same as AK-103 Venezuela
acquired. In quantities they want to buy it makes sense to just buy off the shelf and ask for offset. Their economy despite No.1 oil reserves is still to fragile due to economy war and
black ops USA regime has unleashed against them since Chavez came to power. They need money to carry on social reforms and to be able to fend of anything US regime might think of.

One thing that makes the process tedious is that acronyms are often used for FAV bases. BAMARI, for example, is B.A. Manuel Rios. Also, although integrated under the air defence command structure, 393 Group is operated by either the Navy or Marines. Anyway, ongoing process.
