The mounting of the lense would prevent it from effectively engaging targets at low elevation but would allow for more effective engagement of targets coming from the zenith unlike a traditional turret.

I doubt it would be sufficiently powerful to destroy ballistic missiles though perhaps an array of Persvets could destroy a missile.

Not only blinding but destroying satelitte's lenses making them totally useless. For radar satelitte it will burn the antenna.
