Too much. It should be lowered.

Those numbers are not valid for 2015 and this year.  Russian trade turnover with the EU has gone down by 40% since 2013.

    billions of euro:

Year    EU imports   EU exports   Balance
    2013   207.0           119.5           -87.5
    2014   182.4           103.2           -79.2

Trade turnover with others did decrease as well. That is why 46% seems realistic.

Not really. Russian trade with EU was compensated by trade elsewhere such as South America. It does not make sense for the
EU to retain the relative fraction of Russian trade since it is a localized trade anomaly due to sanctions. Russian trade fell overall
since the ruble exchange value dropped and oil prices fell. But trade with the EU clearly experienced a bigger drop.

More idiotic economic policies for MR Putin.

now he wants to finance 30,000 pensioners living in Israel. is he really that stupid?

    https://rbth.com/politics_and_society/2016/06/08/russia-to-pay-pensions-to-former-soviet-citizens-living-in-israel_601413

This news looks like a worthy one of a major protest in moscow to demand Putin to
stop giving away for free the money of Russians.

This is the kind of retarded policies that Russia needs to avoid. Populism policies of giving away money for free to pensioners is not what will make Russia ,influence other nations to respect their nation interest. Neither is what will lure Europe into the Russian orbit to end NATO and American hostiles policies. Russia will only gain respect it wants and be taken seriously by becoming a major development nation and a leader in technology that every civilian needs and a leader in space.

    @vann

I too was shaking my head at that, then it came to my realization that most of the Jews who lived in the Jewish Autonomous Republic in Russia left Russia in 90's/early 2000's. Guaranteed in Russian news, it was a glaring constant reminder that these people paid into a pension over the years of Soviet Union and after. So I think of it as a debt repayment kind of thing and that's it. Cause no one would be happy for Russian gov (no one as in, inside Russia) if he just throws money around. And already a lot are pissed at him regarding pensions inside of country.

Not a lot of Jews left in the Autonomous region now. Pay now and get it over with.

I think a clause should be signed stating that: if you leave, your pension is void. Then again, I wouldn't be trying to win hearts and minds outside of country besides to allies.

Nabiullina recalled the debt trap in the case of public debt growth
    Any update from 11:42 →
Siluanov said on internal borrowing for any budget deficit

Moscow. 16 June. INTERFAX.RU - Efforts to stimulate the growth of the Russian economy by increasing public debt may result in the debt trap, says the head of the Bank of Russia Elvira Nabiullina.

"I think if you try to stimulate economic growth through the growth of debt, you can get into the same situation as with the inflationary spiral - in a debt trap," - she said, speaking at a panel session at SPIEF 2016.

Nabiullina said that the acceleration of the growth of the economy through debt - is government spending and public investment.

"I think we have a problem in another area - we need private investment, growth through private investment A public debt -. It future taxes, it is necessary to pay, so I think it is, of course, no alternative," - she said.

In turn, the Russian Finance Minister Anton Siluanov warned against relaxing attitude to long-term preservation at the level of three percent of the federal budget deficit in GDP and higher, as it will lead to a rapid increase in public debt and in general will negatively affect the economy.

"Right now, a small public debt - 14% of GDP, but to increase it quickly - up to 30-50-100% - can be fast enough for the three years is therefore in any case now we can not say that we have such a budget deficit we shall.. reduce, "- he said.

"If you were an entrepreneur, how would you talked? That's a deficit of three percent, which this year we have set as a target at 40 dollars per barrel, and what will happen next, maybe four-five per cent of GDP? This is the effect on inflation on the rates because we have to take a large loan and the entrepreneur always in my head - how risky my investments that the government will do next? ", - the minister said.

According to him, to reduce the deficit can be either due to the consolidation of the budget expenditures or raise taxes. "But for us (raising taxes - IF approx.) - It is unacceptable," - he said, noting that raising taxes is difficult to sustain the strategic goal is to ensure the pace of Russia's economic growth above the growth rate of the world economy.

I tend to agree that debt is bad.

That said, guess the euro bonds are part of that too.

And thats exactly Putins Biggest Mistake. The guy still live in the soviet union ,his mentality
and no fucking clue of how to win the hearts of the world ,and thats the reason why , Russia have no allies and is virtually alone in the world, ALONE in Syria ,alone on its own in Ukraine.
and the only allies it gets are nations rejected by the developed world . ie. IRAN , North Korea, Cuba ,Venezuela etc. How is possible that no advisor tells Putin's what he needs to do to influence the world ,to support Russia not only with words but with actions. So Russia is not alone in any problems they face with Americans?

So is a problem of influence , a problem of leadership , that Russia leads in nothing anymore ,in where it really matters

Look at the message Russia sends to the world , how great Russia is.  Neutral

is not this way.. how Russia needs to win the hearts of the world.

    but this way.

but this other way too.. even better.

Look then how Japan steal the show in the world . Final Fantasy developers
worshiped like Rock Stars. E3 entertainment 2016. this week.

it will be IMPOSSIBLE , for Americans to isolate Japan from the
world EVER ,with all the amazing  technology ,amazing entertainment and really good cars
they produce that makes people wait days in long lines to get it first.

Look how Americans win the hearts of the world.

So you have a lethal combination between western propaganda of Russia being a losers nation ,with the mediocre leadership of Russia it have if any on anything that really matters for society.
Had Russia was clearly leading in Space ,traveling with Cosmonauts to mars ,or the moon, had Russia was leading in Computers or Entertainment in movies , or music industry. any of those ,then it attract a MILLION times more interest in their nation and more positive support ,and
more allies that will want to join Russia economic world and not the western one.

here how Americans influence Russians.. so much that Russian girls accept to be naked
to get a free Iphone. No

    https://www.youtube.com/watch?v=mWsj0C-gSH0

is really depressing to see how Americans manage to steal the show even of Russians.
Later Putin do not understand why the 5th column exist.  Rolling Eyes  it is precisely how Obsolete
Russia is being developed what create people to look to the west for a better future.

Putin belongs to the 70s and the idiot waste the budget on Russia on things
Russia absolutely have no need and cut the funding in the things that Russia really needs
    to invest .  Neutral

it was Putin himself who told invested in Ukraine ~100 billions$ since the collapse soviet union, and then later he complain that they never appreciated it. of course they will not ,because the moron do not understand that only Power and Leadership and development is what influence mostly society and nothing else. People likes to follow leaders ,that is nations that leads , and followers are never followed, but only leaders.

I really don't understand what is the problem , why is so difficult for Russia to see how
the west Influence Russian citizens. Is not rocket science. They do it through their
powerful modern culture. through their technology ,through their entertainment. through
    their music ,through their movies.

Im afraid that Russia will experience the same destiny of the soviet union if continue with so
clueless leaders in power. That do not see how the west steal the show and the public interest
away from Russia. Being a good President and earning people trust is not enough. Putin needs to take Russia to a leadership role in the world. if really wants to have a chance to not allow Americans to create a major coalition to isolate Russia from the world.

You do realise that none of that would have given Chechnya, Abkhazia, S. Ossetia and Crimea back to Russia. Isolated is a relative term and wrong. Russians can go anywhere they like, foreigners can visit Russia as they please (I've done 3 times so far) and then there's internet, commerce and freedom of ideas. Russia is not an authoritarian communist or imperialist regime anymore. It's an oligarchy-influenced, presidential republic but so is most of the West, just different kind.

    Chill out.

I never said Russia is a third world nation. only that is not leading in the world. and that is
the major problem. leading where it really counts. for society . that is.  Russia leads in military
,which is the reason we visit the forums. but military is not a real influence. you cannot buy a tank or a combat jet. where Russia needs to lead (Aside of its military) is on civilian technology
and entertainment. and become very developed nation , on its roads and infrastructure.

Russia needs to look at Japan.. in a tiny small island ,that have half of the population of Russia ,but have a million times more influence in the entire world than Russia . its technology and
entertainment and car industry really rivals the american one. If japan can do it , Russia can do it too. It only needs a leadership in Russia with a clue of what they need to do ,to compete with Americans in the capitalist world.

Japan is hardly less populated than Russia 127 vs 144 millions. Also Japan is benefiting from small landmass, US aid during 40s and 50s, huge boom from the 60s till mid 90s, no wars, no loss of industry, no -stans, no "moderates" and huge politically-approved exports to USA (that set them and keep them going as a power). Japan is arguably the leading nation in niche industries like battery research and specialized chemicals.

Yet I don't see how Japan influences Middle East, North Africa, Latin America and so on. They have problems even in their own region.

But Japan was always ,a leading nation in technology and military. always. Japan influence
the entire world . Look how fast their cars and playstations are sold. they now lead in media storage too, and very decent TVs they produces and audio equipment and electronics. This is what Mr RAsputin needs to pay attention. Not how to give away free money to pensioners ,but how to become a leading nation.

If Russia was a real leading nation in the world the americans will respect Russia and will not
be trying to destroy it. Putin do not see ,how his own mediocre influence is what makes Americans wants to get rid of him, Because they see Russia as not a nation that needs to exist .
But if Americans saw Russia landing in the moon and mars for real with humans, and with bases in the moon ,then not only their aptitude will be completely different ,but also of the American society too that will be demanding good relations with Russia.and Europeans will realize they dont need to follow americans anymore ,because Russia is more advanced. the primitive arrogant egos ,in the west ,only respect power and leadership. and Russia only have power because it have nukes , but next to no leadership in the business world, in where it really matters. for civilians that is. Cheaper gas will not convince anyone to move to Russia. or want to live there.

After Crimea, close to about 146M. With mentioned of Ukrainian refugees, about 147. A lot of them will get citizen ship as they are fast tracking them.

Japan is a heavily in debt nation where they moved 80% of its manufacturing to SK and China. They are facing somewhat of a crisis in terms of wages/jobs.

Indeed Russia need to emulate the positive things and not the bad ones.
Japan have a lot to teach Russia ,how to become a leader in the world. Americans loves
japan technology and entertainment. it will be impossible for any Neocon to come one day
and say , Japan is an enemy , the americans will simply protest in the millions that. and europeans will want to join Russia if Russia start leading. if only they did that.

Japan's entertainment industry is between Japaname, and video games. And their games are becoming terrible, and their Japaname is really now just Hentai, and Russians have more than enough woman were the men don't need to result to watching tentical porn. Although there are some things to emulate, entertainment really isn't one of those. Unless a weeaboo.

Putin has to work with what he has. He alone cannot turn Russia into something like the United States or even Germany. It requires effort from the whole nation.

I don't know about that. Their electronics industry is not competitive and has lost market. Nobody buys Kyocerra cells, Vaios or Sony TVs. NEC has lost ground. The global market has shifted to China and Korean product. OLEDs, Hisense or LG TVs and Huawei cells.

Also Ubisoft did a good job on simulators, ones the left a cultural mark in the world (LockOn). I know nowhere near Japan but good enough for early 00s.

What is she smoking? When did the Russian government since 2000 ever stack up foreign debt at rates she is yapping
about (30% of GDP per year). She is basically spitting on Putin's and Medvedev's fiscal record and she should lose her job over
such gross political meddling and misinformation.

Her claim that the Russian government will use foreign borrowing to finance the deficit is outright blood libel. The Russian government
hasn't been doing this over the last two years but this cunt is barking that they will now do it at a rate of 30% of GDP per year. What
a lying fucktard. The Russian deficit is not anywhere near 30% of the GDP.

    http://www.themoscowtimes.com/business/article/russias-2015-budget-deficit-totals-25-billion/556581.html

It was 2.6% of the GDP in 2015. So this headcase can only talk about 3% of GDP per year in debt increase, hypothetically.

Putin: Russia intends to carry out a serious technological upgrade

St. PETERSBURG, June 16 — RIA Novosti. Russia intends to carry out a serious technological upgrade, is interested in new technologies and investments, said Russian President Vladimir Putin

"In the framework of import substitution programs we create in Russia strong businesses able to compete successfully in foreign markets. To boost their efficiency, we intend to conduct a serious technological upgrade, and is therefore interested in the fact that along with capital came to us, and modern technologies", — said Putin at a meeting with foreign investors in the framework of SPIEF.
"It is clear that this process should be mutually beneficial, so we offer convenient tools, one of them is a special investment contract, under which the investors secured commitments to raise the technological level, the localization of production in Russia to increase exports of any product", — he said.

According to the President, instead, provide long-term guarantees, indemnities and other preferences.

Ulyukayev: the participants of the Economic Council could not convince Putin

He believes that the concept of meeting participants suggested were too different in essence, therefore, to develop a common plan of its follow-up was impossible. "It is impossible to agree and suggest an overall plan on the basis of such contradictory concepts can take from them what is the same ... and to develop further," - said Ulyukayev.

He said he did not think the meeting useless as "competition proposals, we need the competition of ideas," and the like "conceptual contest - good seed", and further need to discuss the "specific topics." "Maybe when we get to the level of more concrete, we will have more understanding," - said the Minister.

I´d say Japanese are more going towards nanotechnology, gentics, robotics and aerospace than TV, thay still invest heavily n science and technology. So Koreans and Chinese took over less complicated markets.

I did not like her reasoning. deficit is not good but saving on social programs and keeping hign % rates is what definitely stops any economy growth. Somehow she "forgot" to compare with China or india wrt restrictions on capital transfers outside...she intends to count on mythical western investors? so again poor colonial status?

Karl Haushofer wrote:Putin has to work with what he has. He alone cannot turn Russia into something like the United States or even Germany. It requires effort from the whole nation.

You are right that Russia cannot turn Russia into another United States in term of business ,because they are an economic super power and can print money , but there is Japan.  Japan ,which far less resources than Russia ,far less territory ,no energy and no resources ,no european rich culture ,still they pull forward ahead of Russia in influence in the world. Japan have their own space program ,building too a stealth jet ,make his own weapons and his own cars and tanks. This is the example Russia needs to look. if japan can do it ,then i see no reason why Russia cant do it too .. Is just the lack of vision of putin what keeps them not moving forward.

Russia needs to seriously change its perception of the world they live. Is a world of influence.
what happens today between Americans and Russia is war of influence.

    And Russia losing miserably.

This is why western media wants to block/downplay and ridiculize any world event
hosted in Russia , Sochi,Miss Universe ,FIFA 2018. Because it doesn't want people to be
influenced by Russia. not even for tourism.because that will help Russia economy and counter
the demonization of Russia too. and allow it to have some influence as a great nation.

Americans are trying to split Europe from Russia ,permanently and Russia countering it by saying please ,please or please , lift sanctions and do business with us.  No

And for the major reason most of Europe does not completely follow Americans plans ,of total isolation of Russia ,is because aside of the higher prices of energy ,is that the total isolation of Russia from Europe ,will make it very easy for Americans to start a major world war against Russia with NATO and Europe in the front line.

So indeed Putin needs to kiss the ass of "evil" merkel and hollande . they literary saved Russia from a major war in Ukraine so they quickly moved and saw the real danger that was Ukraine for Russia if not put the brakes on Americans intentions there. and forced Poroshenko to sign a peace deal. that puts the ball on the side of kiev , with a guideline and steps for full recover
of Donetsk and lugansk in a peaceful way. That is not being implemented yet is irrelevant. it will have to be done. they cannot get away from Misnk-2. since is signed by the entire world. and as long Europe push Ukraine ,and continues pushing and put any Visa free program ,under the conditions of implementation of minsk2, ,then ,they will to implement it and there is no other way.

So in the end ,Americans arrogance, and greed, makes them to  destroy their own image and enourmous influence by promoting a war and terrorism and disrespect of their own allies and Russia policy does very little to influence in any way at all. Is like the world was setup to its own auto destruction .unless mr rasputin gets a clue ,that Russia needs to be leader and to work to become an alternative to US ,even at least in space ,if it wants ever to see a world of peace. all said if Putin knew what he is really doing. he will be building rockets with his own hands ,for space travel to lead there, as if his own nation life depended on it. As a bonus such space leadership will benefit enourmously its military defenses capabilities in space too. and i say Rockets ,because space is the place where Russia have more experience and opportunities to lead. but it couple be many others things consumers technology or entertainment ,and whatever they do be the leaders on it and become something that everyone will like to buy and have.

How do you develop an OLED based or LED back-light TV then?
Science and nanotech my friend. And In fact Koreans are now ahead of the Japanese in that regard.

I really didn't read all of it.  Just the base point which I agree with.  Whatever else she has to peddle I am not interested in as you know how much I despise the woman.

Edit: I decided to read the rest of it and yeah, it is only pure speculations on her end. If they decided to raise deficit by 3 - 5% this year, that still isn't 30% that she proclaims. If it was raised 3% this year, it is 15% then for public debt. Which is still massively low.

The rest is just kind of basic knowledge - more private investments (this does not equal FDI but private in any sense, so even from internal sources) = more taxable money meaning more money to the budget and the nation overall. OK, that is the most basic one can get at it. But the issue is - if government cuts back social programs or financing for it, then eventually people will cut back even more. More cut backs, less money circulating, and thus poorer it becomes. If they are relying on FDI, then clearly they are not doing things right. FDI is only so good.

If Putin isn't happy with what the economic counsel (Kudrin's group) has suggested and is denying it, then what she is peddling isn't liked either in whatever backroom dealings she may be pushing. Right now, it is SPIEF (St.Pete international economic forum) and we should hear more in coming days.
