    Two S. Korean fighter jets crash during training flight

    MOSCOW, March 2 (RIA Novosti) - Two F-5 Tiger fighter jets crashed into a mountain in eastern South Korea during a routine training flight on Tuesday, the Yonhap news agency reported.

    The accident took place near the coastal city of Gangneung, about 237 kilometers (147 miles) east of Seoul.

    "We are currently searching for the missing pilots near the area," Yonhap quoted an Air Force official as saying.

    The official said two HH-60 rescue helicopters have been dispatched to the crash cite.

    South Korea reportedly has 174 F-5E/F Tiger II fighters in service with its Air Force.

    S. Korea rejects Boeing's F-15 SE as next-generation fighter jet

    South Korea decided on Tuesday to reject Boeing's F-15 Silent Eagle as the country's next-generation fighter jet because the candidate was assessed not to have enough combat capabilities against possible provocations from the Democratic People's Republic of Korea (DPRK).

    Among three candidates, including Lockheed Martin's F-35 stealth jet and EADS' Eurofighter Tranche 3 Typhoon, Boeing's F-15 SE was selected as the last candidate for the country's next-generation fighter, but it was rejected at the meeting of the defense acquisition committee presided over by Defense Minister Kim Kwan-jin, the Defense Acquisition Program Administration (DAPA) said in a statement on Tuesday.

    The arms procurement agency said that it will restart the project as early as possible, which was expected to take more than one year to resume the acquisition process, in order to minimize security vacuum.

    South Korea had pushed an 8.3 trillion won (7.2 billion U.S. dollars) deal to buy 60 fighter jets, the largest arms import contract in the country's history, to replace the aging fleets of F-4s and F-5s for five years from 2017.

    Boeing's F-15 SE was the sole candidate that fell within the budget of 8.3 trillion won, but it was not selected due to its lack of stealth features. Former Air Force chiefs have expressed concerns over the aircraft's stealth functions.

    'The fighter jet project will be restarted given the asymmetric threat such as North Korea (DPRK)'s nuclear threat, recent security situation and rapid development of aeronautical technology,' Kim Min-seok, spokesman of the Defense Ministry, told a press briefing.

    Kim said that the South Korean Air Force would need enhanced combat capabilities given the recent trend of aviation technology change into the fifth-generational fighter jets, noting that retaliatory tools against the DPRK's possible provocations would be necessary as the core tool of the kill chain system.

    The kill chain framework, also dubbed an attacking style of defense system, is a process that detects nuclear and missile attacks by the DPRK on a real-time basis before targeting and neutralizing the attacks.

    This is believed to be interference to make sure the F-35 is selected, hence why they're redoing the entire thing, likely to get the F-35 proposal within the new budget. Notice how their complaint was with LO, implying that they want LO.

    South Korea signs Global Hawk deal for 2017-2019 delivery

    South Korea has signed a USD657.4 million Foreign Military Sales contract for four Northrop Grumman RQ-4B Block 30 Global Hawk unmanned aerial vehicles (UAVs), two spare engines, and two ground control systems, the US Department of Defense announced on 16 December.

    Deliveries are to begin by 2017 and will be complete by 2019. South Korea first expressed interest in the Global Hawk in 2005 and made a formal request for aircraft in 2009.

    The Block 30 Global Hawk's synthetic aperture radar will be helpful in penetrating the mist that often obscures parts of the Korean peninsula, while the system's endurance of some 35 hours and ability to operate at altitudes of 50,000 to 65,000 ft (15,240 to 19,810 m) will provide Seoul with a persistent intelligence, surveillance, and reconnaissance (ISR) capability.

    South Korea has always been heavily dependent on US ISR assets for its security. The Global Hawk purchase is the first step in giving it an independent ISR capability.

    ANALYSIS
    Seoul is in the early stages of developing and deploying the ISR assets needed for its 'Kill Chain' system for spotting and eliminating hostile missile launches. In addition to the Global Hawk purchase, South Korea has a 'stratosphere endurance UAV design technology' programme to develop an ultra-light UAV capable of remaining aloft at altitudes of up to 50,000 m (164,000 ft) for around three days and plans to put reconnaissance satellites into space by 2021.

    Lockheed Strikes S. Korean F-35 Offset Deal

    LONDON — When Lockheed Martin said last year it was to use a European-built satellite as part of its offset offering in a $7 billion agreement with South Korea to buy F-35A fighters, the company was short on detail as to exactly what was involved in this unusual arrangement.

    That veil of secrecy lifted a little Tuesday, when a seemingly innocuous press release posted on the website of Blenheim Capital announced the British offset experts had set up a subsidiary company in Luxembourg to "purchase, launch and provide satellite communications capacity, initially to the Asia Pacific region."

    Neither Lockheed Martin nor Blenheim would comment on whether there was a link between the statement last year and the offset companies announcement this week.

    But a European executive with knowledge of the satellite communications industry said Blenheim is part of a deal involving the supply of one military and two civil satellites as part of the offset arrangement between Lockheed Martin and South Korea.

    Lockheed agreed to a deal with South Korea for the sale of 40 F-35 combat jets last year. Some 50 percent of the value of the near $7 billion agreement is covered by offset arrangements.

    There are no official details of how any satellite arrangement might work, but the executive — who asked not to be named — said he believed that one route might involve discharging the offset through the provision of low-cost equity funding to support the satellite production and launch.

    Blenheim said in its release that the business "will be seeded with a $150 million investment," but declined comment on the source of those funds.

    Reuters last September reported Lockheed's F-35 international business development director, Steve Over, as saying the company would buy and launch the satellite by 2017.

    The satellites would be built in Europe, even though Lockheed Martin is a spacecraft supplier in its own right.

    Blenheim said in a press release on its website that its new Luxembourg subsidiary, known as Blenheim Space, had entered into a "supply agreement with a major satellite provider for an initial three satellites and is currently in negotiation with a global telecommunications provider to further develop the business."

    "The first satellite is nearing full technical definition with a view to launching in early 2018 with an established launch services provider. It is anticipated that the subsequent two satellites will be fully defined and scheduled in the next six months with launch anticipated in mid-2018," Blenheim said in the release.

    The offset provider declined to comment on the name of the satellite supplier. Airbus Defence and Space and Thales are Europe's main satellite builders.

    Lockheed declined to comment on why its own satellites are not being used in the deal.

    The European executive said the reason for not using Lockheed Martin-built satellites may be related to ITAR restrictions but it could just as likely be something such as a lack of suitable export finance in the US.

    Grant Rogan, the CEO of Blenheim Capital, said the company's space venture is "entering a market that is undergoing rapid change and evolution with smaller commercial players now able to work alongside major corporations and governments to enable cost-effective solutions to our growing need for fast and secure communications around the world."

    Offsets typically require overseas defense equipment suppliers to directly or indirectly invest cash and technology in the economic and social development of the nation buying the arms.

    The requirement for offsets differ from country to country but usually run between 50 and 100 percent of the contract price although sometimes they can be more than the value of the equipment or service contract itself.

    Lockheed Martin had offset obligations totaling just over $13 billion by the end of last year, according to its latest annual report.

    Entirely by coincidence, military communications capacity in Asia received a further boost earlier this week when the British Ministry of Defence announced it was repositioning one of its Skynet 5 satellites to the Asia Pacific region for the first time.

    A ground station is being built in Australia as part of a multimillion pound investment to provide the British with secure communications in the region.

South Korea is procuring the helicopters to neutralize the threat of North Korean hovercraft that could, in an attack scenario, land on any number of South Korean islands off the country’s western coast. The Apache Guardian, a heavily armed chopper, can initiate strikes against land vehicles and weapons, including armored tanks and multiple rocket launchers. Seoul’s military officials confirmed in July that North Korea had installed four 122-mm multiple rocket launchers, with a range of 12 miles and capable of hitting South Korean territory, near Yeongpyeong Island in the disputed maritime border area between North and South.



    The Apache Guardian is a modernized version of the Apache Longbow AH-64D, according to reports. During the first Gulf War, the Longbow destroyed enemy tanks, earning it the nickname “Tank Killer.” The AH-64 also is capable of simultaneously carrying 16 Hellfire anti-tank missiles and four Stinger missiles, and is armed with a 30-millimeter or 1.18-inch M230 chain gun that can be loaded with 1,200 rounds. The Hellfire missiles are guided by the Longbow Fire Control Radar and can hit targets up to five miles away. South Korea press reported the currently deployed Cobra helicopters used to counter North Korea threats facing Baeknyeong Island on the western coast of the country have limited capabilities at night or when surveying the whole horizon. The Apache Guardian is expected to replace the Cobra fleet. A DAPA official told South Korean television network YTN that the helicopters are to be deployed starting mid-2016."

Seoul’s Defense Acquisition Program Administration had agreed in 2013 to purchase 36 Apache Guardian helicopters for $1.6 billion, and the rollout was attended by Boeing executives and about 50 others in Mesa, Ariz., South Korean newspaper Chosun Ilbo reported Tuesday. South Korea is procuring the helicopters to neutralize the threat of North Korean hovercraft that could, in an attack scenario, land on any number of South Korean islands off the country’s western coast. The Apache Guardian, a heavily armed chopper, can initiate strikes against land vehicles and weapons, including armored tanks and multiple rocket launchers. Seoul’s military officials confirmed in July that North Korea had installed four 122-mm multiple rocket launchers, with a range of 12 miles and capable of hitting South Korean territory, near Yeongpyeong Island in the disputed maritime border area between North and South.



    The Apache Guardian is a modernized version of the Apache Longbow AH-64D, according to reports. During the first Gulf War, the Longbow destroyed enemy tanks, earning it the nickname “Tank Killer.” The AH-64 also is capable of simultaneously carrying 16 Hellfire anti-tank missiles and four Stinger missiles, and is armed with a 30-millimeter or 1.18-inch M230 chain gun that can be loaded with 1,200 rounds. The Hellfire missiles are guided by the Longbow Fire Control Radar and can hit targets up to five miles away. South Korea press reported the currently deployed Cobra helicopters used to counter North Korea threats facing Baeknyeong Island on the western coast of the country have limited capabilities at night or when surveying the whole horizon. The Apache Guardian is expected to replace the Cobra fleet. A DAPA official told South Korean television network YTN that the helicopters are to be deployed starting mid-2016."

South Korea and Indonesia are set to elevate their strategic partnership by signing a strategic cooperation agreement on the joint development and production of KFX/IFX jet fighters. The agreement was signed on Friday by Korea Aerospace Industries Ltd. president and CEO Ha Sung-yong and his counterpart PT Dirgantara Indonesia (PT DI) president director Budi Santoso.

    Witnessed by Indonesian Defense Minister Ryamizard Ryacudu and South Korean Ambassador to Jakarta Cho Tai-young at the Defense Ministry, the agreement represents the second phase of the KFX/IFX program, the Engineering and Manufacturing Development (EMD) phase. Ryamizard said that aircraft technology was not a simple process but was something that needed support and commitment from all parties including the sharing of expertise, knowledge and technology. “The agreement is a strategic early step for bot defense industries, especially PT DI, to develop production and technology capabilities, especially jet fighters,” he said, expecting the jet fighter to become Indonesia’s leading product.

    Ryamizard revealed that the agreement would lead to production, maintenance or sustenance, modification and upgrade of the jet fighter. Meanwhile, Cho said South Korea wanted to demonstrate that both countries were strategic partners. He said the there were more than 2,000 Korean companies operating in Indonesia and that defense cooperation was also significant. “We have bought from and sold to Indonesia a number of weapon systems,” he said “We want to upgrade the relations into a collaboration, such as KFX/IFX.” South Korea has sold a squadron of T/A-50 advanced jet trainers and three submarines to Indonesia while buying transport and maritime patrol CN-235 aircraft from Indonesia.



    Three Minor Differences between KFX and IFX

    He added that there would be minor differences between the KFX and IFX. “The IFX will have a greater range as required by the Indonesian Air Force ,” he said. “For air refueling, the IFX will use a probe system while the KFX will use a boom system. “The third difference will be the data link. South Korea will use the US-made Link 16 and probably develop their own while we will also develop our own.”Budi said Indonesia needed its own data link to allow communications with the Russian-made Sukhoi Su-27/30 Flankers heavy jet fighters."
