I never knew uganda had the money to buy multiple world class jets costing 10s of $millions$ to my knowledge they are having problems feeding their own people and paramilitary rebel groups

I mean Bulgaria which has more wealth than most african countries doesnt even have money to buy a few much cheaper gripens or second hand F-16s.

As for who would win if youre talking about a version of the F-5 tiger that means a 3-3+ gen fighter vs a 4+ gen its pretty definitave who would win even if the Su-30 uses downgraded munitions.

F-5 would be slaughtered as it inferior in every sense.

Not necessarily. The F-5E is the same plane USAF/USN Aggressor units used to embarrass (read: "train") F-14, F-15, F-16, and F-18 pilots. This is why these kind of arguments are entirely unrealistic when you only examine the public specifications of each system. Pilot training and experience can be and often is the most important factor deciding who wins an A/A engagement.

I don't care if the FLANKER is the purest air combat airframe ever designed (it is), if you put an idiot in the cockpit he'll find a way to either shoot himself down, get shot down, or crash. Even someone with a good number of fighter hours but who is a newly trained FLANKER convert would be at a comparative disadvantage without any experience in the airframe if he's facing someone who has been flying the FLANKER for years. This is partly why the cockpits of the 4th Generation Soviet fighters pretty much mirrored those of the 3rd Generation: it made it far easier to convert without having to learn an entirely new layout. It's easier now with craploads of MFDs, but the point remains.

On a related note out of curiosity, what AAMs are the Kenyan F-5EMs carrying these days?

Numbers are also important factor. Uganda have only 6 Su-30 planes. How many F-5EM Kenya have?

Su-30 has many advantages that greatly affects any air to air engagement ,

Longer ait-air missiles ranges, higher aircraft speed ( this increase the range of the missile at high altitudes ) , better scanning and targeting radar and better range ,so a Su-30 with apilot that know what he has to do is enough to defeat F-5.

Russian military held six-month courses for tank commanders in Uganda

According to Uganda Internet portal Uganda Press REVIEW, Ugandan President Yoweri Museveni visited the armored troops school in Karama to personally attend the first graduation of officers who completed six-month training courses for tank and battalion tactical groups commanders. The courses were organized by military instructors from Russia. In total, 60 officers of the Ugandan army were trained.

The trainees completed an intensive course on tactics, unit management in combat, and fulfilled the standards for driving vehicles and firing.

President Museveni congratulated the officers on the successful completion of the courses and advised them to always be ready to fight for the country in any conditions. He thanked the group of Russian military for support, adding that the two countries will continue their joint cooperation.

“We thank the Russians for transferring knowledge to us. Russians have always supported anti-colonial movements all over the world, including ours. We will expand cooperation with them, ”he said.

Before being sent to the troops, the cadets passed the final examinations, having conducted battalion-tactical exercises with the use of army aviation at the Karama range under the guidance of Russian officers.

HAL to Repair Uganda’s Sukhoi Su-MK30 Jets

Uganda’s government has enlisted the help of India’s defence sector to maintain and sustain its Sukhoi Su-MK30 jet aircraft. A letter of understanding was inked earlier this month between the African country and Hindustan Aeronautics Limited, an Indian state-owned aerospace company that has been granted a Sukhoi manufacturing licence by Russia.

According to the Indian High Commission, this is Uganda’s first major defence pact since Prime Minister Narendra Modi announced the “10 Principles of India-Africa Engagement” in 2018.

Considering the current geopolitical situation with Russia, it makes sense to defer to India at the moment.
