    Who was the best WW2 Soviet commander (division level upwards) in terms of keeping favorable casualty rates for his troops?

    Ivan Konev in my humble opinion was the most intelligent and bright but can't tell he kept casuality rates lower then other RA commanders. Casualities he understood must be taken gave forces under his command a swift victories.

    Dunno about low casualties though.
