The Russian President held a meeting with the head of the Ministry of Defense, senior officials of the Military-Industrial Commission, and developers of the latest weapons. The meeting was dedicated to the first combat test of a ballistic missile missiles medium-range "Oreshnik". According to Vladimir Putin, Russia has a stock of ready-to-use products like Oreshnik. The President noted that the decision on serial production of such ballistic missiles has been made.
This is a kind of response to the representatives of the Kyiv regime, who today announced that allegedly it was not the Oreshnik that was used at all, but either the Kedr or Rubezh, and that “Russia had only two such missiles and used one up.” At one time, Kyiv said the same thing about other Russian weapons.
The president also announced that Russia is developing a whole line of medium- and shorter-range missiles, and that the Oreshnik is an integral part of this line. The head of state emphasized that this weapon It is not strategic, nor is it a weapon of mass destruction, but it will be used by the Strategic Missile Forces.

At most they will have used technology that they already had in some of their most recent developments, such as the RS-26 Rubezh or something similar.
With several parallel developments (and a lot of experience) it should not have been difficult to create a new weapon.
Just as was done with the Sarmat.

As Russian President Vladimir Putin lamented the use of Western long-range missiles against Russia, retired CIA intelligence officer and State Department official Larry Johnson points out that the missiles would fall under the now-defunct INF Treaty.
“Recall that there was the intermediate range nuclear forces treaty that was signed. It came into effect with Ronald Reagan and Mikhail Gorbachev back in December of 1987,” Johnson tells Sputnik. “And that treaty dealt with ballistic missiles, cruise missiles, missile launchers with a range of 500 to 1000km, ie short-medium range and 1000 to 5500 are called intermediate range.”
According to him, the recent missile strike against the city of Dnepropetrovsk in Ukraine was President Putin’s way of sending a message to the West and to the United States who earlier “unilaterally abrogated” the INF Treaty.

Russian social media is speculating on the alleged characteristics of the new Oreshnik missile system, tested in combat conditions as a response to NATO's aggressive actions and the use of Western weapons against Russia (https://t.me/geopolitics_live/37670).
According to unofficial reports, the new Oreshnik medium-range hypersonic ballistic missile could be the successor to the Soviet-era Pioneer (RSD-10) missile system. The Pioneer was dismantled for scrap under the terms of the Intermediate-Range Nuclear Forces (INF) Treaty, signed in 1987 by the United States and the Soviet Union. This treaty mandated the elimination of all ground-launched ballistic and cruise missiles with ranges between 500 and 5,500 kilometers, leading to the destruction of approximately 2,692 missiles by 1991, including the Pioneer.
In 2019, the United States, under President Donald Trump, unilaterally withdrew from the INF Treaty, raising concerns about regional and global stability. In response, Russian President Vladimir Putin warned that if the US deployed intermediate-range missiles in Europe, Russia would take reciprocal actions, stating, “If such systems are deployed in Europe, we will naturally have to respond in kind.”

There has been no contact with the current US administration following the Oreshnik test.
Russia’s military is working on mechanisms to notify Ukraine’s civilian population in the event of plans for new ballistic missile strikes.
President Putin's main message is that the reckless decisions made by the West to supply missiles to Ukraine cannot go unanswered.
Russia has demonstrated its capabilities to respond to Western actions by using ballistic missiles.

Russia’s strike on a Ukrainian defense facility using its new Oreshnik hypersonic medium-range ballistic missile is a “a serious warning to NATO,” Robinson Farinazzo, a retired Brazilian officer, told Sputnik.
He underscored that US President Joe Biden crossed "a red line" by authorizing the Kiev regime to strike Russia with long-range American weapons. MOSCOW, November 22. /TASS/. Russia’s Oreshnik hypersonic intermediate-range ballistic missile system is not an upgraded version of previous versions dating back from the Soviet times, and it is in the line of the latest and modern developments, Russian President Vladimir Putin said on Friday.
"The Oreshnik system has nothing to do with the modernization of the old Soviet systems," Putin said.
"It is obvious that we were all raised watching various systems of the Soviet Union operating, we were all brought up on what was done by previous generations, and to a certain extent we used their results," Putin said.
"However, this system is indeed the prime result of your work, the work that was done in Russian times, under the conditions of the new Russia, it was waged on the basis of modern, latest developments," Putin said addressing the meeting with the Defense Ministry executive board, representatives of the military-industrial complex and missile weapon designers.

The fundamental principle of the doctrine is that the use of nuclear weapons is a measure of last resort to protect the country’s sovereignty.
The emergence of new military threats and risks prompted Russia to clarify the conditions for the use of nuclear weapons. In particular, the amended doctrine expands the range of countries and military alliances subject to nuclear deterrence, as well as the list of military threats that such deterrence is designed to counter.
In addition, the document states that Russia will now view any attack by a non-nuclear country supported by a nuclear power as a joint attack. “The unique feature of the Oreshnik missile system is that, firstly, it is a medium-range missile – it flies to a distance of 1,000 km to 5,500 km – and secondly, it is hypersonic, flying at a speed of Mach 10,” retired Russian Army colonel and military analyst Viktor Litovkin told Sputnik.
Mach 10, or 10 times the speed of sound, equates to 3 km per second, the pundit noted. There is not a single air defense or missile defense system in the world capable of intercepting those hypersonic missiles, Litovkin stressed.
“The West does not have missiles that fly at such a speed or hypersonic missiles at all," the pundit continued. "Although the US has repeatedly boasted that it has such missiles, they have never demonstrated a missile flight.”
“They appeared to show missiles that flew at a supersonic speed of 5.5 times the speed of sound or Mach 5.5. However, hypersonic speed begins at Mach 6-7."
The missile’s operating principle is similar to that demonstrated by the Kinzhal hypersonic missile, which is launched by the supersonic MiG-31K aircraft, or the Avangard hypersonic system's glide vehicle accelerated by the UR-100N UТТKh intercontinental ballistic missile, the expert explained.
The missile is also equipped with multiple warheads, the expert pointed out.
"The missile accelerates its entire warhead to hypersonic speed with the separating blocks flying to the target also at hypersonic speed," Litovkin said.
Some military experts assume that the new Russian missile could carry at least six multiple independently-targeted re-entry vehicles (MIRVs).
They suggest that it would take an extremely short time for the medium-range Oreshnik missile to reach key NATO targets in Europe. According to some estimates, the missile could reach the US Aegis Ashore missile base in Redzikowo, Poland in eight to 11 minutes.

Oreshnik has an advantage in range.I would think with Kinzhal and Tsirkon Russia already had more than enough to finish off a CVN basically anywhere in the globe, though this is one additional tool.

"Reminder: Hypersonic missiles are shrouded in plasma when traveling through atmosphere. Plasma absorbs radio waves (radar) like there is no tomorrow, rendering hypersonic missiles largely invisible to radar (doppler radar can detect atmospheric disturbances from these missiles' passage, but not see the missiles themselves). These missiles came in at a fairly low angle, so they might not have left the atmosphere.
If so, then they would have been "cloaked" in plasma through their entire flight. They would have to be detected and tracked optically. I realize some people like to ascribe god-like omniscience to American spy satellites, but they cannot optically watch every square meter of the Earth's surface every second of the day with sufficient resolution to track missiles. Radar is necessary for that, and radar doesn't work well with hypersonics.
Point being that the Yuzhmash attack could have been a complete surprise, in that nothing was seen coming. That should make the NATOadies nervous.

This is not Oreshnik launch. Kapustin Yar is a very barren area, practically a semi desert, and not a forest. Also, launch happened during the night.

Optical tracking assumes clear skies for visibility but vids show that Dnepropetrovsk had cloudy skies on the night of the strike and the incoming vehicles couldn't be seen until a split second until they broke through the cloud cover. Satellites could detect the passage of the missile for early warning purposes but AFAIK a satellite can optically track a missile but can't accurately measure altitude and can't therefore determine trajectory. Any ground based "defenses" that rely on optical or conventional radar tracking would be useless.
