Long-haul wide-body aircraft will be based on the Il-96-400, he said at the final board of Industry and Trade Deputy Prime Minister Dmitry Rogozin.

"Adopted by the strong-willed, intelligent technological solution based on the establishment of the Il-96-400 aircraft in various versions, including the long-range wide-body aircraft," - he said.

According to him, this modification of the Il-96-400 will close needs of Russian companies including the creation of the Russian-Chinese wide-body aircraft.

"Before the project, we pronounces with our Chinese counterparts (this modification of the Il-96-400 - Ed.)., Will close all our needs and thereby allow our airlines, taking into account exchange rate differences, use of Russian aircraft, not buy Boeing and Airbus ", - said Rogozin.

I think this is a great move, as Il-96 is already designed and ready to go. Should cut a lot of costs.

Indeed agur well for Russian Civil Aviation program

    IL-96-400 Wide Body Aircraft
    Il-114 65 seater
    MS-21 180-215 seater
    SSJ-100 100 seater
    SSJ-NG 130-150 seater.

I dont know what Rogozin is trying to say but I suspect Russian-China aircraft would be a different wide body type

Rogozin is probably referring to an upgraded Il 96-400 with PD-14 engines as stage 1 and newer larger NK-32 based engines as stage 2 (probably with Chinese funding).

Don't know if hull construction and wing design would be revisited given Il-76 MD 90A, SSJ-100 and MS-21 construction experience.

    Il-114 story continuation

"We hope that from the aviation industry in 2019 will fulfill its promises and through technological groundwork we have already received gosaviatsii ports, and with 2021-2022, this plane will go into series at the Nizhny Novgorod plant" Sokol ", - said Rogozin. In early February, he said that mass production of the aircraft is due to start in 2019.

I think that Il-96 is here a stopgap. Before time new wide body aircraft is mass produced you have a) almost prod ready design b) need to replace aging fleet in Russia and possibly other countries.

The modernization of production capacities in preparation for series production and staff training took quite considerable time.

The updated Be-200ES has a reinforced airframe and advanced equipment that helps to improve the technical and operational characteristics of the aircraft. The Be-200ES aircraft is almost entirely built of domestic components.

The Be-200ES multirole amphibious aircraft is designed for firefighting, emergency assistance in areas of extreme disasters, search and rescue on water, medical transportation, as well as environmental monitoring."

Moscow and Beijing are to sign a deal to produce a new wide-body passenger aircraft by end of June, reports Life News citing Russian ministerial sources.

The project is part of a reported $13 billion aviation cooperation deal signed in 2014 during President Vladimir Putin’s visit to China.

The long-haul plane will be developed in Russia and assembled in China.

A special engineering center will be created in Russia to undertake technical and electronics production. The plane’s engines will be produced by Rolls Royce and GE.

The production of the fuselage and the assembly of the airplanes will take place in China.

The new aircraft will be a development of the Russian-designed IL-96, according to a source from Russia’s Ministry of Trade and Industry.

Probably because titanium parts in the U.S. engines may be provided by Russia... it is clear that Boeing and Airbus cannot give up titanium products from Sverdlovsk.

And it's not like U.S. giants really care about Obama's sanctions.

Pretty much this, suggesting those companies to give up market chunk of that size would cause them to die laughing. Besides only Europenas are stupid enough to actually stick with sanctions, we all seen that US firms just skirt the rules and do business as usual.

But hypothetically lets say that they do block engine sales. That problem is already solved:

Il-96 will be made in Russia and will probably be using PD-14 engines at later point.

This new  airliner will be designed by Russia but will be assembled in China and then transfered to customers in Russia. And there is no way they will refuse engine order from China come hell or high water.

I imagine only certain customers (all excluding Russia) will get a Chinese assembled one with US engines. Russia will more than likely assemble their own since, well, after An deal drops, some Russian aerospace firms need the work.

They said originally it was to be rolled out on the 8th of June, which is Wednesday, but this source you quote above now says it is happening tomorrow, on Tuesday.

UEC wants to 2023 to produce up to 50 aircraft engines PD-14 year

IRKUTSK, 8 Jun — RIA Novosti. United engine Corporation (UEC) plans to annually produce 50 new aircraft engine PD-14 to 2023, reported RIA Novosti on Wednesday the official representative of the JDC.
These engines, in particular, will be equipped with the latest Russian medium-haul MS-21 aircraft, the roll-out which took place on Wednesday in Irkutsk.

"Production and investment programs involve the design capacity of about 20 units per year by 2020 and gradually increase it by 2023 — approximately 50 pieces per year", — said the representative of the JDC.

He added that the specific fuel consumption of the PD-14 is 10-15% lower than competitors, and lower life cycle costs by 15-20%, allowing operation of the engine will cost a whole on the 14-17% cheaper than their foreign counterparts.
"The noise performance of the PD-14 with a substantial stock to be 15-20 dB below the ICAO standards, emissions — lower by 30-45%," — said the Agency interlocutor
