Unique Russia-North Korea partnership pact will cool Pentagon hotheads, stabilize East Asia

“While this agreement is called a ‘Treaty on Comprehensive Strategic Partnership’, the clause providing for mutual military assistance between Russia and the DPRK in essence makes it a treaty of military-political alliance,” Artyom Lukin, professor of international politics at Russia’s Far Eastern Federal University, told Sputnik, commenting on President Putin’s submission of the new agreement to Russia’s parliament for ratification.

The strategic partnership pact is “unique,” according to Lukin, with North Korea becoming the first country outside the former Soviet space with which Russia has forged such an agreement (up till now, only Belarus and other members of the Collective Security Treaty Organization enjoyed similar guarantees).

Among the 23 articles in the pact, signed by Putin and Kim Jong Un, is a section stipulating that “if one of the parties finds itself at war due to an armed attack by one or more country, the other party will immediately provide it with military assistance (https://t.me/geopolitics_live/26853) by all means at its disposal.”

The pact will benefit both countries, and serve to reduce risks of a war in the Korean Peninsula, where increasingly provocative rhetoric and actions by Seoul, combined with efforts to strengthen South Korea’s defense ties with the US and Japan (https://t.me/geopolitics_live/34983), threaten to unleash a new conflict, Lukin says.

“Of course, the members of this trio can say that they will unite their ranks even more closely against this new ‘Russian-North Korean threat’. But this is hypocrisy, since they would have strengthened their military capabilities and integrated in military-political terms even without this treaty,” Lukin summed up.

Russia ratifies treaty on comprehensive strategic partnership with North Korea

According to Russian Deputy Foreign Minister Andrey Rudenko, the treaty between the two countries is not directed against the security of third countries and is exclusively defensive in nature

MOSCOW, October 24. /TASS/. The Russian State Duma at a plenary session ratified the treaty on a comprehensive strategic partnership between Russia and North Korea.

According to the document, if one of the parties is subjected to an armed attack, the other will immediately provide it with military and other assistance.

The treaty was signed in Pyongyang on June 19, 2024. Russian President Vladimir Putin submitted it to the State Duma for ratification on October 14.

According to Russian Deputy Foreign Minister Andrey Rudenko, the treaty between the two countries is not directed against the security of third countries and is exclusively defensive in nature.

Russia, DPRK free to decide how to use military article of partnership treaty — Putin

The Russian leader compared this situation to Ukraine's decision concerning its relationship with NATO

MOSCOW, October 25. /TASS/. Moscow and Pyongyang will decide on their own whether and how exactly to apply the military assistance article of the Comprehensive Strategic Partnership Treaty, President Vladimir Putin said in an interview with Olga Skabeyeva for the 60 Minutes program on the Rossiya-1 TV channel.

He noted that the point at issue was military assistance mentioned in the fourth article of the agreement.

"There is article four. How we will go about the business of using this article remains a question. We are in touch with our North Korean friends. When we need to decide something, we will certainly make a decision. Our friends in the Democratic People's Republic of Korea have a corresponding position," Putin pointed out.

"But I would like to say that it will be our sovereign decision: whether we will apply something or not, where, how. Whether we need it or whether we will be engaged, let's say, only in conducting some exercises, training and sharing experience. This is entirely our own business," Putin pointed out.

He compared this situation to Ukraine's decision concerning its relationship with NATO.

"We have been told all the time that it is the business of Ukraine itself how to ensure its security - with NATO or without NATO."

"May they go ahead, if they like it that way. But it seems to me that they like it less and less. The sooner they realize the futility of such an approach in relations with Russia, the better it will be for everyone, including, and perhaps, above all, for themselves," Putin noted.

The Comprehensive Strategic Partnership Treaty was signed by the Russian and DPRK leaders, Vladimir Putin and Kim Jong Un, during the Russian president's state visit to Pyongyang in June 2024. Among other things, the two sides agreed to provide each other with military assistance in case of aggression.

"In the event that either party is subjected to an armed attack by any state or several states and finds itself in a state of war, the other party shall immediately provide military and other assistance by all means at its disposal in accordance with Article 51 of the UN Charter and in accordance with the laws of the Russian Federation and the Democratic People's Republic of Korea," the fourth article of the treaty reads.

The source is a bit iffy, but if true, then its about time.
    NK needs the upgrades.

Once inducted, they can help to patrol the area near the RFE, while most of the VKS fighters r busy in & around Ukraine, as per their mutual defence treaty, given that NK is so close to SK, Japan & US air bases there.

    its a fantastic idea.

As Russia will be retiring those jets, all MiG-29's, Su-27's and Su-24's should all be handed over to NK. Maybe even offer an upgrade program to modernize them on the cheap and make them effective against SK jets. Like for instance newer radar and Gefast & T upgrades.

Another article even went on to mention that possibly the Mig-29K could be transferred as Russian aircraft carrier is out of action and may ever be out back in service or a replacement would take years. Also possibly Mig-29SMT to be sent as well.

Another article written by an arse... The MiG-29K is their newest and most capable carrier aircraft and any future carrier will be operated with a heavy and light fighter combination... it simply allows more aircraft to be carried.

In the case of the MiG-29K even more so because it can be adapted to be a two seat aircraft meaning landing training can be done in the aircraft so the Su-25 based trainer is no longer needed.

Note the Su-25 aircraft on the Kuznetsov has all its avionics removed and it essentially performs two roles on the carrier. It is used to train pilots for landing and taking off from the carrier, and it also carries a target towing system for AD on the ships to practise shooting down air targets being towed behind the aircraft.

Both roles the MiG-29K could easily perform along with air defence and light strike roles as well.

The Kuznetsov has received upgrades and modifications and will be back in service over next couple of years, getting rid of its air component would be stupid.

That was the Yelzin approach. Scrap the new plane (Yak-141) because the ships are not ready, then scrap the ships because the aircraft was canceled.
