    Contract signed to supply Russian S-400 missile systems to Turkey – exporter

    A contract to supply S-400 anti-aircraft missile systems to Turkey has been signed but has not yet entered into force, the head of Russian defense giant Rosoboronexport said.

    “The contract has been signed, but it has not entered into force yet,” Rosoboronexport Director General Aleksey Mikheev told reporters on Tuesday, adding that “the work is still ongoing, technical issues remain.”

    So, no build in Turkey option.

    Vladimir Kozhin, Russian presidential aide for military and technical cooperation, said on Friday that Turkey has made an advance payment for the Russian S-400 missile system.

    "The contract has entered into force, the advance payment has been made, I cannot say about the timeframe now," Kozhin said.

    He did emphasize that there was no discussion on allowing Turkey to have production technology for the S-400 system.

    "We are not speaking about it, as yet we speak only about supplies of ready weapons, technologies - no," he said.

    I think that it isn't very economical to open a production line in Turkey for two S-400 systems. There is no infrastructure in Turkey to produce eastern weapon systems such as S-400 and HQ-9.

    Also Turkish Deputy Prime Minister Mehmet Şimşek said that, Turkey will pay 9 Million Turkish Lira for a single S-400 system. (9 Million TL= 2,5 Million Dollar)

    Local production just makes everything much more expensive... unless Turkey wants hundreds of batteries and hundreds of thousands of missiles it does not make sense for local production.

    Better to use offset packages and basically end up paying in local products...

    Turkey will return S-400, if Russia refuses from their joint production

    Ankara may refuse to purchase S-400 anti-aircraft missile systems from Moscow unless an agreement on their joint production is reached. This was stated by the Minister of Foreign Affairs of Turkey Mevlut Cavusoglu in an interview with the newspaper Akşam, published on Monday.

    "We did not receive any official refusal on this topic. [Russian President Vladimir] Putin himself told us that we can take steps for joint production. Therefore, the technology will be relevant. But if Russia is negative about this, we can conclude an agreement with another country, "the minister said.

    "We need to buy them urgently [S-400], because they have a need. We need to protect our airspace. However, if the countries opposed to Russia do not want Turkey to buy from her the S-400, then they must give us their option, "Cavusoglu stressed.

    Turkish President Tayyip Erdogan reported on September 12 that Ankara had signed an agreement with Moscow on the acquisition of S-400 systems, and the deposit has already been paid.     If you don't like the deal then go elsewhere. If it is so hugely important to your national security then buy it and stop whining. Russia can do without your tomatoes. It's probably some type of pressure to get Russia to transfer the S-400 technology and internal systems that they are after.

    Turkish President Tayyip Erdogan said there was no problem with the purchase of Russian S-400 anti-aircraft systems, adding that Ankara also held talks on the S-500, a THAAD-type system, currently under development.

    “In our talks with [Russia President Vladimir] Putin we are not thinking of stopping with the S-400s. We have had talks on the S-500s too,” Erdogan said, speaking to reporters as he returned from a trip to Ukraine and Serbia, as cited by Habertürk newspaper and Reuters.

    According to the Turkish president, there won’t be any joint production in the first stage of S-400 purchases.

    “…but in the second stage, God willing, we will take joint production steps,” Erdogan said.

    Looks like US is now offering Patriot SAM system to Turkey. So we will see if Turkey takes it over S-400. Wonder if now contract signed, and if Turkey then says no, that they have to pay compensation to Russia?

    They won't. The S-400 is a political choice. They won't go for a less capable patriot from US while Erdogan is blaming US interventions in Middle East and says to its people that US want to control the country.

    They also signed with europeans to develop their own system. So it's unlikly they go for a US system.

Chances are, they will tell the US to take a hike. Especially now average Turks sentiment for Russia is very high compared to their sentiment of US

    They are also hiding lot of stuff about the miltary coup. It's like they knew US were behind it and they found some agreements to forget everything but Turks as americans haven't forget and they will probably try to take Erdogan from power and a war isn't impossible between US and turks, at least it's more probable than a war with russia.

    There are even some tensions between high rank militaries. Like during a nato exercice when they used the picture of Erdogan as a terrorist. It's impossible that it is a mistake ...

    That's why they also choosed s-400 in my opinion. But it's just my opinion. We don't know what's going on between them.

    Turkey to begin deployment of S-400 air defense systems in 2019

    MOSCOW, October 25. /TASS/. Ankara will begin the deployment of the Russian-made S-400 air defense systems in October 2019, Turkish Defense Minister Hulusi Akar said on Thursday, adding that Ankara had started recruiting military personnel to maintain the complexes.

    "The deployment of these systems will begin in October 2019. We are currently recruiting personnel to maintain these complexes. These people will go to Russia in early 2019 to receive necessary training," Akar said, as cited by the Milliyet daily. However, the Turkish defense minister did not specify areas where the S-400 systems would be deployed, only saying that work was underway.

    Akar added that he believed "the US and NATO’s concern regarding the S-400 purchase to be irrelevant." "We will neither cause concern to the US and NATO nor create any problems for them. [The S-400 purchase] is not a matter of choice for Turkey, but a necessity," he stressed. The minister pointed out that Ankara had earlier requested the United States and European countries to sell their air defense systems to Turkey but had not received answers yet.

    "We are not a country that only buys now, we are a state that creates knowledge and has production opportunities. The agreements we signed contain such provisions and since there are such provisions in the S-400 agreement, we are purchasing these systems," Akar said.

    A military diplomat told TASS earlier that Russia’s defense companies had been tasked to complete the production of the S-400 systems for Ankara in May 2019. Turkey has become the second foreign buyer of the S-400 systems after China. An official announcement about the signing of a contract on the delivery of the S-400 systems was made in September 2017. Initial plans said that the systems would be handed over to Turkey in early 2020 but Ankara requested that the delivery be sped up.

    The S-400 Triumf (NATO reporting name: SA-21 Growler) is the most advanced long-range anti-aircraft missile system that went into service in 2007. It is designed to destroy aircraft, cruise and ballistic missiles, including medium-range ones, and can also be used against ground objectives. The S-400 complex can engage targets at a distance of 400 km and at an altitude of up to 30 km.
