Not sure the point you are making. That is surely an incoming not a withdrawing system.

EDIT: This is an old video

you are right! My mistake - But the announcement to withdraw the S-300V is nonsense - they never were there (Tartus).
It remains open whether they will really withdraw one of their two S-400 batteries...
The video show their arrival :-)

Appears that the fourth & final S-400 regiment set transferred in 2017 under GOZ-2017 went to 511th SAM Regiment (ZRP) based near the Russian city of Saratov & next to Engels airbase where Tupolev-160s are stationed.

S-400 "Triumph" anti-aircraft missile systems entered combat duty in the air defense unit of the Central Military District (CVO) in the Volga region. The solemn ceremony in the Saratov region was attended by the commander of the Air Force and Air Defense Forces Lieutenant-General Alexander Tatarenko.
For the placement of new complexes, equipment and disguising positions were carried out.
In December of last year, servicemen of the Saratov Airborne Forces' Central Command successfully completed the retraining course for new weapons and carried out a training program from the S-400 at the training ground in the Astrakhan region.

There are a delay of several months between the hand over of the set by the production plant and the deployment at the homebase
511th ZRP was the first S-400 set of the 2017 plan. 12th the second and 583th is the third
The 4th set is not known. bmpd said probably 18th ZPR could receive a trird battallion.
Is probable the regiments that already has 2 battallions get a third for complete the standard regiment of 3 battallions. Now, the 606th and the regiment of Kamchatka have 3 battallions
There are 19 known regiments (about the half of total) with S-400 and the other with S-300.The S-500 will be received soon after the S-400, and S-300 replaced

There has been a lot of talk about the newest strategic weapons announced on the first of March and how they are destabilising and start a new arms race, but as far as I see, they are only further ensuring MAD and therefore do not undermine current balance of force, at least according to the US officials, which claim that their missile defence is not aimed at Russia and was never going to be capable of stopping a retaliating attack. IMO it is the S500 that is a game changer and could be perceived by USA with at least some legitimacy as destabilizing. From what we learn, it should be in conditions to intercept ICBMs, specially if deployed with the Russian Navy (as suggested with the Lider-class destroyers) and Russia has never stated that it would not be used against an American attack.

Am I missing something or does the S500 finally represent the Russians also deciding to renounce to the ABM treaty?

    Thanks,

When the US withdrew from the ABM treaty it no longer applied to either party.

Russia abided by the ABM treaty but had a ballistic missile defence system around Moscow... the end of that treaty means Moscow can now expand that ABM system as much as they like and with mobile S-500 systems being pretty much mobile ABM systems then they could produce one or more S-500 battery for every major port or city or ICBM field in Russia without breaking any treaty,,, America rendered that treaty null and void when they withdrew.

The US ABM system is mostly naval based so it already is in practical terms a limited global system...

The new Russian system will be fully mobile too.

Totally agree, once US withdrew, the treaty was terminated. I just find it very telling that, instead of protesting the design and deployment of the S-500, which threats their retaliatory capacity (that would represent a defensive perspective), US finds the new offensive weapons "destabilizing", just for the fact that they ensure nuclear deterrence (void ABM shield and therefore their pre-emptive strike capacity).

The sane approach, and the one I would assume Russia would take, would be to agree on a renewal of the ABM and START treaties, as Putin hinted on 1st. of March. To reach a nuclear parity by the massive deployment of extremely costly ABM systems is madness and will bankrupt any country, to reach deterrence it would be much more effective to have few warheads and no ABM. But it seems Russia thinks that US:

    - entertains the possibility of a pre-emptive strike against the Russian territory
    - will not renounce to their missile shield

Therefore the RF has opted for developing its own ABM system. Very telling about how they trust the US.

The funny part is that US say russia is violating treaties about iskander missile range while they just withdrew from treaties when their tech is available and the oponent techno is not. US sign these treaties to gain some time. Nothing more.

According to the article below, production of the S-500 has either already begun or is about to begin.

The first S-500 battalion is expected to be deployed in 2019 in the Moscow region as was the case with the first S-300 in the 70's and S-400 in 2007-2009....the further pace of S-500 production will depend on the performance in field conditions of the first unit

The US was jumping up and down complaining that the cruise missile addon for the Iskander missile violated the INF treaty to distract attention from the fact that their land based AEGIS system in europe is based on the Mk41 launch system... which can fire Standard SAMS but also Tomahawk cruise missiles... which makes it a direct violation of the INF treaty.
