    NOVOROSSIYSK, July 15. (ITAR-TASS). The head of the Federal Special Construction Agency Nikolai Abroskin informed on 14 July the President of the Russian Federation on the implementation of federal target program "Creation of Black Sea Fleet based in the territory of the Russian Federation in the years 2005-2020."

    The program includes three phases. In the first and second phases (2005-2010 and 2011-2016 biennium.) Plans to build a facility locations of ships and vessels of the Black Sea Fleet in Novorossiysk, to create the necessary infrastructure in the settlements a permanent dislocation of joints in the Marine Corps Temryuk, to construct facilities in the coastal troops near Utash, Air Force Training Center in Eisk, as well as several other objects.

    The third phase (2017-2020 gg.) Provides the basic construction of prospective locations of ships and vessels of the Black Sea fleet, the locations of ships and boats in Temryuk, improvement of infrastructure Marine aviation units Marine and coastal troops, the completion of construction of a warehouse storing weapons, military equipment and technological assets in stanitsa Natuhaevskaya and database storage and cooking products in stanitsa Semigore.

    Abroskin reported that the program develops Spetsstroy annually around 2 billion rubles., And in 2010 he planned 4 billion cost of the entire program is estimated that approximately 92 billion rubles.

    Chapter Spetsstroya showed also the president of information booths with the scheme for future hydro-technical installations Novorossiysk naval base, in particular, deep-berth pier. It is a complex hydraulic engineering work, according to Abroskina will be fully ready in 2010.

    Ukraine is kicking us out in 7-8 years. Why should we lose all those facilities for nothing? We pay them $70 million in lease rent a year. We should repatriate Crimea as those Russians don't want to live under Ukrainian occupation.

    Russia's Black Sea Fleet may lose all warships by 2015

    MOSCOW, April 3 (RIA Novosti) - The majority of warships in the Russian Black Sea Fleet have been in service for over 30 years and would not be fit for sea missions by 2015, a Russian newspaper said.

    "The crews will certainly try to keep their ships in decent condition until the last moment, but the "iron" has its service life. Nobody would dare to set sail on a ship whose bottom has rotten away," the Gazeta newspaper said on Friday citing a Navy source.

    Earlier reports indicated that the Black Sea Fleet is set to decommission the Ochakov destroyer and a diesel submarine built in 1982. Next on the "scrap" list are the Kerch destroyer and several large support ships.

    The fleet does not expect any additions in 2010 and the prospects of new deliveries in the next few years are also quite slim, the source said.

    The official said the only solution for the looming crisis would be the construction of at least a dozen of Project 20380 corvettes which have been designed to protect Russia's coastal waters and oil and gas sea transportation routes, especially in the Baltic Sea and the Black Sea.

    The first Project 20380 corvette, the Steregushchy, was put into service with Russia's Baltic Fleet in October 2008. The second, the Soobrazitelny, was floated out on March 31, and two other ships of the same series, the Boyky and the Stoyky, are under construction.

    The source said that the Russian shipbuilding industry simply does not have the capacity to build the sufficient number of warships and submarines to satisfy the needs of the fleet.

    "All shipbuilding yards are swamped with foreign orders years ahead, and it is difficult to raise the production capacity even with sufficient financing because they do not have enough skilled workers," the source said.

    He expressed hope that Russia would be able to order some warships to be built at Ukrainian shipyards now that Moscow and Kiev have set step on the way to improve relations that soured during the presidency of Viktor Yushchenko.

    Russia plans to upgrade Black Sea Fleet with new warships

    SEVASTOPOL, April 13 (RIA Novosti) - Russia's Black Sea Fleet will receive up to four frigates and four diesel-electric submarines in the next five years, a Navy source told RIA Novosti on Tuesday.

    The Russian official said that the new warships were needed to replace vessels which have been in service for over 30 years and may soon not be fit for sea missions.

    "The need to revamp the operational strength of the Black Sea Fleet is dictated by the decommissioning of various outdated vessels," the source said.

    Earlier reports indicated that the Black Sea Fleet is set to decommission its Ochakov destroyer and a diesel submarine built in 1982. Next on the "scrap" list are the Kerch destroyer and several large support ships.

    The first new vessels that are likely to join the fleet in the near future are the Admiral Gorshkov frigate and the Lada class Sevastopol diesel submarine, which are still under construction.

    Russia needs to maintain a strong combat-capable fleet in the Black Sea and the Mediterranean not only to protect its interests in the region but also to contribute to international efforts in fighting sea piracy and drug-trafficking.

    Warships from the Black Sea Fleet regularly participate in the Blackseafor naval drills, the Black Sea Harmony and the Operation Active Endeavor counterterrorist operations.

    "The new ships will ensure the fleet's active participation in these operations and in other missions planned by the Russian Navy,' the source said.

    He added that the planned overhaul did not violate the 1997 agreements with Ukraine on the presence of the Black Sea Fleet in the Crimea.

    "Our plans are absolutely transparent and they will be discussed at meetings of a Russian-Ukrainian subcommittee on the Black Sea Fleet."

    The thing is that the Ukies have had it with there "Orange" nezalezhnost, I think, as it brought them only misery and an 'alliance' with the lunatic Saakashvili. So now this means that they will want to begin rebulding their economy and that means that they need to get all the money they can from Russia. I expect them to offer not only reasonable terms, but actually advantageous terms to the lease of the bases.

    Also, it is important to keep the Morpekhi in Crimea to protect the Russian population from the crazy stuff the nationalists can come up with. Remeber that under Yushchenko 'Kyiv' sent in special police forces and that the UNA-UNSO thugs liked to organize their events in Sevastopol. So the Naval Infantry represents a key force which can protect the Russian population of Crimea. Better they stay there until Fascism is really eradicated in the Ukraine.

    And, evenentually, down the road, the Crimean Peninsula will have to either be returned to Russia or, at the very least, get a special status.

    You misunderstand how things work.
    Democracy actually means "In the Wests Interests".

    So when the people of Kosovo vote and the majority who call themselves Albanians decide to become a republic it is OK because such a decision will hurt Serbia and Serbia is a friend of Russia so indirectly it is hurting Russia.
    When the people of South Ossetia or Abkhazia or the Crimea have a referendum about independance and decide they want it then they can't have it because Russia will support that decision and Russia can't have anything it might want.
    Anything happens to the Crimea and the Ukraine will cry foul and the western world will support them, the way they supported Georgia... and for the same reasons.

    The problem is that the Crimea is part of the Ukraine and the stationing of the BSF there will hang by the thread of which way the current leader of the Ukraine leans at the time.

    Not something I would base my strategic future on.

    I completely agree with you. However, I am also convinced that the US Empire is on a slow-motion collapse, financially, militarily, culturally and politically. It is overstreched with its current 5,5 wars (Afghanistan, Iraq, Pakistan, Yemen, Somalia and, coverly, Iran) ALL of which the USA is loosing, the actual performance of its military is outright dismal (the Soviet 40th Army in Afghanistan with mostly conscripts, controlled all the cities and most of the roads during daytime, it mamanged to built school, damns, airports, etc, whereas NATO barely holds on to Kabul). its political class is totally controlled by folks who put Israeli interests above US ones, inside the USA the top 1% of rich folks is richer than the bottom 95%, the US infrastructure (transportation, powergrid, health(not-)care, etc.) is in shambles, the jails are full to capacity (highest per capita incarceration rate on the planet with, alas, Russia in #2), millions of US Amerians on food coupons, etc. etc. etc. etc. I have lived here now for 12 years total and I can assure you that while the corporate media tries to hide it, the USA is going down the tubes.

    Furthermore the color-coded revolutions have almost all hit the dust (the one in Serbia is still kinda going). Even though the US has succeeded in ousting Zelaya and Bachelet, the rest of South America is still resisting. And Mexico is a ticking time bomb (check out this report).

    And spending more on agression (aka "defense") then the rest of the world combined and having 16 (!!) spy (aka "intelligence") agencies does absolutely nothing to stop this process.

    Lastly, I would note that even though this is not reported, a huge number of Americans detest their government and that the 8/11 Truth movement is getting stronger and stronger cheers .

    Ergo: sooner or later the power of the West (which is really the USA, the rest are only puppets) to influence events in the world, including Crimea, will disappear. This is why I wrote "And, evenentually, down the road, the Crimean Peninsula will have to either be returned to Russia or, at the very least, get a special status".

    Of course, this will not happen overnight, so in the meantime, Russia should keep its Naval Infantry right there were, if needed, it can protect the civilian population from another crazy bloodbath similar to the one NATO's puppy Saakashvili tried to pull-off in Ossetia.

    For everything that is wrong in America there are lots of things that are right and working.
    Also there is a section of the US community that thinks any form of government control is communism, or socialism, which they think is communism.
    The reality is that they trust big business more than they trust big government.
    There are advantages and flaws with both.

    ...of course they have their own view of the world too... if the corruption and bribes in Russia was simply reformatted into lobby groups and interest groups and donations to the party then it would suddenly stop being corruption. Rolling Eyes

    Of course the problems with the US is Off Topic

    Any future developments with the Crimea, I hope it is all settled peacefully because war is not a good way of settling anything because right and wrong have nothing to do with the outcome and everyone loses people.

    Future of the Black Sea Fleet Empty Ukraine got cheap gas in exchange for prolongation of Russian fleet stay

    President of Ukraine Viktor Yanukovych and Russian President Dmitry Medvedev signed the Agreement between Ukraine and the Russian Federation on deployment of Russian Black Sea Fleet in Ukraine.

    Also in the presence of the two Presidents Russia’s Gazprom Board Chairman Alexey Miller and Chairman of Naftogaz of Ukraine Yevhen Bakulin have signed amendments to the contract between Gazprom and Naftogaz of Ukraine on gas trade for 2009-2019 and amendments to the contract between Naftogaz Ukraine and Gazprom on the volumes and conditions of gas transit through Ukraine for 2009-2019.

    Ukraine will receive a discount of $100 per 1,000 cu m at the natural gas price of $330 and a 30% discount on other prices, Russian President Dmitry Medvedev said on Wednesday.
    Medvedev's announcement came after a meeting with his Ukrainian counterpart Viktor Yanukovych in Kharkov in eastern Ukraine.

    "Discounts for Ukraine will come into effect from April this year," Yanukovych said.

    The discount will apply to 30 billion cubic meters of Russian natural gas to be supplied to Ukraine in 2010 and 40 billion cubic meters in subsequent years.

    The amendments to the gas deal between Russia and Ukraine also cancel provisions on penalties, which had never been applied.

    Ukraine currently purchases Russian natural gas at the average annual price of $337 per 1,000 cu m.
    The gas price equaled $305 per 1,000 cu m in the first quarter, and increased to $330 per 1,000 cu m in the second quarter of this year.

    The deal seems to be advantageous for both parties as Ukraine has agreed in exchange to extend the term of the Russian Black Sea Fleet presence in the country's Crimea for 25 more years.

    The new agreement on the Russian Black Sea Fleet signed after talks between Medvedev and Yanukovych also stipulates the extension for an additional five years after the term expires.

    Russia's Medvedev orders plan for development of naval base

    BOCHAROV RUCHEI (SOCHI), May 1 (RIA Novosti) - Russian President Dimitry Medvedev instructed the Russian Defense Minister to prepare a plan within the next month for the development of the Russian Black Sea Fleet base in Ukraine's Sevastopol.

    "Prepare a suitable plan for the development of the Black sea Fleet naval base in Sevastopol with other government bodies within a month and submit it for my approval," Medvedev said at a meeting with Anatoliy Serdyukov on Saturday.

    Russia's lease of the base in Sevastopol was extended for 25 years after the current lease expires in 2017 in a deal simultaneously ratified by the Russian and Ukrainian parliaments on Tuesday. The lease may be further extended by five years.

    Medvedev said the draft should improve living conditions for the Navy officers living on the base.

    "It is very important that our Navy officers live in modern, high-quality, human conditions, and get the chance to relax and make use of other facilities, that should be provided on the base," Medvedev said.

    He said it was important that agreements made with the Ukrainian side and with the town of Sevastopol be taken into account in the plan. It has been agreed that the base will provide social-economic support to a number of programs in Sevastopol.

    "That town is certainly not extraneous to us and we need to think about how we can contribute to those programs through other authorities and business structures," Medvedev said.

    I would expect a shrewd leader would continue upgrading the alternative base simply as leverage in case the next Ukrainian leader swings away from Russia or starts demanding more money for the lease.
    Having a viable alternative to Sevastopol makes sense for the Black Sea Fleet.

    Black Sea Fleet: the cost of power

(RIA Novosti military commentator Ilya Kramnik) - The ratification of the Russian-Ukrainian agreement allowing the Black Sea Fleet to remain in Sevastopol until 2042 has again raised the issue of modernizing the fleet, the cost of such an upgrade, and Russia's ability to implement it.

    To address these issues, we must first understand why Russia needs the Black Sea Fleet at all. Today, the fleet has two main purposes. The first one is to control the Black Sea basin and ensure the security of Russia's southern borders. Considering the current geopolitical situation and the naval capabilities of the neighboring fleets, this mission could be performed by relatively small groups of light vessels supported by shore-based missile systems and aircraft.

    But the problem is entirely different if Sevastopol is viewed as a base for the fleet's deployment in the Mediterranean and the Indian Ocean. In this case, the fleet must have deep-sea-going and ocean-going vessels capable of ensuring a naval presence far from Russian shores.

    Russia does not conceal its interest in the Mediterranean or the Indian Ocean, and its Black Sea Fleet continues to have ocean-going capabilities.

    This was the role of the Black Sea Fleet in Soviet times. In 1991, the Black Sea Fleet employed about 100,000 personnel as well as 60,000 service members and consisted of 835 vessels from practically all existing classes, including 28 submarines, two anti-submarine cruisers, six 1st class missile cruisers and large anti-submarine ships, 20 large, 2nd class anti-submarine ships, 2nd class destroyers and patrol ships, about 40 multipurpose patrol ships, 30 small missile ships and launches, about 70 mine-trawlers, 50 troop-carrying ships and launches, and more than 400 naval aircraft. The fleet had two divisions of ships (anti-submarine and troop-carrying), one submarine division, and two aviation divisions (assault and naval missile-carrying aircraft), one division of costal defense ships and dozens of separate brigades, regiments, battalions, divisions, platoons and batteries.

    Up to a hundred warships and support vessels entered the world's oceans through the Black Sea straits every year. The fleet had an extensive network of bases from Ismail to Batumi (Ismail, Odessa, Nikolayev, Ochakov, Kiev, Chernomorskoye, Donuzlav, Sevastopol, Feodosia, Kerch, Novorossiisk, Poti, etc.). Its units were deployed in Ukraine, Moldova, Russia, Georgia and the autonomous republics in the North Caucasus. Experts from the International Institute of Strategic Studies estimated that at the beginning of 1992 the value of everything owned by the Black Sea Fleet, including warships, exceeded $80 billion.

    Now the Black Sea Fleet has a mere 50 warships and a dozen support vessels. The number of shore-based aircraft and cost guard vessels has also decreased many times over. The Black Sea Fleet previously dominated the Black Sea and competed with NATO allied forces for supremacy in the Mediterranean; now there are fewer vessels in the Black Sea Fleet than in the Turkish Navy. Nevertheless, the Black Sea Fleet is more powerful that the navies of all other Black Sea countries put together, and the fighting power of its main warships would allow it to succeed in a confrontation with a more powerful enemy.

    However, the ships of the Black Sea Fleet are rapidly becoming obsolete. During the next 10 to 15 years the overwhelming majority of them will be decommissioned due to physical wear and tear. Major repairs and modernization may extend the service life of some ships, but not of all and not forever. Some ships may be put to more effective use, for instance, the guided missile cruiser Moskva. A number of experts believe that it would be much more appropriate in the Pacific, in the same unit with the similarly equipped Varyag.

    Russia must modernize the Black Sea Fleet if it intends to keep it. In the near future the fleet is supposed to receive up to 50 next-generation warships. According to naval commanders, the first warships will appear in the Black Sea as early as 2011 and 2012. Igor Korotchenko, a military expert and a member of the public council at the Defense Ministry, said that altogether the fleet is supposed to receive up to eight Steregushchiy-class corvettes and Admiral Gorshkov-class frigates, 10 to 12 Alexandrit-class mine-trawlers, six to eight small Buyan-class artillery ships, 10 to 12 Skorpion-class missile boats and eight to ten small P-750-class submarines.What is the cost of such modernization? The four Project 20380 corvettes will cost a billion dollars, while four Project 22350 frigates will have a price tag of about two billion dollars (assuming that Russia will buy equal numbers of these ships). The other units - small artillery ships, missile boats, trawlers and submarines will cost another three billion dollars. All in all, re-equipping the Black Sea Fleet will cost about six billion dollars over the next 10 to 12 years. Considering the current conditions and the fleet's real mission, this number is enough for reliable defense of Russia's southern borders and for a guaranteed presence in remote areas under the purview of the Black Sea Fleet.

    However, these will not be the only expenses. Considering the need to drastically upgrade the fleet's infrastructure, and replace its landing and auxiliary ships, aircraft and servicing and repair capacities, this figure should be doubled if not tripled. These expenses are as essential as the costs of the new warships.

    Having a Navy is not cheap, but if you want to be a global power you need a powerful navy that includes its own air defence that includes aircraft.

    The whole fleet is a rusting pile of garbage minus the Moskva. That ship might have 10 years of service but its systems are wholly obsolete.

    What is taking place is that the Caspian flotilla is going to be abolished and placed under the command of BSF. The ships will be transferred to the Black Sea (via Don canal) to make up for declining numbers and Caspian will be demilitarised.

    What I take issue with is wasting money on all these brown water coastal ships and only having a few ocean worthy vessels. Central Command thinks it is better to send PACFLT all the way around the Straits of Malacca to reach the Horn of Afrika when BSF ships can do it in half the distance. They are too cheap to pay the $100k transit fee of the Suez so they wear and tear ships on their last legs cruising half way around the world. What is the point of setting up a maintenance depot in Syria if you don't want to pay the transit fee in Suez? We should set up a base on Socotra like Yemen offered so we don't have to transit them. Now the only ships capable of making the journey are PACFLT and NFLT which is a logistics nightmare.

    Instead of this little ragtag coastal fleet, this is what I want to see...

    2 BPC Mistral for amphibious, humanitarian and C&C roles
    8 FFG Admiral Gorshkov for ASW and AD (extended patrol)

    Scratch the shitty missile boats and artillery ships and put that money into FFGs. Scrap the shit coastal subs and get AIP Ladas with some range. You can do that pretty much on the same budget, just scrap the cheaper stuff for more blue water units. Might be a couple billion more expensive but you get a 100X the projection power.

    The fleet MoD wants to put there only has a couple Gorshkov FFGs that can do anything outside the Med. My fleet gives a battle group with a CGN, 4 FFGs, 3 Ladas and the ability to transport a regiment of troops anywhere in the blue ocean and two regiments anywhere in the Black Sea. This will cut down the transit of having NFLT and PACFLT using their ships to supplement operations that the BSF should be able to do. A permanent base on Socotra would cut down on Suez transit fees.

    It is a fact that the great powers of modern times became great because of their navies.
    WWII was the period when the Aircraft became more efficient at sea than heavy guns and heavy armour.
    The aircraft not only extends you reach it also extends your sight so you can control a larger space around your ships, above, on, and below the waterline.
    Aircraft at sea are expensive, though they don't have to be as expensive as US Nimitz class 100,000 ton vessels. The protection and reach in attack that they provide makes them worthwhile and makes a surface group much harder to attack successfully.

    MOSCOW, June 29 (RIA Novosti) - Vice Adm. Vladimir Korolyov will be appointed commander of the Russian Black Sea Fleet in August, a spokesman for the Russian Navy said on Tuesday.

    Korolyov, currently a deputy commander of the Northern Fleet, will replace Vice Adm. Alexander Kletskov, who is due to retire in August.

    "The official appointment of Vice Adm. Korolyov is scheduled for August this year," the spokesman said.

    Russia's Black Sea Fleet is stationed in Ukraine's port of Sevastopol under a lease agreement. Moscow and Kiev recently signed a deal extending the lease on the fleet's base in Sevastopol for 25 years after the current lease expires in 2017.

    President Dimitry Medvedev has instructed the Russian Defense Ministry to prepare a plan for the development of the Sevastopol base, which plays a key role in ensuring Russia's presence in the Black Sea region and the Mediterranean.

    Russian Navy Commander Admiral Vladimir Vysotsky said last week that Russia's Black Sea Fleet will be reinforced with 15 new combat ships and diesel-electric submarines by 2020.

    SEVASTOPOL, July 25 (RIA Novosti) - Three patrol boats of a new project and three submarines of 636 project will be laid up at Russian shipyards for the Black Sea Fleet before the end of 2010, Russian Navy Commander Admiral Vladimir Vysotsky said.

    "They [the ships] will be included in the Black Sea Fleet," Vysotsky said. "The three submarines of the 636 project have already been laid, and they will be included in submarine forces of the Black Sea Fleet."

    He added that these ships and submarines will ensure a security of ships in the Black Sea.

    Vysotsky said on Saturday Russia might be able to develop a fully-fledged fleet by 2050, but needs to act fast.

    The main bulk of the fleet, however, may be ready by 2035, he said.

    Russia seeks to bring its worn-out Soviet-era fleet up to modern standards as part of a larger effort to modernize its bloated armed forces.

    Troubled Russian sub starts sea trials after repairs

    14:37 29/07/2010 SEVASTOPOL, July 29 (RIA Novosti) - A Russian Black Sea Fleet submarine that malfunctioned last year has started sea trials after major repairs, a source at the Novorossiisk naval base said on Thursday.

    In November 2009, the Alrosa diesel-electric submarine sent a distress signal and was towed to port following engine malfunction during sea drills.

    The naval official said when the trials were complete the submarine would go under its own steam to its permanent location in Ukraine's Sevastopol.

    The Alrosa (originally Varshavyanka), a Kilo-class Project 877 diesel submarine, entered service in December 1990. It was renamed Alrosa in 2004 after it was "adopted" by Russia's largest diamond company of the same name.

    The Alrosa is the only submarine in active service with the Black Sea Fleet. It is based at a Russian naval base in Sevastopol on Ukraine's Crimean Peninsula.

And we ask how, when most of Serbia doesn't vote? We don't even vote for the opposition because they are the same western controlled morons, no true Serbian nationalists and patriots there either! We could change this country and make it what it was, and more, a new ant-NWO stronghold only if Russia backed us up a little bit, or at least help us get these morons, mobsters and killers out of the government and politics, and just move them to jails!

    Anti-submarine Black Sea Fleet in the next few years may cease to exist, Interfax reported, citing a source in the General Staff of the Russian Navy.     There have been orders for the A-42 with the Russian version of Sea Dragon fitted (Sea dragon being the export equipment set) for the Russian Navy... I would think the Black sea would be ideal for a Be-200 version because of the conditions.
    Of course this reveals my ignorance... I am assuming the Black Sea does not get as rough as the Northern Atlantic so sea conditions might make landing on the water a more common occurance.
    The idea of an amphibious aircraft that could land on the sea surface and use a dipping sonar to find subs is neat IMHO... if it has that capability. Good way to conserve Sonobouys.
    Have read that the A-42 is supposed to replace the Mays, Mails, and possibly even the Bears. (ie Il-38, Be-12, and Tu-142) but that the orders are small... like about 4.

    The Be-200 has seemingly be ordered in larger numbers but as a fire fighting aircraft for the ministry of emergency situations... about a dozen or so of them ordered.

    At present, the Black Sea Fleet has about 40 operational vessels, including a single diesel-electric submarine, but most of them are slated for decommissioning.

    Russian Navy Commander Admiral Vladimir Vysotsky earlier said that the fleet would be reinforced with 15 new combat ships and diesel-electric submarines by 2020.
