    The defense Ministry has decided to return to Crimea naval missile-carrying aviation of Russia

    The Ministry hopes that by 2016, return to the base in the guards (Crimea) Maritime missile-carrying aircraft regiment (MRAP), armed with long-range bombers Tu-22M3.

    Ah, ok. Well, hopefully they will then work on the more advance ships to get them out in greater numbers.

    Basically this is a case of saving a little money by cutting down a stopgap purchase.

    In other words they ordered these upgraded Krivak class ships that they were already producing for export because they knew that they could be produced on time even though they were not ground breaking they were much better than the ships they already had in service so they were worth ordering.

    It seems if they are cancelling the last boat either they are not happy with the price or more likely the alternative Admiral Gorshkov Frigate must be in a position to start serial production and replace the upgraded Krivak with a brand new design.

    It is comparable to the Russian Navy ordering upgraded Kilos until the Lada and Lada-M class subs were ready... now that they are going to produce the Kalina class conventional sub they don't need to keep ordering Kilos... even though there is nothing wrong with the Kilos.

    Or if they find that production PAK FAs work out close to the same price as the Su-35s then obviously they might cancel orders for Su-35s and just order more PAK FAs instead.

    Russia now produces these engines (VK-2500) at Klimov factory in St. Petersburg , so Motor Sich will do everything to prevent politics or they are out of work , and we are talking about 22,000 jobs directly tied on MS and many more indirectly in high-tech sector.

    MOSCOW, April 03. /ITAR-TASS/. Financing of the state programme for the development of Russia’s ship-building sector in 2013-2020 might be cut by 40%, Russian Deputy Minister of Industry and Trade Alexei Rakhmanov said on Thursday at a Russian State Duma [lower parliament house] session dedicated to prospects for the development of the ship-building sector.

    According to official information about the programme posted on the website of the Ministry of Industry and Trade, budget spending on the development of civil marine facilities and the ship-building industry till the year of 2030 was fixed at about 338 billion roubles [$9.6 billion].

    “We have a state programme on the development of the ship-building industry,” Rakhmanov said. “Regrettably, this programme is being rather seriously adjusted. We hope we will be able to find mutually acceptable solutions with our colleagues at the Finance Ministry, but, judging from the programme we submitted last year, the shrinkage is up to 40%.”


    He noted that Russia’s ship-building sector has been underfinanced in the past 20 years. In his words, “feverish mobilization” of resources started each time when deadlines for the launching of civilian vessels or warships were postponed.

    “But we always find a way to solve these problems,” he said. “So, I must say that with a great degree of certainty the state defence order till 2020 will be fulfilled in the full and in due time.”


    Speaking about long-term planning, Rakhmanov noted that “efficient dialogue has so far been established only with the Navy.” “There were hearings on the defence ship-building programme till the year 2050, and approaches to long-term planning will make it possible to arrange the industrial, science-an-technology activities and organize design bureaus,” he added.

    Russia has only started to make Vk-2500. They are behind schedule and it will be years before production is adequate.
    Further, most engines Russia buys from Ukraine are NOT the VK-2500, but the older TV3-117. There is no short term fix, and even if they duplicate production, it will cost more. No getting around that.
    And they also make the D-136, AI-225, and a whole bunch of other smaller but important engines.

    IMO its the dumbest decision fo thsi decade to underfund the most problematic military sector of russia. The lack of a navy has been severly limiting russian geopolitical influence(with a large navy to intimidate them  just think if the US would've done all these imperialist overseas actions of russian clients like serbia and iraq). IMO they should've put those budget cuts on the army  since a very large but poorly deployable land force has lost wars time and time again(germany was a victim of this TWICE). In today's case all land threats against russia can be completely countered by missiles witha only a nominal army necessary but for protecting overseas allies and military bases a large navy is a must. Getting around 10 extra destroyers and cruisers would be much more useful in todays international arena than a few hundred extra pieces of tracked metal. Thats why there the current russian military planners need to get their heads out of their asses of the 1940s "we have a million-man army so that means we can do anything" thinking and actually do something sensible ofr today's heavily navy-amphibious-centric geopolitics.

    No, Russia need strong army on the ground. US is different case as it is protected with two oceans and have allies on borders (Canada, Mexico). Russia doesn't have that luxury and have enemies on border, that is why for Russia few hundred tanks are more important than 10 destroyers. Russia doesn't have global imperial interests as US and NATO have and their seas are more or less locked seas. They need strong navy to defend their near seas and this could be done with corvettes and frigates. On the contrary China build up its big blue water Navy to counter US imperialism on the global seas, as they need resources from all over the World and their confrontation with the West is naval confrontation as China doesn't have western enemies on ground borders.
