    Construction tentomobilnyh shelters

"Just before the 2020 troops will be erected more than 8.5 thousand TMY. Their construction allocated 12 billion rubles,"

Good news. For air bases and air fields, they should build fixed hard shelters, those tent shelters should be used for operations outside their air bases, when they operate from roads and helicopters from any fields. Of course, those tent shelters will not be used only in RuAF, but also in army for their AD complexes and other expensive equipment, when they will operate outside from their bases.

Russian Military Spending to Increase Next Year Despite Sanctions - Reports

MOSCOW, September 17 (RIA Novosti) – Russian military spending will grow in 2015 as planned despite the economic problems the country is currently facing, the Vedomosti newspaper reports Wednesday citing a note to the draft 2015-2017 federal budget.

The national defense allocations for the federal budget are planned to increase by 21.2 percent next year, reaching 3.032 trillion rubles ($79 billion).

"This means real growth in defense spending, since, according to the draft, inflation is expected to stand at 6 percent in 2015. Meanwhile, in 2016 and 2017 the real growth rate in military spending will be negligible and close to inflation: 7.8 percent in 2016, reaching 3.23 trillion rubles [$84 billion], and 4 percent in 2017, reaching 3.36 trillion rubles [$87 billion]," Vedomosti reports.

I just did some back of the envelop calculation of Defence Expenditure from 2011 to 2017 based on what has been spent and what Vedomosti reports

    http://www.foi.se/Documents/foir_3688.pdf

Defence Budget  ( Trillion Roubles )

    2011 - 1.515
    2012 - 1.812
    2013 -  2.106
    2014 -  2.49
    2015 -   3.032  ( projected )
    2016 -  3.23     ( projected )
    2017 -  3.36     ( projected )

    Total -  17.545 Trillion

    SAP Total Funding  ( 20 Trillion + 3 Trillion for MIC )

    for 2018 , 2019 , 2020 - Total Spending should be approx  5.45 Trillion

Approx 1.9 Trillion per year for 3 years

Six Russian fighter jets intercepted off Alaska
Russian MiG 29 Russian fighter jets were intercepted by Canadian and American planes on Wednesday

Six Russian fighter jets were intercepted by American and Canadian planes off the coast of Alaska on Wednesday, US defence officials have confirmed.

They entered what is known as the Air Defence Identification Zone (ADIZ), but did not enter US air space.

The planes, two of which were MiG 31 jets, left the area without incident.

Officials said this type of incident was not uncommon, and happens up to 10 times a year.

The ADIZ is a zone of airspace which extends out approximately 200 miles from the coastline and is mainly within international airspace.

US sovereign air space extends 12 nautical miles from land.

Two Alaskan-based F-22 fighter jets and two Canadian CF-18 fighter jets were scrambled to intercept the Russian planes in two separate incidents on Wednesday evening and Thursday morning.

Also on Wednesday, the Swedish Foreign Ministry said two Russian military aircraft had crossed into Swedish air space south of the Baltic Sea island of Oland.

The ministry called it a "serious violation".

Sweden has said it has summoned the Russian ambassador over the incident.

MiG interceptors air cover naval group in major military exercise

Despite difficult weather conditions, they successfully simulated air fights and also fired missiles at sea targets

VLADIVOSTOK, September 22. /ITAR-TASS/. In a large-scale military exercise conde-named Vostok 2014 (East 2014), Russian MiG-31 fighter-interceptor aircraft air covered on Monday a Pacific Fleet’s naval group, Defense Ministry sources told ITAR-TASS.
Crews of four Mig-31 aircraft took off from Yelizovo airfield in Kamchatka’s regional centre of Petropavlovsk-Kamchatsky, heading for the Pacific to air cover warships in an imaginary evasive action.
Despite difficult weather conditions, they successfully simulated air fights and also fired missiles at sea targets.
The planes covered more than 2,000 kilometers and spent about three hours in flight.
A strategic command and staff exercise code-named Vostok 2014 (East 2014) with about 100,000 troops participating began in the Eastern Military District on September 19.
The manouevres involve units that participated in a snap combat readiness check in the Eastern Military District on September 11-18 when the troops were put on full combat alert, airlifted, and redeployed by rail and sea. Tactical and cruise land-, sea-and air-launched missiles will be fired during the manoeuvres taking place at more than 20 training ranges from Anadyr in the north to Vladivostok in the south.
The troops practice skills to defend the coast and islands in Sakhalin, Kamchatka, Chukotka, and the southern part of the Primorsky Territory.
The exercises will end on September 25. They are the final stage of a series of command and staff, and special exercises, drills, and surprise inspections in 2014.

Could this be an all-new missile? I don't want to get overoptimistic about something I haven't heard any about, but I wouldn't mind a new AShM... (The Brahmos-2 and Zircon are too "new" to pass tests.)

I think I remember hearing that Zircon would undergo it's first tests in 2014, but I'm going to make a wild guess and say it's not Zircon.

It definitely isn't Onyx... that is what Yakhont is based upon and has been exported to several countries already... not to mention it is what Brahmos is based upon.

A new cruise missile with two sets of land and sea launched missiles.

I would have to say by the description that they have the land and sea versions of the subsonic and supersonic land attack/anti ship KLUB missiles sorted and ready for service.

the export models are 3M-54E and 3M-14E.

Of course the domestic models are 2,500km range for the subsonic all the way, and perhaps up to 1,500km for the subsonic most of the way and high supersonic for the last portion missiles.

The only other option is that Onyx has now been replaced with Zircon.... both are quite exciting.

Pretty huge news guys, I can't believe we missed this amazing piece of news and I would love to hear Garry B's, Viktor's, Mike E's, etc's opinion on this...UAC will modernize 115 tools and heavy industrial plant equipment, which will increase production capability by an astounding 4.5 times that of current production capability, and will be in full force by 2015-2016

This is part of the stuff most people don't consider when they think about production... machine tools, even having access to a super computer so you can run thousands of simulations an hour and try all sorts of weird solutions without wasting time on the prototypes you end up testing to model level.

    Excellent news.

BTW it was always part of the plan that up until about 2015 than new products and upgrades will be developed while C4IR is sorted out... after 2015 actual production should take off with a balance of domestic and export production hopefully to be taken over by increased export demand.

Continuing on the machine tool topic, more positive news this time regarding next generation of machine tool lubricants that increase cost-efficiency and productivity by a significant margin. The machine tool modernization will increase aircraft production efficiency by a wide-margin on it's own (no doubt), in addition to supplement that front, a separate development of the next generation of machine tool lubricants reduces machining force by 59%. It will also improve wear resistance of the tool and parts seven fold and increases productivity of manufacturing two fold, and above all the surface quality of manufactured items, pieces, parts and spares will increase two fold. The new generation of lubricants will both increase the quality and reduce the cost of aircraft parts and spares by a significant margin:

"Aircraft Equipment" will show the newest technological developments
Experts examined the technical implementation of the holding "effect wearlessness"

Engineers Company "Respirator", part of the holding "Aircraft Equipment" , will take part in the VII All-Russian Conference of Young Scientists and Specialists "The Future Engineering of Russia." In the section "Renovating technology in mechanical engineering" they will present the results of applied research on the implementation of a fundamental scientific discovery Garkunova - Kragelskii "wearlessness effect."

Engineers "Respirator" will present the results of three years of applied research in the field of technological implementation of the "effect wearlessness" Garkunova - Kragelskii, according to a press release from the holding . Process development is that reducing friction surfaces of the cutting tool and workpiece leading to increased strength of the products, to reduce costs and reduce the amount of time required for processing the product.

Scientific articles engineers "Respirator" on this topic have been previously published in Russian scientific journals and a number of American publications.

Practical study consisted in changing the composition of the fluids used for machining instead of traditional lubricating fluids used in the processing of specialty lubricants new, more dense structure. Also used new tools helical shape to handle the holes in metal products, providing a smooth high-speed machining, a reliable supply of lubricants and reducing tool wear.

Head of theses Alexey Shchedrin present the results of studies of their wards, consisting in the change of the composition of oils for machining and exploitation in friction. Reducing losses in friction and wear parts and tools in the processing and operation is achieved by using additives "Valen" added to the oil.

Composition of a new additive reduces machining force by 59% and improves the wear resistance of the tool and parts seven times and two times increases productivity of manufacturing. In addition, twice as improving the quality of the surface receiving the item. Obviously, all these parameters ultimately lead to a reduction in the cost of production.

"The performance of our young scientists would not be so successful if the company were not provided with conditions for creative activity, - said General Director of" Respirator "Alexander Bryzgalin. - With the support of the quality of engineering education, improve working conditions for engineers and enhance their professional status at all its facilities, our specialists have the opportunity not only to make fundamental discoveries, but also put them into production. The next stage of technological development NPP "Respirator" will be the introduction of the results of theses in real current production. "

All-Russian Conference of Young Scientists and Specialists "The Future Engineering of Russia" is devoted to the use of the latest achievements of science, engineering and technology in the industry. Held annually since 2007, Russian Engineering Union. Participation in the event is about 1,000 experts from around the country. Co-founder of the conference in 2014 made Goskorporatsiya Rosteh. By tradition, the conference takes at MSTU. NE Bauman.

The organizing committee of the conference includes: Head, SC Rosteh and chairman of the Russian Engineering Union Chemezov, Rector MSTU. NE Bauman Anatoly Alexandrov, first deputy chairman of the State Duma Committee on Industry Vladimir Gutenev. Will open the event this year, Russian Deputy Prime Minister Dmitry Rogozin.

SPE "Respirator" traces its history to 1932. In 2009, the company became part of the holding company "Aircraft Equipment" . Is a developer and manufacturer of serial oxygen-breathing apparatus, holding the lead in the development and production of high-quality and reliable equipment needed for aviation, navy, emergency and health care.

This is the sort of improvement that has a fundamental effect in all areas of the military and also civilian applications.

things like improved propellent, or night vision equipment added to existing weapons allowing 24 hour use and the ability to be used in poor weather greatly increase the performance of already produced things.

Next generation heat-resistant aluminum alloy could potentially replace titanium in combat aircraft engines, tests have shown that the new alloy has great potential to make aircraft engines lighter, easier to manufacture and more energy efficient by a significant margin, and will spur on development of more capable UAV's:

UMPO released details of a gas turbine engine heat-resistant aluminum
Material will significantly lighten the weight of the motor

Ufa Engine Industrial Association (UMPO), Mr. olovnoe Enterprise Division "engines for combat aircraft" United Engine Corporation , together with the Ufa State Aviation Technical University (USATU) produced the first gas turbine engine blades of heat-resistant aluminum.

The first samples of the details of the new alloy were obtained in 2013. In this year of a full-length produced compressor blades. The next step - welding them to the disc by linear friction welding - will be made after machining. All studies are conducted jointly UMPO USATU and with the participation of another member of the division of DBA - NPP "Motor". JavaScript will test on the developed to the "engine" of the gas turbine drive GTR-953. If the tests are successful, experts will offer it to the introduction in the production of gas turbine engines for combat aircraft.

"The use of heat-resistant aluminum alloy instead of the traditional titanium can significantly increase the energy efficiency of GTD, as aluminum is more flexible, easier to give in machining and greatly facilitates the weight of the engine, - said Deputy General Director of" DBA Engineering "Vladimir Ivanov. - In addition, the great promise for the use of aluminum to withstand high temperatures, open in the area of modern piston engines, which are required for advanced unmanned aerial vehicles."

Project UMPO and USATU received a grant in the framework of the third stage of the competition of the Ministry of Education and Science at the end of 2012. Partially financed by the development of the enterprise itself. In the creation of advanced technology are participating non-profit partnership "Technopark aviation technology" (Ufa), Belgorod State University, National Research Nuclear University MEPI.

Ufa Engine Industrial Association - the largest manufacturer of aircraft engines in Russia. The main activities are the development, production, maintenance and repair of turbo-jet aircraft engines and gas pumping units, production and repair of units of helicopters.

Yet another update on the machine tool/plant equipment front. By 2020, Russia will cut down on it's foreign dependency of machine tools by nearly 2/3rd's, Russian aircraft factories will comprise of 10% domestic machine tools as of now, but by 2020 60% of machine tools will be domestic:

"Stankoprom" will be the engine implementation in production of domestic developments
By 2020, 60% of the equipment at the enterprises of the defense industry should be Russian

Machine Tool Holding Rosteha "Stankoprom"  will become the engineering center of competence, and the locomotive of the implementation process in the production of domestic developments, particularly in the defense sector.

According to the Minister of Industry and Trade Denis Manturova in the next five years, ie until 2020, the minimum level of equipment of industrial enterprises of defense technological equipment of Russian production should rise from the current 10 to 60%

"Over the past four years as part of the program of development of machine tool industry in Russia have been developed over 100 models of new machines and high-tech, hard alloy, modular tool that is fully ready for implementation into production. The main and the main driving force to ensure the demand for these products will be the defense industry on a large-scale modernization which devotes significant resources from the state budget ", - said the head of the Industry and Trade Ministry.

Already this year for defense companies that receive budget money for the purchase of tools, will be set minimum acceptable level of equipment of Russian technological equipment at 10% of their needs.

"Stankoprom" together with other companies and machine-tool industry Russia ensure the implementation of the government program "Development of domestic machine-tool and tool industry for 2011-2016" and resolve the issue importooperezheniya in the defense industry through the use of advanced Russian-designed, superior in a number of indicators foreign counterparts.

The Minister said that now "Stankoproma" has all the technology and manufacturing capabilities for commercialization and introduction of samples that meet world standards and may even exceed the number of indicators foreign counterparts.

"Stankoprom" - the umbrella organization of the Machine Tool and tool production, SC Rosteh, the key task is to ensure the long-term technological independence and competitiveness of Russian machine-building at the expense of the pre-emptive use of competitive domestic machine-building production facilities.

Don't know why they would be cooperating with a Canadian company considering how anti Russian the Canadian government seems to be...

Just looks like an ordinary light twin engine aircraft to me.

Don't know why they would be cooperating with a Canadian company considering how anti Russian the Canadian government seems to be...

Doesn't seem like Russian's are learning much lessons.  Maybe they are ignorant or maybe just hoping that they won't get affected by these sanctions business.  But yeah, if I was running a Russian business, the last place I would be looking for JV work would be Canada, US or most of EU.  I would be instead looking at Asia, european countries like Serbia, or Brazil for jv.

The 16-seat Rysachok aircraft to perform its maiden flight in the first quarter of 2015
    Russian Aviaton » Thursday October 9, 2014 15:30 MSK

The maiden flight of 16-seat light multi-role Rysachok aircraft is scheduled for the first quarter of 2015, Interfax reports with reference to a source close to the military-industrial sector.

"At present five Rysachok aircraft are under construction: three of them will feature a 16-seat configuration and the rest two ones – 10-seat configuration. The first 16-seat liner will perform its maiden flight in the first quarter of 2015", - the source said.

According to him, at first the aircraft will undergo flight development tests and then the certification testing will be started. "Almost all the results of certification tests passed by the 10-seat version of the aircraft will be recognized for testing of 16-seat version as well", - the source added.

Commenting the information that Russian Ministry of Defense issued a performance specification for the aircraft in spring, he said: "The Ministry did issue the performance specification and now it is being considered by the enterprise, because it will have to use own funds for development of this vehicle. The ministry is not going to finance the project".

It was reported earlier the Rysachok may be operated from unpaved runways with a soil strength of about 5,5 kg/sq.cm. Russian air forces plan to use Rysachok as a reconnaissance and patrol aircraft. The airliner is powered by М601F engines (Н80 for production vehicles) having a power of 750 (770) h.p. It is able to carry up to 10 passengers (production version will be fitted with 16 seats). Its range is 2000 km; cruise speed varies from 250 to 400 km/h.
