You cannot take anything as fact I'm afraid. A quick look around various Sat Images from different Map websites show from 1 to 5 of them. It would make sense for there to be always a couple available but

Russian Defense Ministry forms special purpose division near Moscow

The task of the special purpose aviation division is to airlift personnel, equipment and cargoes of the Russian armed forces, provide logistics services during search and other special tasks

MOSCOW, February 27. /TASS/. A Russian aerospace base near Moscow has been converted into a special aviation division responsible for airlifting personnel and equipment, the Russian Defense Ministry’s press-service said.

"The task of the special purpose aviation division is to airlift personnel, equipment and cargoes of the Russian armed forces, provide logistics services during search, rescue and evacuation operations and other special tasks," the news release said.

The division’s fleet consists of transport and passenger planes and helicopters, including Tupolev-154, Tupolev-134, Ilyushin-62, Ilyushin-76, Ilyushin-18, Antonov-148, Antonov-12, Antonov-26 planes and Mi-8 helicopters.

Hi folks,

In various sources (Scramble, this forum, etc.) i have run accross 2 Air Bases in Sakhalin only: DOLINSK SOKOL and BUREVESTNIK (the latter, further east, reaching into the West-Pacific Area)

But no Units based there. Just a couple of transport helicopters in BUREVESTNIK from an Independent Helicopter Detachment of the 573rd Air Army Aviation and a Command Post in DOLINKS SOKOL, used by Aviation Command, 23 IAP integrated in the 303rd Composite Aviation Division.

The 303rd Composite Aviation Division has itself some Fighter-Bombers, like the 277th Bomber aviation regiment based in KHURBA AB, much further west, in continental Eastern Military District. Is it the case that the SOKOL Base is active and some of these aircraft are regulary forward deployed there ?¿

The Helicopters are supposed to belong to the 101st Army Aviation squadron. I don't believe there to be regularly deployed combat aircraft here or at least that I have heard of. There are 10-11 fighter and bomber squadrons based on the mainland that are within combat range of these airports.

In Sakhalin Island there are the next bases:

Dolinsk Sokol , base of 777 IAP of PVO, with Mig-23 until 1985 and Mig-31 until 1997, that regiment was disbanded.Today only a helicotper detachment , and used for drills of East Military District
Yuzhno-Sakhalinsk (Khomutovo) base of 752 ZRP (anti aircraft misile regiment) until 1998. Today only a battallion of 1724 ZRP with S-300 and the 39 RTP
Smirnykh (Sakhalin Oblast) , base of 528 IAP of PVO , with Mig-23 until 1994. Today empty

Burevestnik is not at Sakhalin island, is in Iturp (Kuril Islands) , as well Kuril Islands are part of Sakhalin Oblast (district) , and here was the base of 41 IAP of PVO with Mig-23 until 1993 :Today only a helicotter detachment

I think the only thing they have on the islands is air defense systems like Buk's and Tor's. Outside of that, no airforce. Things may change though with growing threats from US.

The regiment is operating at Buturlinovka since 4 years ago, because Vorónezh airbase is in an eternal reconstruction
AT Buturlibovka was based the 899 ShAP (Su-25) , was disbanded in 2008-9 , but was said that VVS wants to reopen about 2018-2020, once Su-34 retrun to Baltimore

Su-24MR numbers of Shatalovo are from 40 to 51 . Other planes/helicopters aren´t part of squadron, were there before 24´s
Shatalovo could get a regiment of Su-34 if the total number for the VVS is arround 190-200

The Il-20 , An-26, An-30 and other are not part of regiment or división, is other unit
By 2008 , before reform of 2009 was part of Moscu Spacial Purpose command , as the 16 Army VVS, 4 y 5 Div PVO and other forces:

The airbase is/was known as Khalino . "Vostochniy" means is located "Eastern" Kursk, i think this is used to refer to the civil terminal that shares the airport
This year the regiment is going to receive squadron of 12 Su-30SM and the next year is supposed other 8 planes.With 20 is enough for start the work as Sukhoi regiment
Mig-29SMT could be relocated to south Russia or Armenia , as only have 6-7 years in service with VVS .Probably will receive maintenance/repairs/repaint in ARZ before to be handed over to a new base

The regiment had tree squadrons until 2012-3, so there are more 40 planes , but only 2 squadrons work

With the reform, it joined with the "AirBase" 6988 AB of Khurba, but does not mean that the aircraft were transferred, in some ORBAT´s are placed SU-24MR at Khurba , but it is not true
A squadron remained operational in Varfolomeyevka subordinate to Khurba 6988 AB

Usually the numbres are from 01 to 99 , but sometimes there are also Nº 100 and higher, but is not usual
In soviet times there were numbres of 3 digits, of course, USSR have a lot of thousends of planes

There is a unwritten "tradition" in RuAF/Soviet AF ,  by which, the tail number of the aircraft in which the pilot died in accident is written off
Also , of course, no one pilot would fly with number Nº 13 in his plane

For example:
Su-27SM of Lipestk had numbers: 02 ,  03 , 04  ,06 , 07
Now , Su-35 of Lipestk have numbers: 01 , 02 , 03 , 04 , 06 , 07
There is not figthers with Nº05 at Lipestk as it seems

In the same way:
Numbers of Su-27SM of Vladivostok were: 20 , 21 , 24-33 (no 22 & 23)
However , this time the Su-35 , there is Nº 23 , not sure why this changes the "tradition"

That 10 Su-35S at the Testing Center worry me unless they are focused on new weapons testing.

10 Su-35 were received in 2011-12 but several of those were transferred to Lipestk. Today 6 based in Akhtubinsk and 6 in Lipetsk, 24 in Dzemgi, 12 in Vladivostok and 10 in Besovets (with 4 deployed in Siria)
Sometimes, planes of other bases go to Lipestk or Aktubisnsk for trials or training
For example, 01 and 02 of Dzemgi were at Lipestk for training of chinese pilots , but this do not means the airplanes have been transfeerd
Once China gets its 4 first Su-35 , 01 and 02 returned to Dzemgi

The airplanes based at Akhtubisnk should have a symbol like this under the wings or near the munbers:

I have a question about camouflage. Some of the aircrafts received black camo rather than older sky blue. But then again they went back to light sky blue from black! Why is that?

Not black, rather grey. Its detractors call it "eggplant grey". This was an idea from former minister of defence Serdyukov, to paint all aircraft (including helicopters) that color. Fortunately, Serdyukov was sacked and then returned to more traditional colors.

And what was the reason behind that color? I know when it was chosen but what was the reason?

The top surface is dark and the lower surface is light blue...

From the ground you look up at a light blue surface... which matches the sky.

From above you look down at a dark coloured surface which should be difficult to see against a dark ground surface... especially at night.

Obviously not so effective if over water or snow...

But the results aren't that effective I assume! I mean they are back at light blue camo again.....

Would assume all of the Regiments are using their previous numbers before the Airbase concept was switched to.

Regiments were 121st Engels (Tu160) and 184th Engels (Tu95)
Regiments for Ukrainka were 182nd and 79th (Tu95)
Regiment for Beleya was the 200th.

Can't tell you that for sure. Most of the other units have reverted to their previous names... that one specifically not sure.

6950 AB = División (1st class). The second class are similar to a brigade , An "Air Base" unit can have one or several airfields
For example , 72 AB in Kaliningrad has several squadrons in several airfields (Chernyakhovsk , Khabrovo,Donskoye):
-squadron of antisubmarine helicopters
-squadron of transport helicopters
-squadron of transport airplanes
-squadron of Su-24M
-squadron of Su-27P
This is a Brigade type unit
In all cases squadrons come from former regiments , after the cuts in 2008
Now are forming a new squadron of Su-30SM that with the Su-24M squadron will restore the regiment 4 OMShAP
Also the 689 IAP shoud be restored , adding other Su-27 squadron when Chakalovsk will be reopened in 2018 ?? after 6 years of works
When the regiments will be restored , 72 will become a division

Right now the VKS is in the process of restructuring the "Air Base" system (AB) to the system of divisions, recovering the old numbers of the regiments

The numbers it is recovering or should be recovered from today to 2020 should be:

The 40 ORDAP (Olenya/Múrmansk Oblast) was transferred to Long Range ten yers ago , but is inactive , tha airplanes has not seen in fligth since several years ago  , and is not clear if the bombers will be modernized and return to service again.
The squadron at Sovetskaya Gavan (Pacific) was disbanded and the aorplanes are being recicled
