    I just can't get excited over such systems. The payload is tiny and it is nothing like the Hotol concept.

    Roscosmos declares contest for developing solar research satellite

    Arka will become the first Russian solar studies satellite since the Koronas-Foton satellite, operational from February to November 2009, went out of order

    MOSCOW, September 14. /TASS/. Russia’s state-run space corporation Roscosmos has declared a contest for the development of the space laboratory Arka, expected to produce high resolution images of the Sun, as follows from an announcement placed on the state purchases website.

    The satellite will be meant for studying objects up to 100 kilometers in size within ranges that cannot be registered from the Earth’s surface. In particular, it may help scientists find out how solar flares emerge.

    The yet-to-be developed observatory is to be put in an orbit no less than 500 kilometers high alongside the launch of another space vehicle.

    Under the plan the satellite’s preliminary design is to be developed by November 2017. In 2018-2020 design documentation for the mock-ups and experimental samples is to be finalized and the mockups made and tested. In 2019-2023 test products are to be manufactured and tested comprehensively. The assembly of a flight sample of the Arka satellite and its experimental testing on the ground are due in 2021-2024. Its launch and flight tests are going to be held in 2021-2024.

    Arka will become the first Russian solar studies satellite since the Koronas-Foton satellite, operational from February to November 2009, went out of order.

    S7 airline buys into Sea Launch

    The Russian airline company, S7 Group, agreed to buy assets of the troubled Sea Launch project, including both vessels and the launch support equipment in Long Beach, California, at a price tag of around $150 million. Following a series of negotiations, the project's main contractor, RKK Energia, and the S7 Group announced the deal on Sept. 27, 2016, at the International Astronautics Congress in Guadalajara, Mexico. At the signing ceremony, RKK Energia and S7 promised to resume Sea Launch missions by the end of 2018, or 18 months after obtaining approvals for the deal. The approvals had to come from the Directorate of Defense Trade Controls, DDTC, and the Committee on Foreign Investment in the United States, CFIUS.

    The Sea Launch is then expected to perform around 70 launches before a major overhaul is required, its new investors believed. At the singing of the deal, RKK Energia and S7 said that the Sea Launch would remain based at the port of Long Beach and continue using the Zenit rocket. All previous plans to replace the Ukrainian-built vehicle with a Russian booster and to relocate the vessels to Russia were apparently dashed at least for the time being as financially and technically unrealistic.

    At the same time, RKK Energia and S7 admitted that no agreement on the resumption of Zenit production in Dnepropetrovsk had been reached. The officials present at the signing ceremony were also unable to provide any scenarios for the resolution of the enormous outstanding dept hanging over Sea Launch, or any details on the prospects of settling the lawsuit with Boeing.

    Bizarre... why the frack would RKK Energia be even remotely interested giving a boost to Ukropistani manufacture of Zenit?  Russia should do everything to ensure that the fucking Banderites loose Yuzmash/Yuznoye through a total lack of investment/orders, and the Ukrops have no ability to build anything larger than an artillery rocket.

    Russia is not supporting Yuzhmash. It is buying the rig and other assets at knock down prices and Yuzhmash will only get a fraction of the $150 million.
    Boeing will likely get most of it.

    The only reason I can see why Russian companies would buy this equipment is they think Russia can use it. They are fully aware of the stoppage
    in Zenit production. This implies that there will be an affordable Zenit replacement for Sea Launch. Sunkar has very similar mass and dimensions
    and uses the same fuel and uses a similar engine since the Zenit employs the RD-171. But it will be a few years before it is ready. Maybe not so
    many years.

    Who is "they"?  S7 is a privately-owned company, so if they choose to invest it is their concern.  I agree that it seems like a stupid idea, but its not a Russian Federal enterprise and won't draw on government funds, so let them go for it...   Personally, if they want to restart Zenit manufacture by the fucking Banderites then I hope they lose every last kopek....

    Russia to spend $2.8 bln on space program in 2017 — draft

    The draft stipulates allocating $1.5 billion for implementation of the federal space program

    MOSCOW, October 12. /TASS/. Russia’s draft federal budget for 2017 envisages allocating about 173.24 billion rubles (about $2.8 billion) on space activity, according to the document posted on the federal web portal of draft regulatory acts on Wednesday.

    Specifically, the addendum to the draft federal law for 2017 and for the planned period of 2018 and 2019 stipulates allocating 92.46 billion rubles ($1.5 billion) for the implementation of the federal space program and slightly over 21 billion rubles ($335 million) on the target program of the development of spaceports. Over 1.2 billion rubles ($19 million) is expected to be spent next year on maintaining the potential of the Baikonur space center in Kazakhstan.

    Also, about 38.33 billion rubles ($612 million) is slated for the 2012-2020 targeted program to maintain, develop and use the GLONASS satellite navigation system next year, according to the draft federal budget.

    It follows from the document that over 2.2 billion rubles ($35 million) is expected to be allocated from the federal budget to finance the creation of a megawatt transport and energy module with a nuclear propulsion system.

    Another 1.95 billion rubles ($31 million) are expected to be spent on "performing the functions to select and train" cosmonauts, the draft document says.

    As many as 622.33 million rubles ($9.9 million) are stipulated in the draft federal budget for next year to insure risks and liability during the launches and flight tests of spacecraft.

    Subsidies for the State Space Corporation Roscosmos will amount to 314.87 million rubles ($5 million), the draft document says.

    Air defense unit in Siberia apparently saw two falling fragments of Progress spacecraft

    A cargo space vehicle of the Progress serie has been lost at an altitude of 190 kilometers


    YEKATERINBURG, December 2. /TASS/. An air defense unit of Russia’s Central Military District stationed in West Siberia says that on Thursday evening it identified two objects within its area of responsibility that may turn out to be fragments of the Progress MS-04 cargo spacecraft, Central Military District spokesman, Yaroslav Roshchupkin, has told TASS.

    "Radio-technical means of the Central Military District’s air defense unit on December 1 identified two flying objects on radar screens at 17:56 and 17:57 Moscow time. Specialists studied their flight paths to arrive at the conclusion with nearly 100% certainty that the objects were fragments of the Progress spacecraft," Roshchupkin said.

    Military personnel are not involved in search operations, the Central Military District said.

    A cargo space vehicle of the Progress series, launched from the Baikonur space site in Kazakhstan at 17:51 Moscow time on Thursday was lost at an altitude of 190 kilometers over the Tyva region. Most of its fragments burned down in the atmosphere.

    According to some reports several fragments may have reached the Earth’s surface in a sparsely populated area 60-80 kilometers west of the city of Kyzyl. Search groups of the Emergencies Ministry have inspected territories around four communities in the Ulug-Khem, Chaa-Khol and Sut-Khol districts of Tyva to find nothing.

    Russsian cosmonaut reveals details about future international station in Moon’s orbit

    The International Space Station consists of fifteen modules, five of which are Russian

    MOSCOW, December 12. /TASS/. A future international space station that may be put in orbit around the Moon will be one-fourth or even one-fifth the size of the International Space Station currently orbiting the Earth, the chief of the Manned Programs Center at the space industry’s main research institute, cosmonaut Oleg Kotov, has told TASS.

    "The discussion over plans for creating an international station in the Moon’s orbit is in the initial phase. Pre-project talks are being held by the ISS partner countries at the working group level. The purpose of the station will be to create a near-Moon infrastructure for subsequent exploration and development of the Moon. Currently the station is seen as a small visitable orbiter consisting of three or four modules in the Moon’s polar highly elliptical orbit," he said.

    The International Space Station consists of fifteen modules, five of which are Russian.

    Kotov said a future lunar space station will help polish technologies crucial to exploring the Moon and deep space. In particular, it may explore the Moon’s surface using rovers and landing probes.

    "The lunar station is regarded as an international project and this is very good, because it would be very wrong to neglect the experience of international cooperation in designing and operating the ISS accumulated over years when the ISS life cycle is over.
    Russia’s lunar plans

    Energia’s proposal is to start creating an orbital lunar platform at the end of 2022 and to send the first crew to it in the first half of 2025. Earlier reports said Russia hoped to see its first cosmonaut on the Moon in 2031.

    I would say such activities is tantamount to Treason! Indeed the authorities need to make a strong example to these scumbags! A life imprisonment without parole in a remote siberian neo gulag is a good start. Twisted Evil cause a slap in the wrist kind of sentence (2 or less years in prison) will not make this kind of sabotage go away. FSB should also run a background check on the perpetrators to learn if their scheme is being directed abroad by foreign powers to cause as much havoc to Russian space industry.

    1) cutting corners of rocket engine components is not lucrative. The cost is in the assembly and not in the alloys. These are not
    gold, platinum or palladium that can be resold for big money. Who the f*ck would even know the value of some steel alloy used in
    a Russian rocket engine? There is no market.

    2) compromising the operation of the company means disrupting the money flow. So we have a clear indication that the objective
    was not to boost profits but to sabotage Russian aerospace. The US has a long tradition of recruiting criminals to further its geopolitical
    agenda. It was doing this during the USSR era by establishing contacts with the Russian underworld. I bet it increased these links
    during the 1990s Yeltsin rot fest.

    I doubt NATO agents involved. More like corruption which probably existed for quite some time but cannot continue on.

    Since Roscosmos is now considered a company and not a state run agency, they can now follow legal actions against other companies who supply to them. As well, they can do their own investigations and take whatever actions they legally can.

    And this is probably they are going to do. They will be compensated for the loss. By who, I don't know.

    There seems to be QA issue , It was not abnormal to loose 1 or 2 Proton launch vehical each year due to some or the other issue which they couldnt issue.

    While Sabotage Angle needs to be investigated too but its a good thing such defects are getting detected before launch and getting fixed , Thats better than loosing the satellite after launch.

    Corruption is a vapid catch all term for any process that is not understood. If as you say corruption is the causal mechanism,
    then the failure rate would have been worse during the 1990s and would never be tolerable to begin with. As I posted, there
    is no actual racket that can be run off cutting corners on the metals on rocket engines. Zero. Corruption would be in the
    pricing of these rocket engines as it is in the USA. Only full on retards would risk the gravy train by skimping a tiny fraction
    of the profit they make on the materials of the engines where they are critical and not cosmetic. So the corruption excuse is
    simply not credible.

    And to claim that NATO makes no interference in Russia is pure Technicolor Rainbow Ponies delusion. They have been using
    every dirty trick they can think of at the political level including blood libel hate propaganda in the mass media, but you think

    MOSCOW, April 12. /TASS/. Wednesday marks the anniversary of the first manned flight to space, performed by Yuri Gagarin on April 12, 1961. The date is celebrated as the Cosmonautics Day in Russia and the International Day of Human Space Flight worldwide.

    The recent years have been difficult for Russia’s space agency Roscosmos and the country’s entire space industry in general, due to international sanctions against Russia and successes by the country’s space rivals, notably from the United States. While Russia had to cope with cuts in the financing of its Federal Space Program and Proton engine malfunction issues, the United States successfully tested reusable rocket boosters and continued tests of delivery vehicles intended to replace Russian-made Soyuz carrier rockets.

    Space rivalry intensifies

    Russia’s space rivals have made significant progress in recent years. Last year, Russia dropped to third place in the overall space launch count, losing to both the United States and China. The competition for the leadership in space has further intensified amid successes by US aerospace manufacturer and transport services company SpaceX, which for the first time ever successfully reused a previously flown Falcon 9 rocket booster on March 31.

    "As far as the competition in the space industry is concerned, it has intensified sharply in recent months. The re-launch of a booster by (Elon) Musk and plans to replace our RD-180 rocket engines with those made in the US by the Blue Origin demonstrate that we are entering difficult times and that the reserves of the Soviet space program are now about to be depleted," said Alexander Zheleznyakov of Russia’s Tsiolkovsky Academy of Cosmonautics.

    "If the Roscosmos leadership is aware of this, there is still a chance that we will succeed, but if we continue to rest on our laurels, we will lose this struggle for competitiveness," he said, adding that although projects for reusable boosters are explored by Russian space industry researches as well, they are far from completion.

    "While we are trying to catch up, our rivals will increase the gap in the development of space technologies. If we want to catch up with them, we will have to be proactive. If we simply mirror the achievements and technological ideas of others, we will always stay behind," the expert said.

    US companies took the lead in commercial launches as well last year. According to the US Federal Aviation Administration, US space launch service providers earned some nine times more than their Russian counterparts, $1.2 billion versus 130 million.

    According to SpaceX estimates, reusable boosters will allow to further decrease costs of commercial launches by 30%, from the current $61.2 million to about 43 million. The launch of Russia’s Proton-M rocket is estimated to cost about 65 million, while the new Angara-A5 rocket, intended to replace Protons, is expected to be even more expensive.

    Roscosmos' plans


    Despite difficulties, Russia’s space corporation Roscosmos has big plans for the current year. Although the company had to deal with Proton engine problems, caused by the use of wrong solder alloy during the production, it vows to fulfill the 2017 launch schedule in full. Once the issue is fixed, Roscosmos plans to launch seven rockets with those engines this year, including for commercial customers. In total, the space corporation plans to hold at least 30 rocket launches in 2017, two of them will take place at Russia’s newest launch facility, the Vostochny space center in Russia’s Far East.

    This year, Russia plans to start designing the Angara-A5V rocket for the lunar mission. Elements of the Federatsiya (Federation) spacecraft to take cosmonauts to the moon are currently being assembled by the Rocket and Space Corporation Energia.

    The Sea Launch project is also expected to resume in 2017 after being purchased by S7 Group from Russian aerospace contractor RSC Energia. A Zenit carrier rocket is expected blast off from a floating launch platform in the Pacific Ocean to put an Angolan satellite into orbit.

    Roscosmos is also expected to expand the Russian segment of the International Space Station (ISS) by adding the Nauka research module to it. However, according to unnamed space industry sources, the launch of the Nauka module may be postponed until 2018 or even cancelled due to technical problems.

    Space industry celebrates its holiday

    Events to mark the Cosmonautics Day will be held at the Baikonur space center in Kazakhstan and Russia’s Vostochny space center. On this day, officials from Roscosmos and other space industry enterprises will lay flowers to the Kremlin wall, where first cosmonaut Yuri Gagarin and the founder of the Soviet space program Sergei Korolyov are buried.

    The Russian federal agency responsible for civilian aid and humanitarian projects abroad will hold commemorative events in 81 countries. Those events will include photo exhibitions, lectures and meetings with cosmonauts.

    The Russian capital will be decorated by images of the Earth’s orbit and planets of the solar system as seen from a spacecraft, as well as with pictures illustrating Soviet space achievements: the launch of the first artificial space satellite, Yuri Gagarin’s flight, Alexei Leonov’s spacewalk, the Lunokhod-1 lunar rover, Salyut-1 and Mir space stations.

    The Cosmonaut Training Center will host a post-flight news conference of Russian cosmonauts Sergei Ryzhikov and Andrei Borisenko, who returned from the ISS on April 10.

    So far, Oleg Novitsky remains the only Russian cosmonaut in space. His partners on board the International Space Station are NASA astronaut Peggy Whitson and French astronaut Thomas Pesquet.

    Why can't Russia design a reusable rocket like spaceX? I thought they were all about affordability and efficiency. That said chemical energy rockets are in the past not the future. There should be more research in creating space elevators. Or if not, just extremely cheap rockets that can be launched by the dozens everyday so that large interplanetary spacecraft can be assembled entirely in orbit.

    1) There are simpler ways to reuse a rocket. SpaceX is doing flashiest and most complicated one (and one that has most room for error). We don't know what they do exactly but priority is Angara and Federation.

    2) Production of engines and rockets on assembly line (Angara) is efficient.

    3) Space elevator is still just science fiction. No materials and no delivery technology exists.
