    Russia to Deliver Fighter Jets to South African Country

    DUBAI, November 23 (RIA Novosti) – Russia’s state arms export monopoly said Friday that it will deliver 12 Su-30K fighter jets to a nation in southern Africa.

    In the wake of a visit by a high level Russian delegation earlier this year, it was widely reported in Russian media that Moscow had agreed to supply 18 of the jets to Angola.

    “These aircraft will be delivered to a South African country. For the first step, we are inclined to deliver 12 of the 18 units,” Mikhail Zavaliy, a top executive from Rosoboronexport told reporters, without specifying what country he was talking about.

    The final six aircraft will be supplied at a later date, Zavaliy said.

    The Su-30K fighters in question are a batch of aircraft initially supplied to India in the late 1990s, prior to Delhi receiving the more advanced multirole Su-30MKI variant. They were returned to Russia in 2007 and have since lain idle in a Belarusian repair plant, according to a report in Vedomosti newspaper last month.

    Angola has close diplomatic and military ties with Russia that have endured since the Soviet era.

    The press has stated they will be modernised, but no details on the extent have been provided. Maybe it is a limited upgrade, Su-27UBM, which is based on Su-30KN.

    Angolan Su-30K will be modernized to the level of Kazakh Su-27UBM2 without Litening targeting pod. They will be practically the same as Su-30KN from 15 years ago with similar capabilities. Some pictures from Su-30KN for a taste of Angolan Su-30K. Anyway, they will get quite capable multirole fighter.

    Angola will take delivery of up to four overhauled and upgraded Su-30K multi-role fighters in late 2015 under a contract with Russia, TASS reports with reference to a representative of the 558th aircraft repair plant (Belarus); the enterprise is responsible for overhaul and upgrade of the aircraft.

    The contract between Russia and Angola for delivery of 12 upgraded Su-30K jets was signed in late 2013. “Up to four overhauled and upgraded jets of the type will be delivered to the customer this year. The contract will be implemented in late 2016 or early 2017,” the source noted.

    This refers to fighters delivered to India under a contract signed in 1996. Russia took them back in the network of “trade-in” mechanism and offered the jets to a number of African countries. Angola purchased 12 jets of the type and Rosoboronexport is looking for a customer for the rest six ones. Belarusian plant was chosen as the main contractor, because in Soviet era the enterprise was responsible for repair and overhaul of Su-27 fighters (Su-30 was derived from Su-27), the source explained.

    Russia Ready to Boost Defense Cooperation With Angola

    Russia's defense minister said that Angola could guarantee security in Central Africa, and Moscow was ready to help the country's armed forces improve their skills.

    KUBINKA, (Sputnik) — Russia is ready to further enhance its bilateral ties with Angola, and boost the defense cooperation, Russian Defense Minister Sergei Shoigu said Saturday.

    Earlier in the day, Shoigu met with his Angolan counterpart Joao Manuel Goncalves Lourenco to discuss military and technical cooperation between the two countries.

    "We, certainly, welcome your [Angolan] leadership's willingness to further enhance the bilateral multifaceted cooperation, including cooperation in defense sector. We are ready to contribute to this in every way," Shoigu said at a meeting with Goncalves Lourenco.

    The Armed Forces of Angola could guarantee security in Central Africa, and Russia is ready to help them improve professional skills, the Russian minister said.

    Angola is one of the participants of Russia’s 2015 International Army Games held on August 1-15, 2015. The competition brings together over 2,000 team members from 17 countries. The contests will be held in 11 different locations across Russia.

    Shoigu said that the Angolan tank crewmen who arrived in Russia to participate in the International Army Games "will gain good experience."

    Angola is one of Russia's key partners in the African region. The two countries have a common stance on a number of global issues, including the Syrian conflict.

    In 2013, Russia agreed to supply arms and military equipment to Angola worth $1 billion, including spare parts for the Soviet-made weaponry, light weapons, ammunition, tanks, artillery and multi-purpose helicopters.

    Angola is a very important partner for Russia and besides Egypt, is Russia's access to Africa (Algeria I suppose as well). That said, it shouldn't be tied directly to just economy. While Russia has agreed to build Lada Granta's and Agricultural equipment and services in Egypt, I would wager it should have been moved to Angola to help their economy as well. Maybe build cheaper model of Lada's like Niva in Angola, and service industry for various goods.

    Russian products will do quite well in Africa, and Angola should be one of the major markets to get involved in.

    Very important aspect of it too. Since Angola has good relations with Russia due to the soviet history, I would wager that Russia would find it far easier to operate both militarily and economically in Angola. Good thing about Angola is that there is still a demand for its resources and they are fine already operating in terms of extraction, but that really isn't what should drive Angolan economy, while at the same time, Russia could benefit greatly with their goods being sold in Africa and as well as having a strong base to operate out of (not militarily I mean, but economically) and Angola would be that very country for it. Russia's access to Africa through Angola - Automobiles, service industry, technology, energy, military services/goods, transportation, etc etc etc could operate from the country and both Angola and Russia would more than likely gain hugely.

    Heck, Russian banks right now are facing a major issue with the sanction of lack of outside credit. One way to fix this issue is to increase domestic and foreign liquidity to be able to translate in terms of credit for themselves. One way for this is for having their banks operate outside of the country as well, invest in and buy/build in the other countries as well. Angola could be that one country (I know Sberbank operates in Sudan but Sudan is a less stable country compared to Angola).

    Russia and Angola are negotiating the delivery of six Su-30K fighters

    As Aleksandra Djordjevic and Ivan Safronov write in the article "Better Longer, Yes More" published by Kommersant, Russia and Angola negotiate the purchase of six additional Su-30K fighters. If successful, Luanda will be able to increase its fleet, and Moscow - to get rid of aircraft built in fulfillment of the Indian contract in 1996-1998. There are also complications: back in 2013 Luanda contracted a squadron of such fighters, but still has not received a single one. Russian officials nevertheless insist that the contract is executed in accordance with the agreements.

    The fact that Russian and Byelorussian specialists are searching for buyers for six Su-30K fighters stored in Belarus, a source in the aviation industry, told Kommersant. This was confirmed by the director of the 558th aircraft repair plant (ARZ) Pavel Pinigin, who arrived at the MAKS-2017 airshow (Zhukovsky). According to him, the search for a buyer is "just a matter of time" and "no significant problems arise": "Do not rush, and everything will be all right." In turn, sources of Kommersant in the field of military-technical cooperation (MTC) clarified that negotiations for the supply of six fighters are being conducted with Angola. Representatives of Rosoboronexport and the Federal Service for Military-Technical Cooperation refused to comment on Kommersant yesterday.

    The history of these Su-30Ks began in 1996-1998. Then the Irkut corporation signed a contract for the delivery of the Su-30MKI fighter aircraft to India, but because of the need to prepare the capacity for the deployment of serial production of new aircraft, the customer was provided with simplified versions of the fighters with the obligation to replace them in the future. These obligations were fulfilled: simplified fighters were replaced with Su-30MKI, and in 2011 18 Indian-returned Su-30K were driven to 558th ARZ in Baranovichi, after which Rosoboronexport began searching for potential buyers for them.

    The aircraft were offered to Byelorussia, Sudan, Vietnam (the factory was even visited by a military delegation from Hanoi), as well as Angola.

    In October 2013, during the visit to Angola, Deputy Prime Minister Dmitry Rogozin signed a contract for the purchase of 12 Indian cars and related means of aviation defeat, which implied the issuance of a loan of $ 1 billion to the customer. According to Kommersant, VTB provided it. VTB told Kommersant that they were lending to the South African republic, but did not specify the purpose of issuing the funds: "VTB issued a loan of $ 1 billion to the Ministry of Finance of Angola. The financing was provided for general purposes."

    Angola received the first two Su-30K fighters

    Alexander Vorobey, Deputy Director General of the 558th Aviation Repair Plant in Baranovichi, Belarus, told the Sputnik agency on September 19, 2017 that Angola received the first two Su-30K fighters that were repaired and pre-sold at the enterprise, out of 12 acquired by it fighters of this type.

    "So far, two [Su-30K] have been delivered to Angola, there is a schedule of deliveries, and its implementation has already begun. I think that the supplies will be completed by early next year, "Sparrow said.

    On the bmpd side, we recall that Rosoboronexport signed Rosoboronexport during the visit of Deputy Prime Minister of Russia Dmitry Rogozin to October 13, 2013, to buy 12 of the 18 former Su-30K fighters against Russian credit.     In July 2011, all 18 Indian-returned Su-30Ks were transported from India to the 558th ARZ in Baranovichi, where they were stored for resale purposes, remaining the property of Irkut Corporation. The aircraft were not returned to the Russian Federation in order to avoid payment of relevant import duties. At the 558th ARZ, repairs are carried out with modernization and pre-production preparation of these aircraft for delivery to Angola.

    Pictures of the first past repair and modernization for Angola fighter Su-30K during the round-robin tests in Baranavichy appeared in early 2017.

    In July 2017, Russian and Angolan sides reported on the negotiations regarding the sale of the remaining six Su-30K fighters to Angola from storage in Baranovichi.

    Interesting is, that Sri Lanka is also interested in remaining 6 ex-Indian Su-30K in Baranovichi and Sri Lankan government expect to finalize contracts to the end of this year. Modernized to Su-30KN, Sri Lanka will receive very capable multirolem fighters, well suited for over the sea air patrols, the same as Angola will.

    Su-30KN will be the only Angolan fighter with anti-ship capabilities armed with Kh-31A and maybe Kh-35 anti-ship missiles, what is very important for air patroling and defending Angolan oil fields in Atlantic ocean.
