I am guessing it is a sneaky way of allowing the main rocket motor to burn for longer without having to extend the tube before launching.Very cool, did not realize there was an innertube.
RPG-7 has a sustainer rocket motor that burns while the rocket is in flight, but the disposable rockets and RPG-29, and the SPG-9 and 73mm gun of the BMP-1 all burn out before they have left their tubes.

The aircraft pictured is the enormous An-22 "Cock".
