Italy's government appointed Claudio Descalzi as new CEO of ENI.
Perhaps a good news, because the guy is considered a "technician" and not a political nominee. He was the vice of the previous CEO Paolo Scaroni, which was one the key of South Stream deal.

However "South Stream is not EU priority"

There will be a long battle about that.

South Stream's future depends on Russia-EU agreements, not on Serbia - PM

The future of the South Stream gas pipeline depends not on Serbia but on agreements between Russia and the European Union, Serbian Prime Minister Aleksandar Vucic said at a joint news conference with German Chancellor Angela Merkel in Berlin on Wednesday, June 11.

When asked whether Serbia would continue the construction of the pipeline on its territory, Vucic said it would take time to assess the feasibility of the project, TASS reports.

"It does not depend on us, but rather on an agreement between Russia and the EU. We have an agreement and a pre-contract signed. Gazprom is the majority owner of NIS, and Serbia is in a specific position. We will look to protect Serbian interests, but it also depends on the interests of Europe. You cannot skip EU countries to reach Serbia," TANJUG news agency quoted Vucic as saying.

On Monday, June 9, Vucic said the Serbian government had not yet made its decision on South Stream. The statement followed his Deputy Zorana Mihajlovic’s remarks that Serbia had to suspend the project following Bulgaria’s decision to put it on hold.

Link is in Croatian (use google translator) but very interesting. It is said that Gazprom is thinking about financing South Stream on they own without anyone and by doing so

would remove the pressure from European Commision. Now in the article it is not explained why would that remove pressure from EC so if anyone has knowledge about it - please share.

    LINK

Also one Croatian portal about bussines claimes that in case Gazprom decided to build South Stream over Crimea its price could be reduced to mere 4.8 bin $. (not sure how reliable they are)

    LINK

As I read, price could be reduced great deal because as things are now pipeline needs to pass throw depest parts of Black Sea (2.5km) and by going over Crimea (cheapest way by far)

price would be reduced by great deal (but did not managed to find by how much). Now if Gazprom decided to go with partners than South Stream route will not change meaning original

price will stay in force because contracts have being signed already and it would be extremely time consuming to change them but in case Gazprom decided to go on they own and

than they could quickly re-project the whole project and make it pass throw Crimea reducing price in the process too by great deal.

Not an expert, but I think they could very well keep the same partnership structure, but choose a cheaper route, "returning" the difference to ALL partners, via an additional/auxilliary contract. The /direct/ shortest route from Crimea seems like it would pass thru Romanian EEZ which would problematize the project by introducing a further transit country (that is NATO-Atlanticist), but passing more southernly thru the NW corner of Turkish EEZ before entering Bulgarian EEZ would seem to allow the previous agreement with Turkey to still apply, while being significantly cheaper in construction.

Austria and Russia sign South Stream gas pipeline treaty

Russia and Austria have agreed on a joint company to construct the Austrian arm of the $45 billion South Stream gas pipeline project, which is expected to deliver 32 billion cubic meters of Russian gas to the country, bypassing Ukraine.

In April, Gazprom and the OMV Group signed a memorandum to implement the South Stream project in Austria.

“So far [Austria, Ed,] takes a very clear position, avoiding pressure from the European Commission and in general, public opinion in Europe that wants to halt or even stop the project. At the same time it [Austria, Ed] has enough political clout to promote this project. It’s not Bulgaria, which on its own cannot defend itself,” Fyodor Lukyanov chairman of Russia’s Council on Foreign and Defense Policy said, as quoted by RIA Novosti.

There has been controversy over South Stream, as is it needs EU approval so that it doesn’t violate Europe’s ‘Third Energy Package’, which says a company cannot both own and operate pipelines within the European Union.

Bulgaria and Serbia, countries nearly 100 percent dependent on Russian gas, have faced pressure from the EU to halt construction.

Ahead of Putin’s visit to Vienna, Austrian ministers said they remained committed to Russia’s South Stream project and that they plan to speed it up.

The geopolitical conflict in Ukraine has also complicated the South Stream project, as EU energy lobbying groups are campaigning against the project, to lessen Europe’s dependence on Russia.

South Stream will deliver gas to Europe bypassing Ukraine, which is seen as an unreliable transit state.

The 2,446 km pipeline will stretch across southern and central Europe, with the first section expected to open in 2015, and be fully operational between 2018-2019. The natural gas pipeline network will transport over 64 billion cubic meters of natural gas to Europe per year.

Gazprom has said the project, estimated to cost $45 billion, can be completed without any funding from international partners.

Gazprom is Russia’s largest producer of natural gas and provides roughly one third of Europe’s gas needs.

The head of the Russian Duma's International Affairs Committee, Aleksey Puskhov, wrote on Twitter on Tuesday that “Ukraine is in a long-term phase of unpredictability. Thus, South Stream is the only guarantee of uninterrupted gas supply to Europe."

Attempts to Block South Stream Interfere with EU Interests – Russian Ambassador to Italy

MOSCOW, July 28 (RIA Novosti) – Any attempts to block the South Stream gas pipeline project could jeopardize the economic interests of EU member countries, Russia’s Ambassador to Italy Sergei Razov told the Rossiya Segodnya international news agency Monday.

"We believe that the legal basis [for the South Stream project] has been already established and the project can be implemented in any case. Attempts to block it come across as interfering in national jurisdiction and the economic interests of EU member states,” the diplomat said.

The construction of the South Stream pipeline is in the best interests of Southeast and Southern Europe, Razov noted.

The Russian ambassador argued recent statements by the European Commission saying South Stream is subject to the EU's Third Energy Package are illogical. By making available, in accordance with EU laws, 50 percent of pipeline capacities for other gas suppliers, the EU would deprive consumers of half of Russian gas supplies.

“It will destroy all cost-effectiveness and investments payback period guidelines, on which bank lending depends," the diplomat said.

The South Stream pipeline, expected to carry Russian gas across the Black Sea to Southern and Central European countries, is aimed at diversifying export routes for Russian gas.

The project stalled when the European Commission expressed concern that Russia’s bilateral agreements with European transit countries, namely Austria, Bulgaria, Hungary and Slovenia, violate the EU Third Energy Package. According to these legislative proposals, the pipelines in the EU cannot belong to the natural gas extractors.

South Stream construction began in late 2012, with the first deliveries expected in 2016. The pipeline is to become fully operational in 2018.

South Stream not to affect Black Sea environment — operator

MOSCOW, July 29. /ITAR-TASS/. Construction and use of South Stream pipeline sea part will not considerably affect Black Sea and Bulgarian coast environment, said operator of the pipeline’s sea section South Stream Transport.

The company evaluated the project’s environmental and social impact in cooperation with experts from URS Infrastructure and Environment UK Limited.

Turkish environmental ministry earlier approved the report on environmental impact on the pipeline’s sea section to cross Turkey’s economic zone that confirmed the project would not harm sea ecology and fishing in the Turkish sector.

South Stream system is aimed to increase reliability of Russian natural gas supplies to Central and Southeastern Europe as it is a new transportation route providing new supply capacities. The 931-kilometer long sea section will be laid from Russia’s Black Sea coast near the city of Anapa through Turkey’s exclusive economic zone in the Black Sea to Bulgaria’s coast near the city of Varna.

South Stream Transport B.V. is an international joint venture set up to plan, construct and use a gas pipeline on Black Sea bed. Russian monopoly gas exporter Gazprom holds 50% of the JV sharing it with the Italian company Eni (20%), French EDF and German Wintershall (15% each).
