He asked the soldier why do they look like that with open vests, without proper uniforms. He demanded his documents and mentioned that the soldier with the open armored vest was under arrest for 7 days for his inproper appearance of his uniform and that he had to report that to his Battalion commander, if he doesn't he will do it for him.

Then they drive to the vehicles that are at the rear of the column and heasks the seargant why his column is in such pathetic form and shape, why his soldiers have no orderly uniforms, why some of his soldiers have open vests. He asks him where he is and why his own vehicle in the column is so far away behind the rest of the vehicles and why the rest of the vehicles have stopped and were not following the other vehicles which are already towards its destination. So they kept tight with their soldiers even in 1988 for being undisciplined and not following rules, orders and proper ways.

Can someone post figures regarding war casualties - both sides - both military and civilian ?

I mean dont bother with the western POS propaganda figures - I`am interested in the Russian take on this subject
