    They already are.  MVD has been operating counter terrorism for years through there.  What they need to do is close off the borders between them and Georgia already since that is where the rats are traveling through.

    Anti-Terrorist Bus Set to Keep Moscow's Citizens Safe From Harm

    Moscow is set to launch a so-called “anti-terrorist” bus to patrol the city's streets. Costing $500,000, it will have jammers installed able to disrupt the signal between remote control explosives and have the capability to stop all radio connections in the vicinity.

    The vehicle is set to debut later this year with the aim of increasing security, especially at major sporting events such as the 2018 FIFA World Cup, to be hosted in Russia, according to Izvestia newspaper.

    It is set to be based on Germany's MAN Lion’s Coach R08 bus, Moscow City Council’s department of regional safety told the newspaper, adding that it will cost around $500,000.

    The bus will be equipped with powerful jammers, able to disrupt the signal between remote control explosives and have the capability of stopping all radio connections in the vicinity. These jammers will be able to work for 10 hours without interruption.

    Alexey Mayorov, the department’s head, said that the bus will be deployed at upcoming, high-profile events such as Formula E in 2016, the FIFA Confederations Cup in 2017 and the FIFA World Cup in 2018.

    Although the bus will have satellite, CCTV and radio capabilities a spokeswoman for the department has denied that authorities will use it to tap nearby conversations.

    “Activities such as eavesdropping are not acceptable because all technology [used] takes into account the safety and respects the right of citizens. Nobody will be tapping anyone,” the newspaper quotes Yulia Mityurnikova as saying. “There will be video surveillance.”

    “It is possible that the set-up is modernized in case of any need,” she added.

    Although no final date has been set for the bus to be unveiled, the first event at which it will be used is May’s World Pentathlon Championships.

    Terrorist act prevented in Russia's Dagestan — National Antiterrorism Committee

    The thugs got blown up on their own bomb

    MOSCOW, March 30. /TASS/. Law enforcement officers on Wednesday prevented a terrorist act in the Russian North Caucasus Republic of Dagestan, as a result of which thugs got blown up on their own bomb, the National Antiterrorism Committee (NAC) told TASS.

    "Today in the afternoon, officers of a mobile police group tried to stop a suspicious car in the village of Sirtych, which was going in the direction of Derbent," the statement said.

    "When the thugs realized that they can’t escape pursuit, they detonated a homemade explosive device, as a result of which a powerful explosion occurred," it said. "A police officer who took part in the pursuit of criminals was fatally wounded. No civilians were hurt."

    An operative and investigative group and Federal Security Service (FSB) explosives experts are currently working at the site of the incident. The criminals are being identified and their possible involvement in other terrorism-related crimes is being established.

    "Thanks to vigilance of police officers and timely actions by law enforcement bodies, the crimes planned by the thugs were prevented," the NAC said.

    After the blowing up of a car with Russian Interior Ministry troops in Dagestan Tuesday, the NAC took measures aimed at searching for thugs and their accomplices.

    Russia’s law enforcement agencies continue fighting militants in the North Caucasus over 15 years since the battle phase of the second war against Islamist separatists in Chechnya came to an end in 2000. Attacks on security officials and civilians occur from time to time in Dagestan, Ingushetia and Kabardino-Balkaria.

    Official information atm says 2 "terrorists were killed" and 6 policeman "wounded" so it seems this guy actually survived. One of the guys attacking was killed with handgrenade in his hand.
